The Senior Freedom of Information Act (FOIA) Quality Control Specialist conducts independent internal reviews of completed Track 2 cases before submission to the United States Citizen and Immigration Services (USCIS). The specialist verifies legal and procedural accuracy, identifies privacy and disclosure risks, documents findings, and provides actionable feedback to processors and supervisors.

Essential Duties and Responsibilities

- Review completed cases for requester entitlement, consent, correct subject and record, FOIA versus Privacy Act determination, responsive-record scope, and case-note sufficiency.

- Verify that redactions and withholdings are accurate, appropriately limited, consistently marked, and supported by the correct exemptions.

- Confirm referrals, special-processing requirements, page counts, final action letter language, and supporting documentation.

- Identify errors consistent with the Statement of Work (SOW) Error Assessment Guide, with particular attention to investigative records, law-enforcement information, PII, consent, National Security Information, and incorrect A-numbers or records.

- Document review results and return clear correction instructions to processors without making the Government's final adjudicative decision.

- Perform heightened review for new processors, previously rejected cases, complex files, and personnel with adverse quality trends.

- Track errors and contribute data for calibration, root-cause analysis, refresher training, and monthly reporting.

- Verify corrections and support resubmission of rejected cases within two business days.

- Participate in Government training, internal calibration sessions, and updates to Standard Operating Procedures (SOPs), checklists, and job aids.

- Immediately escalate suspected unauthorized disclosure, security incident, or classified National Security Information.

Minimum Qualifications

- Bachelor's degree or equivalent directly relevant experience.

- At least four years of FOIA, Privacy Act, legal document review, records disclosure, or comparable case-processing experience, including quality review responsibilities.

- Demonstrated knowledge of FOIA exemptions, Privacy Act access rules, redaction principles, consent validation, and protection of sensitive information.

- Ability to review large electronic records accurately and explain corrections clearly and professionally.

- Strong computer proficiency and ability to work independently in a production environment.

Preferred Qualifications

- USCIS FOIA/Privacy Act experience.

- Experience reviewing A-Files, immigration records, investigative documents, or law-enforcement information.

- Experience using error taxonomies and conducting quality calibration.

- Timely review that supports production and resubmission deadlines.

- Detection of significant errors before Government submission.

- Consistency with approved guidance and calibration decisions.

Common Conditions of Employment

- Must be a United States citizen.

- Must successfully complete USCIS suitability and Entry on Duty requirements and maintain required access throughout employment.

- Must sign required criminal-history, nondisclosure, privacy, and acceptable-use acknowledgments and complete all required training.

- Must safeguard sensitive, personally identifiable, law-enforcement, procurement-sensitive, and Government information and use only authorized equipment and systems.

- Must be able to read, write, speak, and understand English and work during approved hours that support National Records Center operations.

- Must comply with SoftDev, Department of Homeland Security (DHS), and USCIS conduct, security, privacy, records, equipment, and accessibility requirements.
