We are currently recruiting for a Project Controls Specialist – Power BI & Cost Control. This is a full-time position based in Markham, Ontario, Canada.

We are seeking a Project Controls professional with strong Power BI development capabilities to join our Project Controls team. This hybrid role combines Power BI development and analytics with hands-on project cost control responsibilities, providing an opportunity to both develop reporting solutions and directly support the projects and data those solutions serve.

Approximately half of the role will focus on developing, maintaining and continuously improving Power BI dashboards, semantic models and reporting solutions. The remaining focus will be on cost control activities including budgeting, forecasting, commitments, actual costs, progress, change management, variance analysis and project performance reporting.

Working closely with Project Controls, project management, engineering, procurement, construction, finance and data stakeholders, you will help ensure that project information is accurate, consistent, traceable and translated into clear, actionable insights.

This is not a traditional software developer position. It is a specialized Project Controls role with significant Power BI development responsibilities, requiring both strong analytical and technical capabilities and practical knowledge of project cost control.

Responsibilities:

Power BI Development and Reporting

- Develop, maintain and enhance interactive Power BI dashboards, reports and visualizations for project and portfolio reporting.
- Translate Project Controls and stakeholder requirements into practical reporting solutions, semantic models, calculations and visualizations.
- Create and maintain Power BI semantic models, relationships, measures and calculations using DAX.
- Use Power Query to connect, transform, cleanse and combine data from multiple sources.
- Integrate project information from relevant systems, which may include EcoSys, Primavera P6, Excel, SharePoint and other structured data sources.
- Develop reporting solutions that provide clear visibility into project cost, schedule, progress, forecasting, productivity, change, risk and overall performance.
- Design executive-level and operational dashboards that make complex project information easy to understand and allow users to move from high-level indicators to supporting detail.
- Validate source data, calculations and dashboard outputs and reconcile results with approved project reports and source systems.
- Identify data/quality gaps and reporting inconsistencies and work with appropriate data owners to resolve them.
- Optimize data models, DAX calculations, queries and refresh processes to improve report performance, reliability and usability.
- Support Power BI Service requirements including scheduled refreshes, data connections, gateways, workspace controls and role-based access.
- Develop reusable reporting templates, common measures and standardized visualization approaches to promote consistent reporting across projects.

Project Cost Control

- Perform project cost control activities for EPC/EPCM projects, including budget control, commitments, actual costs, forecasting, progress measurement, variance analysis, change management and performance reporting.
- Develop, implement and maintain project Work Breakdown Structures (WBS), Cost Breakdown Structures (CBS), control accounts and project coding structures.
- Support the establishment and maintenance of project budgets, control budgets and cost baselines within applicable project systems.
- Monitor project expenditures, commitments and forecasts and identify emerging cost trends, variances and areas requiring corrective action.
- Prepare and maintain forecasts, including Estimate to Complete (ETC) and Estimate at Completion (EAC), working with project and functional stakeholders to validate forecast assumptions.
- Support project progress measurement and integration of progress, cost and schedule information into project performance reporting.
- Support project change-management processes to ensure approved and pending changes are appropriately identified, evaluated, tracked and incorporated into project cost and reporting systems.
- Maintain project cost systems and coding structures, including the appropriate funding, de-funding and closure of cost codes.
- Review and validate project transactions, including timesheet coding, procurement commitments, requisitions, purchase orders, subcontractor costs and other project expenditures as applicable.
- Prepare project cost reports, forecasts, variance analysis and other periodic or ad hoc Project Controls reporting.
- Reconcile project cost information between source systems, approved project reports and management reporting and investigate discrepancies.
- Maintain reporting calendars and support the timely completion and issue of required Project Controls deliverables.
- Identify emerging cost, forecast, progress and reporting issues and communicate concerns to Project Controls leadership and project management.
- Integrated Project Controls and Continuous Improvement.
- Connect hands-on Project Controls knowledge with Power BI development to ensure dashboards reflect how projects are actually controlled and managed.
- Support integration of cost, schedule, progress, forecast and change information into consolidated project-performance reporting.
- Promote consistent definitions, calculations, coding structures and reporting practices across projects.
- Develop repeatable data-validation and quality-control processes that improve confidence in Project Controls reporting.
- Support report testing, user acceptance testing, controlled deployment and implementation.
- Maintain appropriate documentation covering data definitions, calculations, reporting logic, Project Controls processes and reporting requirements.
- Provide practical Power BI and Project Controls support and training to project teams and other report users.
- Participate in continuous improvement initiatives related to Project Controls processes, reporting automation, data management and digital delivery.
- Build collaborative relationships across Project Controls, project management, engineering, supply chain, and finance.
- Communicate reporting limitations, cost concerns, assumptions, variances and emerging issues clearly to appropriate stakeholders.
- Demonstrate a visible commitment to Worley’s Life value and applicable health, safety, wellbeing and environmental requirements.

What you will bring:
Technical and Industry Experience:

- You bring a combination of hands-on Project Controls experience and Power BI development capability. You understand how project budgets, costs, commitments, progress, forecasts and changes are controlled, and you can translate those concepts into practical data models, calculations, dashboards and reporting solutions.
- You are comfortable moving between detailed project cost information and technical reporting development. You can work directly with project teams to understand an issue, interrogate and validate the underlying data, develop or improve the required reporting solution, and communicate the resulting information clearly to both technical and non-technical stakeholders.
- You understand that effective Project Controls reporting depends not only on dashboard design, but also on sound controls processes, consistent coding structures, reliable source data, appropriate calculations and disciplined forecasting.

- Understanding of Project Controls integration across cost, schedule, progress and performance reporting.
- Experience working with Work Breakdown Structures, Cost Breakdown Structures and project coding dictionaries.
- Experience preparing project cost reports, forecasts and project-performance reporting.
- Experience designing dashboards that communicate complex project and operational information visually.
- Advanced proficiency in Microsoft Excel and experience working with structured project datasets.
- Strong analytical and problem-solving skills with the ability to identify trends, variances, anomalies and data-quality issues.
- Ability to translate Project Controls and stakeholder requirements into practical technical and reporting solutions.
- Strong written and verbal communication skills and the ability to explain calculations and reporting outcomes to technical and non-technical stakeholders.
- Strong attention to detail and a commitment to accurate, reliable and traceable project information.
- Ability to work independently while collaborating effectively across multidisciplinary project teams.
- Experience supporting engineering, procurement, construction, EPC or EPCM projects.
- Working knowledge of EcoSys, Primavera P6, Oracle, SharePoint or similar project and enterprise systems.
- Experience integrating project cost, schedule and progress data into consolidated performance reporting.
- Experience developing Project Controls dashboards covering cost, schedule, progress, forecasting, earned value, productivity, risk or change.
- Experience with Power BI dataflows, gateways, workspace management, row-level security and controlled report deployment.
