Continent Upon Contract Award

The Freedom of Information Act (FOIA) and Privacy Act Case Processor reviews and prepares complex Track 2 United States Citizenship and Immigration Services (USCIS) records for Government approval and release. The processor validates the request and requester entitlement, reviews pre-scanned records, applies redactions and exemptions, prepares case documentation and final action letters, and corrects returned work. The Government retains final adjudicative authority.

Essential Duties and Responsibilities

- Process assigned Track 2 cases in the FOIA Immigration Records SysTem (FIRST) in "First In, First Out" (FIFO) order in accordance with the USCIS FOIA/Privacy Act Processing Guide, Standard Operating Procedures (SOPs), and current Government direction.

- Verify requester and subject names, addresses, identifiers, request type, supporting documents, consent, discussion notes, and applicable correspondence.

- Confirm the scanned record corresponds to the request, correct subject, and correct A-number and determine whether the request is governed by FOIA, the Privacy Act, or both.

- Review responsive electronic records averaging approximately 260 pages and not exceeding 500 pages per assigned case.

- Identify responsive material; apply accurate, appropriately limited redactions and the correct exemptions; and identify documents requiring referral or special processing.

- Protect Personally Identifiable Information (PII), investigative and law-enforcement information, National Security Information, and other sensitive or protected content.

- Create complete case notes and prepare accurate final action letters, including exemption explanations and page counts, for Government review and signature.

- Submit completed work for internal quality control and Government approval and respond promptly to reviewer feedback.

- Correct and resubmit rejected cases within two business days of rejection.

- Meet assigned production goals while maintaining quality at or above the 95 percent Acceptable Quality Level (AQL).

- Complete required security, privacy, systems, equipment, policy, and procedural training and immediately report suspected security or privacy incidents.

Minimum Qualifications

- Associate degree or at least two years of college, legal-support, records management, administrative adjudication, claims, benefits, compliance, or comparable experience; relevant federal case processing experience may substitute.

- At least two years of experience reviewing records, applying detailed rules, handling sensitive information, or completing high-volume casework with documented quality standards.

- Ability to interpret written policies, distinguish responsive from nonresponsive material, apply redaction instructions, and prepare accurate correspondence.

- Demonstrated attention to detail, reading comprehension, judgment, productivity, reliability, and ability to work independently.

- Proficiency with electronic records, case-management tools, and Microsoft Office applications.

Preferred Qualifications

- FOIA, Privacy Act, USCIS, Department of Homeland Security (DHS), immigration-records, A-File, or FIRST experience.

- Prior legal document review, paralegal, records disclosure, law enforcement records, or federal benefits processing experience.

- Experience using electronic redaction tools and meeting individual productivity and quality targets.

Performance Expectations

- Average planning standard of approximately 90 minutes per case, adjusted for authorized training, system availability, complexity, and quality requirements.

- Individual and team quality at or above the 95 percent AQL.

- Accurate case documentation, exemption application, final action letters, and page counts.

- Timely correction and resubmission of rejected work.

Common Conditions of Employment

- Must be a United States citizen.

- Must successfully complete USCIS suitability and Entry on Duty requirements and maintain required access throughout employment.

- Must sign required criminal-history, nondisclosure, privacy, and acceptable-use acknowledgments and complete all required training.

- Must safeguard sensitive, personally identifiable, law-enforcement, procurement-sensitive, and Government information and use only authorized equipment and systems.

- Must be able to read, write, speak, and understand English and work during approved hours that support National Records Center operations.

- Must comply with SoftDev, DHS, and USCIS conduct, security, privacy, records, equipment, and accessibility requirements.
