Position: Mid & Senior Oracle Utilities Techno-Functional Developer & Designer

The Techno-Functional Developer & Designer will be responsible for designing, configuring, coding, testing, and maintaining core functional modules and custom extensions within Oracle Utilities applications (CC&B, C2M, CCS, MDM, SGG). Candidates will handle both technical development (Java/Groovy/SQL) and daily operational batch monitoring/triage.

Duties and Responsibilities:

- Technical Design & Development: Translate functional business requirements into detailed Functional Design Documents (FDDs) and Technical Design Documents (TDDs). Develop custom algorithms, plug-in scripts, BPA scripts, service scripts, UI Maps, Zones, and Portals.

- Batch Processing & Operational Monitoring: Actively monitor daily and nightly batch processing runs, execution streams, and queue thresholds. Identify stuck or long-running batch jobs, review POSTROUT and application logs, execute stream restarts, and resolve batch data exceptions (e.g. usage transaction errors, billing segment errors).
- Module Configuration & Maintenance: Configure and support core Oracle modules across Rating, Billing, Payments, Credit & Collections, Deposits, Start/Stop, Premise/Service Agreement management, and To-Do exception processing.
- MDM & Meter Data Processing: Support MDM measurement data loading (IMD), VEE rule execution, Usage Subscription (US) processing, interval data aggregation, and SGG payload processing for smart meters.
- API & Integration Development: Build and support REST/SOAP web services, inbound/outbound messages, and middleware touchpoints between Oracle Utilities systems and enterprise applications (e.g. Maximo, GIS, Payment Gateways, CIS Portals).
- L2/L3 Incident Triage & Defect Fixing: Investigate production incidents in ServiceNow/Jira within strict SLA targets. Perform root-cause diagnosis, write code fixes or SQL data scripts, test in non-prod (SIT/UAT), and prepare CAB change packages.

Qualifications & Skills:

- Mid-Level: 5–7 years | Senior-Level: 8–12+ years of direct technical and functional experience in Oracle CC&B, C2M, CCS, and MDM.
- Mandatory experience in Batch Processing: daily batch monitoring, batch job execution, thread management, error log analysis, and batch optimization.
- Strong programming expertise in Java SE, Groovy scripting, SQL, PL/SQL, XML, XPath/XQuery, and OUAF Configuration Tools.
- Hands-on experience writing FDDs/TDDs and executing unit testing, SIT, UAT, and hyper-care stabilization support.
- Solid understanding of the Meter-to-Cash (M2C) lifecycle and MDM VEE/usage calculation engines.
- Experience working in Agile/Scrum environments using Jira, Azure DevOps, or ServiceNow.

- Must be a Filipino citizen residing in the Philippines.

- A stable internet connection of at least 5Mbps, with a backup option (pocket WiFi or mobile data)
