Position Title: Engineering Technician and Estimator

Area of Requirement: Pittsburgh Air Reserve Station, Coraopolis, PA 15108

Scope of Position

Provide engineering support, estimating and analysis for facility maintenance and repair requirements. Develop work scopes, resource plans and estimates supporting workload-based maintenance execution. Work with facility management, production control and technical trades to define repair methods, required materials and realistic durations. Use RSMeans, Whitestone, relevant historical information and SME input to support defensible estimates and responsive emergency-repair planning.

Tasks and Capabilities Required

· Evaluate field conditions and define work requirements with facility management and trades.

· Prepare quantity, labor, material and equipment estimates supporting work planning.

· Review technical information and develop supporting engineering and cost analyses.

· Maintain estimate documentation and coordinate revisions with the maintenance team.

· Perform site reviews and quantity takeoffs and identify access, outage, equipment and specialty-trade needs.

· Prepare labor/material estimates and document assumptions, production rates and local/site conditions.

· Review estimates against similar work and technical input; identify uncertainty, schedule dependencies and cost drivers.

· Provide emergency repair estimates and coordinate material requirements with supply and management.

· Use CMMS information for planning without issuing work orders or performing QC/ESH inspections.

· Maintain required core-hour and after-hours availability; remain assigned to this position without additional duties outside its scope.

Mandatory Experience and Certifications

· Certification and experience performing engineering and estimation services and analysis, as required by F-TE-9.

· No specific certification title, issuer, degree or minimum years of experience is stated.

Additional required capabilities and onboarding

· Demonstrated ability to prepare and explain labor/material estimates, quantity takeoffs and supporting technical analyses.

· Ability to use cost-reference data, historical productivity and CMMS work information to plan maintenance and repair work.

· Maintain required on-site core-hour coverage and after-hours availability for the assigned position.

· Read, write and speak English fluently when interfacing with Government representatives; provide current qualification records for verification.

· Complete required background/access processing, HSPD-12 credentialing and applicable onboarding/safety training before the assigned duties; complete the proposal’s Lautenberg certification process.
