About this role
Job Purpose
To lead and manage Health, Safety and Environment (HSE) activities across projects, ensuring a safe working environment, regulatory compliance, effective risk management, and implementation of organizational HSE standards throughout the project lifecycle.
Key Responsibilities
- Develop, implement, and maintain project HSE plans, policies, procedures, and management systems.
- Ensure compliance with applicable UAE HSE legislation, regulatory requirements, authority standards, and organizational policies.
- Provide HSE leadership and guidance to project teams, consultants, contractors, and subcontractors.
- Review and approve contractor HSE plans, risk assessments, method statements, emergency response plans, and other HSE documentation.
- Conduct regular site inspections, audits, and assessments to identify hazards, unsafe practices, and areas of non-compliance.
- Monitor construction and project activities to ensure appropriate HSE controls and safe systems of work are implemented.
- Lead hazard identification and risk assessment activities and ensure appropriate preventive and corrective measures are established.
- Investigate incidents, accidents, near misses, and environmental events, ensuring root causes are identified and corrective actions are implemented.
- Develop and monitor HSE KPIs, statistics, trends, and performance indicators and provide regular reports to project and senior management.
- Lead HSE meetings, toolbox initiatives, safety campaigns, and awareness programmes across projects.
- Ensure appropriate emergency preparedness and response arrangements are established, tested, and maintained.
- Monitor contractor and subcontractor HSE performance and ensure corrective action is taken where required.
- Coordinate with Project, Construction, Technical, Risk, and other teams to integrate HSE considerations into project planning and execution.
- Liaise with government authorities, regulatory bodies, and external stakeholders on HSE-related matters where required.
- Ensure environmental risks and impacts are identified and appropriately managed throughout project delivery.
- Promote a proactive safety culture and encourage workforce engagement and accountability for HSE performance.
- Maintain accurate HSE records, reports, inspection findings, incident documentation, and compliance evidence.
- Support continuous improvement of HSE systems, standards, and performance across projects.
Qualifications & Experience
- Bachelor’s degree in Occupational Health & Safety, Engineering, Environmental Management, or a related discipline.
- NEBOSH, IOSH, or equivalent internationally recognized HSE qualification is preferred.
- Relevant UAE HSE practitioner certification or registration would be an advantage.
- Strong HSE management experience within construction, real estate development, infrastructure, or major project environments.
- Demonstrated experience managing HSE performance across large-scale construction projects and multiple contractors.
- Strong knowledge of UAE HSE regulations, international safety standards, risk assessment, incident investigation, and environmental management.
- Experience conducting HSE audits, inspections, investigations, and contractor performance reviews.
