POSITION PURPOSE:

The Depot Technician II provides hands-on facility, equipment, waterfront, and grounds maintenance support for the Swimmer Interdiction Security System (SISS) at U.S. Navy marine mammal operational sites. The position helps sustain safe, reliable, continuous site operations by inspecting, maintaining, repairing, and supporting the infrastructure, animal enclosures, floating structures, vehicles, vessels, tools, generators, and other assigned equipment. The technician assists with coordination of commercial off-the-shelf (COTS) equipment service and, after required training and authorization, performs approved maintenance on specialized government-designed and fielded SISS equipment, including localization and marking equipment. The focus is ongoing operational readiness and facility sustainment, not general construction-site labor. All work is performed in accordance with applicable Navy requirements, approved technical procedures, environmental protections, and site safety practices.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Conduct routine inspections, preventive maintenance, minor repairs, and general upkeep of facilities, workspaces, storage areas, buildings, gates, fences, accessways, and other compound infrastructure; identify and report deficiencies requiring higher-level support.

• Maintain and repair marine mammal enclosure support structures, netting, floats, lines, hardware, wood components, walkways, and related waterfront equipment in coordination with operational personnel and approved procedures.

• Perform basic carpentry, woodworking, patching, painting, corrosion-control preparation, fastening, and other general repair work using appropriate tools, materials, and safety controls.

• Provide grounds and compound maintenance, including mowing, trimming, vegetation management, trash and debris collection, housekeeping, and upkeep of outdoor work and storage areas.

• Inspect and perform authorized routine care of assigned vehicles, trailers, boats, small engines, portable generators, pumps, and other support equipment; report and coordinate repairs beyond assigned training or authority.

• Assist with upkeep of hoses, piping, filtration and water-treatment support equipment, and related mechanical systems as trained; escalate faults that require qualified technical or vendor service.

• Identify maintenance and repair needs for COTS systems and support scheduling, access, on-site coordination, and follow-up with authorized service providers; route procurement and contractual decisions through designated management.

• After equipment-specific training and authorization, inspect, service, install, remove, replace, and troubleshoot designated government-designed or fielded SISS equipment, including localization and marking components, in accordance with approved technical manuals and configuration-control requirements.

• Assist with vessel and waterfront work such as line handling, securing equipment, moving materials between shoreside areas and floating platforms, and preparing boats and work areas; operate vessels only when properly qualified and authorized.

• Load, unload, transport, stage, and secure tools, materials, parts, supplies, and equipment using safe lifting, handling, and team-lift practices.

• Operate and care for assigned hand tools, power tools, lawn equipment, and portable machinery; inspect equipment before use, maintain housekeeping, and report damaged or unsafe items.

• Document inspections, work accomplished, equipment discrepancies, material needs, and outstanding maintenance actions in approved logs or work-tracking systems.

• Coordinate work priorities with site leadership and mission personnel to minimize operational disruptions and avoid interference with animal care, training, and ongoing security operations.

• Follow all applicable waterfront, boating, personal protective equipment (PPE), environmental, equipment-isolation, spill-prevention, and occupational safety requirements; work effectively both independently and as part of a team.

ADDITIONAL DUTIES AND RESPONSIBILITIES:

• Assist with approved equipment installations, relocations, minor improvements, and site repair projects as directed.

• Support weather preparations, post-storm cleanup, material inventories, shipping/receiving, and time-sensitive site maintenance requirements.

• Provide related support at another SISS operational site or with an authorized maintenance team when assigned and appropriately trained.

• Perform other duties consistent with the position, assigned qualifications, and applicable contract requirements

MINIMUM QUALIFICATIONS:

Education and Experience:

• High school diploma or General Educational Development (GED) credential.

• No fixed number of prior general-construction years is required; must demonstrate practical aptitude for hands-on maintenance, equipment care, and learning safe repair procedures.

Skills and Abilities:

• Ability to use common hand and power tools safely and learn basic facility, mechanical, carpentry, and waterfront maintenance tasks.

• Ability to understand and follow written and verbal instructions, checklists, technical manuals, safety procedures, and supervisor direction.

• Ability to identify equipment or facility deficiencies, communicate concerns, and maintain clear and accurate work records.

• Ability to organize tasks, work reliably with limited supervision, coordinate with others, and adapt priorities to operational needs.

• Ability to swim and work safely in or near the water, including on docks, boats, and floating piers or platforms.

• Ability to perform physically demanding outdoor work in variable weather while using required PPE and safe handling practices.

• Knowledge in filtration systems

• Ability to be certified for forklift and coxswain operations.

• Ability to lift 75 lbs.

Special Requirements:

• Must meet background screening and identification requirements for authorized access to the assigned Navy installation and work areas.

• Must complete required site safety, waterfront, equipment-specific, and maintenance training before performing tasks that require qualification or authorization.

• Must obtain and maintain required boat-operator qualification/certification after hire, within the program’s designated training process, before independently operating an assigned powered vessel. Prior boat certification is not an entry requirement.

• Must comply with Navy installation rules, applicable program procedures, security requirements, and relevant occupational and environmental safety standards.

PREFERRED QUALIFICATIONS:

• Two to three years of relevant hands-on experience in facilities maintenance, general trades, mechanical repair, groundskeeping, marine operations, boat maintenance, or similar work; comparable military, vocational, or apprenticeship experience is welcomed.

• Experience with basic carpentry or woodworking, net and line work, floating structures, docks, marine hardware, or equipment exposed to saltwater.

• Familiarity with maintaining vehicles, trailers, small engines, generators, pumps, and common COTS equipment.

• Familiarity with basic water-treatment, pumping, filtration, or other life-support-system equipment; specialized training will be provided as needed.

• Prior powered-boat handling, boating safety training, or vessel-operation certification; site-specific qualification will still be required.

• Experience coordinating maintenance activities or interacting with commercial service technicians in an operational facility.

PHYSICAL DEMANDS:

This is an active, physically demanding position that routinely involves standing, walking over uneven surfaces, reaching, bending, twisting, kneeling, crouching, climbing, balancing, and using both hands to operate tools and handle materials. Duties may require entering and exiting small boats; working on docks, floating piers, animal enclosures, and platforms that shift with tides, currents, and vessel wakes; and maneuvering around wet, narrow, or slippery working surfaces. The employee must be able to lift, carry, push, pull, and position equipment and materials, including occasional loads of up to 75 pounds and wet items moved between the water and dock, using assistance or mechanical handling aids when needed for safety. Work may involve prolonged exposure to weather, use of PPE and personal flotation devices, and manual operations requiring hand coordination, hearing, vision, and situational awareness.

WORKING ENVIRONMENT:

The primary work setting is the SISS operational compound and waterfront facilities at Naval Base Kitsap–Bangor, Washington. Work occurs in buildings, shops, outdoor grounds, storage areas, onboard small boats, and on floating piers, platforms, and marine mammal enclosure infrastructure. The Puget Sound marine environment includes frequent rain, persistent dampness, cold and windy conditions, seasonal freezing weather, salt spray, changing tides, and wet or slippery surfaces, as well as occasional summer heat. Employees may be exposed to equipment noise, power tools, moving machinery, vehicle traffic, marine growth, and controlled maintenance materials. Work must be planned and conducted around active security operations and marine mammal activities, following site access, environmental, and animal-area safety protocols. Approved protective clothing, flotation devices, and other task-specific PPE are required as applicable.
