POSITION AVAILABILTY CONTINGENT UPON CONTRACT AWARD
SUMMARY OF DUTIES
The Quality Control (QC) Inspector is responsible for ensuring custodial services are performed in full compliance with contract requirements, U.S. Army standards, and the approved Quality Control Plan (QCP). This position conducts routine and unscheduled inspections, documents deficiencies, verifies corrective actions, and serves as a key liaison between custodial operations and government representatives to ensure consistent, high-quality service delivery across the installation.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned:
1. QUALITY ASSURANCE & INSPECTIONS
- Conduct daily, weekly, and monthly custodial inspections of facilities in accordance with the Performance Work Statement (PWS), Technical Exhibits, and the approved QCP
- Inspect facilities and work areas specified in the PWS for conformance with quality standards
- Use Army-approved inspection methods, checklists, and Acceptable Quality Levels (AQLs) to evaluate performance
2. DOCUMENTATION & REPORTING
- Accurately document inspection results, deficiencies, trends, and corrective actions
- Maintain inspection logs, deficiency reports, and corrective action records in accordance with contract requirements
- Prepare and submit quality control reports to project management and government representatives as required
3. CORRECTIVE ACTIONS
- Identify performance deficiencies and notify custodial supervisors promptly
- Verify corrective actions are completed within contractually required timeframes
- Track repeat deficiencies and recommend preventive measures
4. CONTRACT COMPLIANCE
- Ensure compliance with all applicable regulations, including:
Performance Work Statement (PWS)
- Quality Control Plan (QCP)
- Army regulations and installation policies
- Safety, environmental, and infection control standards (as applicable)
- Support government inspections, audits, and surveillance activities
5. COMMUNICATION & COORDINATION
- Serve as the primary quality liaison between the contractor and the Contracting Officers Representative (COR) or designated government personnel
- Participate in quality meetings, inspections, and performance reviews
- Provide feedback and recommendations to improve custodial service delivery
6. TRAINING & CONTINUOUS IMPROVEMENT
- Assist in training custodial staff on quality standards, inspection findings, and best practices
- Identify trends and recommend process improvements to enhance performance and customer satisfaction
EDUCATION and/or EXPERIENCE
- High school diploma required; associate or bachelors degree preferred.
- 3–5 years of custodial, janitorial, or facility management experience.
- At least 2 years in quality assurance role.
- Strong knowledge of custodial cleaning practices, equipment, and chemicals.
- Proficiency in Microsoft Office, inspection software, or mobile auditing tools (e.g., CMMS, QA apps).
- Ability to read and interpret contract requirements and performance standards.
- Must have a valid drivers license.
COMMUNICATION SKILLS
Must have the ability to respond to common inquiries or complaints from customers, managers, and staff members. Must be capable of initiating corrective action or revision of internal methods or procedures, IAW regulations, directives, and guidance from higher authority, to resolve problems.

WORK ENVIRONMENT

The employee will generally work in an office environment, but some work may be conducted outside on facility grounds, with possible exposure to extremes in heat and cold. Some travel to project locations may be required as well as some evening, weekend, and holiday hours.
