This opportunity resides with All-Domain Operations (ADO) , a business group within HII’s Mission Technologies division. All-Domain Operations comprises multi-domain operations, platforms and logistics, and intelligence operations.

Who We Are

HII-Mission Technologies is seeking an Exercise Experimentation Planner who supports the development, design, execution, and evaluation of client exercises, wargames, and experimentation events. This role provides subject matter expertise in exercise analysis, operational planning, scenario development, and integration of ISR platforms, Joint and Service-level simulation systems, and bilateral training activities. The planner offers recommendations on exercise structure, force use, equipment employment, and training effectiveness to ensure realistic and operationally relevant events.

The Exercise Experimentation Planner participates in planning conferences, working groups, and site surveys to gather requirements, provide technical input, align objectives, and refine exercise design. The role includes analyzing exercise scenarios, intelligence summaries, operational products, and supporting materials—developing injects and products that challenge participants’ decision making and operational agility. Following execution, the planner prepares comprehensive After Action Reports (AARs), identifies improvement items, and contributes to the development of exercise improvement plans that address current and emerging threats.

This position also supports the planning and delivery of wargames, experimentation events, briefings, participant training, exercise playbooks, and post exercise reporting to strengthen learning outcomes and operational readiness.

What You Will Do

- Provide experimentation, wargaming, and exercise analysis in support of the development, coordination, execution, and evaluation of client exercises

- Analyze exercise designs, integrating ISR platforms, Joint and Service-level simulations, and bilateral training systems

- Recommend appropriate execution and employment of equipment and forces during exercises

- Attend and support planning conferences, working groups, and site surveys to gather data, refine requirements, and shape exercise planning

- Review and assess exercise scenarios, orders, annexes, appendices, intelligence products, and operational materials

- Develop exercise products that challenge participants with complex, dynamic, or unexpected decisions

- Generate and deliver detailed After Action Reports (AARs), identifying observations, findings, and actionable recommendations

- Support development of exercise improvement plans targeting current and emerging threats

- Create training plan guidance, scenario content, playbooks, intelligence summaries, and related exercise documentation

- Assist in planning and conducting experimentation, wargames, briefings, participant training, and post exercise analysis activities

- Provide recommendations to enhance the effectiveness, realism, and operational value of exercises

What We Are Looking For

- 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; or High School Diploma or equivalent and 13 years relevant experience

- Experience in exercise planning, wargaming, experimentation, or military training development

- Strong understanding of ISR platforms, Joint and Service-level simulation systems, and exercise integration techniques

- Ability to analyze operational documents including orders, annexes, appendices, and intelligence products

- Experience developing exercise scenarios, injects, playbooks, and training materials

- Skilled in evaluating exercise outcomes and producing detailed AARs with actionable recommendations

- Knowledge of current and emerging threats, operational challenges, and real world mission environments

- Ability to participate in and contribute to planning conferences, working groups, and site surveys

- Strong analytical and critical thinking abilities, particularly in designing decision forcing scenarios

- Excellent written and verbal communication skills for briefing, documentation, and stakeholder engagement

- Ability to work collaboratively with cross functional teams, including operators, planners, and training personnel

- Experience supporting multi-domain or joint operations (preferred)

- Familiarity with wargaming methodologies and experiment design frameworks (preferred)

- Clearance: Must possess and maintain a TS/SCI clearance

Physical Requirements

May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
