## Job Summary:

Leads the progression of third-party infrastructure solutions and associated agreements, approvals and delivery commitments, working with the Engineering Manager and Interface Manager on technical coordination and interface controls. Reporting to the Bechtel Project Director, the role supports the Heathrow West DCO and delivery strategy, balancing transport and logistics infrastructure with utilities and other affected assets. The role maintains a direct coordination interface with authorised Client representatives for Client positions, decisions and senior third-party intervention.

## Major Responsibilities:

Reporting to the Bechtel Project Director, the Senior Third-Party Infrastructure Manager will lead the progression of third-party infrastructure solutions and associated agreements, approvals and delivery commitments supporting the Heathrow West DCO and delivery strategy. Working with the Engineering Manager, Interface Manager and allocated Package Managers, the role will coordinate technical and delivery requirements across transport and logistics infrastructure, utilities and other affected assets. The role maintains a direct coordination interface with authorised Client representatives for Client positions, decisions and senior third-party intervention.

Bring together the Client, relevant highway and rail infrastructure owners/operators, transport authorities, utility providers, Package Managers and functional specialists to resolve physical interfaces and delivery requirements. Surface-access and logistics infrastructure includes strategic/local roads, rail connections and freight/materials supply routes, construction access and temporary diversions, asset protection and possessions, interface agreements and approvals within agreed scope. Coverage also includes utility supply/diversions, rivers, relocations and replacement facilities, displaced assets and IRC interfaces. Maintain a coordinated infrastructure, interfaces and agreements record using existing project registers, with accountable owners, required engineering data, dependencies, approval requirements and target dates.

Coordinate the technical and delivery basis for infrastructure solutions and agreements: design requirements, land/access needs, construction methodology, sequencing, logistics, operational continuity and cost inputs from responsible parties. Resolve road/rail owner constraints, access windows and asset-protection requirements with the relevant specialists. Drive practical solutions and agreements through working sessions, coordinated submissions and timely responses; secure the required approved engineering outputs and Client decisions, and bring unresolved matters to the appropriate technical, commercial, legal or Client decision-maker.

Integrate infrastructure interfaces, agreements and approvals with the DCO programme, identifying evidence and decisions needed for design releases, assessment, consultation, submission and construction sequencing. Translate commitments into consultant scopes, TIDPs, design requirements, logistics and construction planning, and project controls. Coordinate assessment of emerging scope, cost and programme implications through agreed change and approval arrangements. Report readiness, exceptions and decisions required before unresolved interfaces threaten dependent work, distinguishing DCO evidence needs from commitments required for later implementation.

## Education and Experience Requirements:

- Relevant degree in civil engineering, transport, infrastructure development, construction management or a related discipline, or an equivalent combination of qualifications and relevant experience.
- Substantial experience leading the development and resolution of infrastructure requirements involving multiple asset owners, operators, authorities and delivery organisations.
- Relevant experience across transport and enabling infrastructure, such as roads, rail, freight and construction access, utilities, diversions, asset protection or replacement facilities.
- Demonstrated experience progressing engineering proposals into coordinated approval, agreement and delivery arrangements, working with technical, land, commercial and legal specialists.
- Experience integrating third-party constraints, access requirements, possessions and operational-continuity requirements into design and construction planning.
- Experience presenting options and securing decisions from senior project leadership and external organisations where objectives or commercial interests differ.
- UK infrastructure consenting experience is desirable; experience at a live airport or similarly constrained operational site would be advantageous.
- Relevant professional registration or membership would be advantageous.

## Required Knowledge and Skills:

- Understanding of how engineering solutions, asset-owner requirements, land rights, approvals and agreements interact to determine infrastructure deliverability.
- Ability to identify the technical evidence and decisions needed to progress a third-party infrastructure solution, rather than simply record an unresolved interface.
- Strong multidisciplinary judgement across engineering, constructability, logistics, programme, cost and operational continuity.
- Ability to evaluate practical alternatives, explain trade-offs and identify the consequences of delayed decisions or unavailable infrastructure.
- Strong external relationship-management and negotiation-support skills, recognising when authorised commercial or legal input is required.
- Ability to work with the Engineering Manager and Interface Manager while maintaining a distinct focus on progressing infrastructure solutions and delivery commitments.
- Clear senior-level reporting and disciplined management of requirements, actions, approvals and commitments.
- Sound judgement concerning delegated authority, Client-retained responsibilities and the limits of technical or commercial commitments.
