JOB PURPOSE

We are looking for an experienced Port & Heavy Lift Operations Supervisor to oversee and coordinate project cargo operations at Malaysian ports and other field locations. The role is highly hands-on and field-based, requiring the individual to be physically present at the port to supervise the safe and efficient handling, loading, unloading and transportation of heavy-lift, oversized and out-of-gauge (OOG) cargo. The successful candidate will act as the company’s on-site representative, coordinating between customers, port authorities, terminal operators, stevedores, crane operators, trucking companies, surveyors, subcontractors and vessel crews.

CORE RESPONSIBILITIES

Port & Cargo Operations

- Attend ports and project sites to supervise day-to-day cargo operations.

- Coordinate loading, discharge, shifting, lifting and movement of heavy-lift and OOG cargo.

- Supervise stevedoring and cargo-handling activities and ensure operations are carried out in accordance with the agreed method statement and lifting plan.

- Check cargo condition, dimensions, weights, lifting points and relevant cargo documentation.

- Monitor crane, lifting and handling operations and ensure the correct lifting equipment and accessories are used.

- Coordinate the movement of cargo between vessel, terminal, storage area and trucks.

- Ensure cargo is properly positioned, secured and protected during handling and transportation.

- Identify operational issues and resolve them quickly in coordination with the relevant parties.

Heavy Lift & Project Cargo Coordination

- Review lifting plans, cargo plans, stowage arrangements and method statements.

- Coordinate with crane operators, riggers, stevedores and heavy-haulage contractors.

- Verify lifting gear, spreader beams, slings, shackles and other equipment are suitable and available.

- Monitor lifting operations and ensure safe exclusion zones and appropriate controls are maintained.

- Assist with planning and execution of complex lifts and OOG cargo movements.

- Coordinate with vessel crew and terminal personnel during loading and discharge operations.

- Take photographs and maintain detailed operational records and reports.

Port & Stakeholder Management

- Act as the company’s representative at the port.

- Liaise with terminal operators, port authorities and other relevant authorities where required.

- Coordinate with shipping lines, vessel agents, stevedores, surveyors and subcontractors.

- Attend pre-arrival meetings, toolbox meetings and operational briefings.

- Coordinate permits, access arrangements, equipment, labour and operational requirements.

- Maintain strong working relationships with port and terminal personnel.

HSE & Operational Compliance

- Ensure all operations are conducted in accordance with company HSE procedures and applicable port regulations.

- Conduct or participate in toolbox meetings and pre-operation briefings.

- Identify unsafe conditions and stop operations where there is an immediate safety concern.

- Monitor compliance with lifting procedures, PPE requirements and exclusion zones.

- Report accidents, incidents, near misses and cargo damage immediately.

- Ensure subcontractors and third parties comply with agreed operational and safety requirements.

Documentation & Reporting

- Prepare daily operational reports and cargo handling reports.

- Record cargo condition before, during and after handling operations.

- Maintain photographic records of cargo and operations.

- Record delays, operational issues, damages and additional costs.

- Assist with preparation of Statements of Facts, cargo reports, tally sheets and other project documentation.

- Escalate operational issues and delays promptly to the Project Manager / Operations Manager.

QUALIFICATION

- Minimum 5 years’ experience in port operations, project logistics, heavy-lift, breakbulk or OOG cargo operations.

- Strong practical experience working at Malaysian ports.

- Good understanding of heavy-lift and oversized cargo handling.

- Experience coordinating stevedores, crane operators, riggers, trucking companies and other subcontractors.

- Strong understanding of lifting operations and safe cargo handling.

- Ability to read and understand lifting plans, cargo plans and method statements.

- Good knowledge of port safety procedures and operational requirements.

- Strong communication and coordination skills.

- Able to work independently and make decisions in a fast-moving operational environment.

- Flexibility to support vessel and cargo operations as required , including occasional work outside standard office hours, at weekends or at night when operational needs arise.

- Enjoys a hands-on operational environment , with a strong presence at ports and project sites to oversee activities, engage with stakeholders and ensure successful execution in the field.
