GENERAL MANAGER – PARKING OPERATIONS

Position Summary
The General Manager (GM) is responsible for the overall leadership, performance, and day-to-day management of the Lexington parking operation. This position provides direct oversight of parking enforcement, office and customer service operations, financial and administrative functions, maintenance, staffing, technology, and client relations.
The GM is expected to have a comprehensive understanding of the entire operation and the responsibilities performed by each department. While individual managers and supervisors are responsible for their respective areas, the GM maintains ultimate operational accountability and must be capable of identifying problems, verifying performance, and ensuring issues are corrected promptly.
This is a hands-on leadership position requiring a proactive management approach. The GM is expected to know what is occurring within the operation throughout the day, use available systems and reporting tools to monitor performance, and address concerns before they develop into larger operational or client-service issues.
Essential Duties and Responsibilities
Operational Leadership
- Provide overall leadership and direction for all Lexington parking operations.
- Maintain working knowledge of parking enforcement, permits, residential parking programs, office operations, customer service, maintenance, financial processes, collections, and related parking services.
- Ensure daily operations are properly staffed, supervised, and performing according to established expectations.
- Regularly review operational reports, activity data, Daily Cash Reports (DCRs), enforcement statistics, financial information, and other performance indicators.
- Identify operational deficiencies and implement corrective action.
- Ensure managers and supervisors are actively managing their areas rather than simply reacting to problems after they occur.
- Develop and maintain operational redundancy and cross-training so essential functions continue during vacancies, absences, or turnover.
Parking Enforcement
- Maintain a detailed understanding of Lexington's parking enforcement program, regulations, enforcement areas, residential permit programs, citation processes, and booting procedures.
- Monitor enforcement activity and officer productivity throughout the workday.
- Utilize Park Loyalty and other available systems to review officer locations, scans, citations, activity levels, and periods of inactivity.
- Establish and communicate reasonable productivity and performance expectations.
- Work directly with the Operations Manager and enforcement leadership to address employees who consistently fail to meet established standards.
- Ensure enforcement resources are deployed strategically based on parking demand, compliance concerns, construction, special events, and client priorities.
- Review citation voids, warnings, boots, scans, citations issued, and other enforcement trends for accuracy and unusual patterns.
- Ensure enforcement policies and procedures are consistently applied.
Staff Leadership & Accountability
- Provide leadership and accountability for managers, supervisors, and employees.
- Establish clear expectations and regularly evaluate performance against those expectations.
- Conduct regular management meetings and individual performance discussions.
- Ensure employee performance issues, counseling, attendance concerns, and corrective actions are documented appropriately.
- Hold managers and supervisors accountable for actively managing employees during their shifts.
- Ensure employee schedules, assignments, breaks, attendance, and productivity are appropriately monitored.
- Coordinate recruiting and hiring to maintain adequate staffing levels and minimize extended vacancies.
