About this role

On behalf of HSE, we are looking for a Learning and Development Manager - Inside IR35 for a contract until 31st March 2027 working on a Hybrid basis (remote with occasional ad hoc meetings in Glasgow, Sheffield or Bootle and remaining WFH)

The main duties and responsibilities of the Learning and Development Manager would be to:

- Develop short and medium-term operating model options to support the planned growth of the regulatory inspector workforce .
- Design a scalable learning, development and deployment framework that supports inspectors from onboarding through to competence.
- Review and consolidate existing training materials, competency frameworks, guidance and operational knowledge into a structured development programme.
- Assess workforce , supervisory and coaching capacity requirements to support different intake volumes and deployment scenarios.
- Develop a modular capability framework that balances consistent standards with tailored development pathways based on operational needs.
- Recommend effective learning delivery approaches, including centralised, distributed and hybrid models.
- Design structured workplace learning, mentoring, coaching and consolidation activities to support practical capability development.
- Produce implementation plans, governance recommendations and success measures to enable sustainable workforce growth and long-term capability development.

Essential:

- Significant experience designing and implementing learning, capability and workforce development solutions within complex organisations.
- Proven experience developing competency frameworks, learning pathways and routes to professional competence.
- Demonstrable experience designing scalable training and development programmes to support organisational growth and workforce expansion.
- Strong workforce planning and organisational design experience, including operating model development and implementation planning.
- Experience conducting capacity assessments and developing resource models to support learning, coaching and operational delivery requirements.
- Ability to engage and collaborate effectively with senior stakeholders, operational leaders , subject matter experts and support functions.
- Experience designing blended learning approaches, including workplace learning, mentoring, coaching and consolidation activities.
- Strong analytical , problem-solving and report-writing skills, with the ability to develop practical recommendations and implementation-ready solutions.
- Experience within regulatory, inspection, operational delivery or other highly regulated environments.
- Experience supporting large-scale workforce transformation, onboarding programmes or capability-building initiatives .
