Job Title: Interdisciplinary Engineer II (Construction Specifications & Standards) Job Description
This contract Interdisciplinary Engineer role provides specialized support to a Transmission Engineering Policy & Governance organization, focused on the development, expansion, and maintenance of standard construction specifications libraries for transmission-related facilities. The engineer prepares, reviews, and edits technical standards, specifications, reports, and process documentation, while also supporting training, operations, and data systems used to manage construction specifications and technical standards. The position plays a key role in aligning construction practices with industry standards, improving project efficiency, and strengthening the governance of transmission construction specifications and related policies.
Responsibilities
- Develop, review, and publish standard construction specification sections for substation construction, transmission line construction, radio and non-electrical facilities, electrical facilities, and access roads using CSI MasterFormat, SectionFormat, and PageFormat standards.
- Meet with Subject Matter Experts, research industry standards and regulations, and draft new or update existing specification sections to reflect modern construction practices.
- Compare draft specifications against existing policy documents and technical standards to identify and prevent conflicts, and facilitate informal SME reviews and formal stakeholder review processes.
- Consolidate, reconcile, and document feedback from reviewers, maintain background files, and publish finalized specification sections using established systems and processes.
- Maintain standard specification libraries in SharePoint, ProjectWise, and applicable database storage platforms, ensuring content integrity and accessibility.
- Monitor and facilitate the five-year review cycle for assigned specification sections, and report or provide visibility to resource constraints and gaps to management.
- Serve on inter-organizational committees and teams tasked with drafting and reviewing standards, including initiatives related to contractor safety and corrective actions.
- Assist project teams, Project Managers, Project Engineers, Construction Managers, Contracting Officers, and Contracting Officer Representatives in assembling and drafting project specifications, drawings, and complete solicitation construction packages.
- Draft project template specifications and review historical project specifications and lessons-learned data to implement corrections and improvements in standard construction specification sections.
- Draft updates and provide recommendations for design standards governing the format, structure, and usage of construction specifications, and support maintenance of construction specifications practice standards.
- Conduct outreach with internal departments, such as contracting and program offices, to gather continuous feedback and improve specification practices and standards.
- Review construction specification solutions within the wider industry and provide strategic recommendations for improvement to management.
- Assist in drafting, delivering, and presenting training materials on CSI standards, standard construction specification libraries, project specification preparation, document attributes, and related systems training.
- Promote the use of standard construction specification libraries and provide guidance on their importance and utilization to internal and external groups.
- Review and update project data in multiple tracking systems, including Work Intake Tracking SharePoint sites, and track the development of standards, construction specifications, and governance documentation.
- Develop and maintain Nintex or equivalent forms, database tools, libraries, portals, and views to support technical organizations, and recommend business rules for data storage procedures.
- Assist in developing metadata and attribute processes and frameworks to enhance data organization and retrieval for standards and specifications.
- Support technical organizations with SharePoint team site creation, content updates, site reviews, and permissions audits to ensure effective collaboration and information governance.
- Develop use cases and utilize AI tools to identify inconsistencies or redundancies across multiple standards and specifications, standardize glossaries, definitions, and acronyms, and identify opportunities to archive outdated materials.
- Mark and maintain official records, files, emails, and filing systems in accordance with compliance requirements, including information security and information governance standards.
- Review official records to support readiness for internal and external audits, ensuring documentation and records meet regulatory and organizational requirements.
- Download appropriate documentation to ProjectWise for use by internal personnel and contractors, and verify that files in ProjectWise remain synchronized with primary files in SharePoint.
- Support the identification, collection, and risk analysis of recorded information to meet regulatory obligations, and perform compliance verification and audit preparation for FISMA, DOE, WECC, NERC, FERC, and internal audits.
- Assist management and change managers with the people side of change by helping to develop change management plans that minimize resistance and maximize employee engagement across processes, systems, technologies, and job roles.
- Gather information from multiple sources, build consensus among internal stakeholders, and resolve conflicting priorities to deliver clear recommendations and support analyses for product deliverables and management decisions.
- Conduct reviews of organizational records and products to develop actionable recommendations that improve programs, standards, and specification practices.
- Work independently in a deadline-driven environment, managing multiple projects simultaneously while maintaining attention to detail and high-quality deliverables.
Essential Skills
- Bachelor’s degree in Mechanical Engineering, Structural Engineering, Electronics Engineering, Electrical Engineering, Civil Engineering, or Architecture from an ABET-accredited institution.
- At least 5 years of engineering or architecture experience, including knowledge of engineering concepts, principles, and practices applicable to components and facilities on a regional transmission system.
- Progressively technical experience in engineering operations, with the ability to apply a diversified knowledge of principles and practices in assigned technical areas.
- Minimum of 5 years of practical engineering experience in the construction field.
- At least 3 years of experience using standards and practices provided by the Construction Specifications Institute (CSI), including developing standard construction specification libraries (guide specifications), developing standard report and inspection forms for construction quality assurance, and preparing project specifications.
- At least 3 years of experience using a database-type software platform for writing, managing, and collaborating on construction specifications.
- Working knowledge of automated data systems and database tools used to manage technical documentation.
- Ability to prepare, review, and edit technical standards, specifications, reports, and process documentation with strong attention to detail.
- Strong verbal and written communication skills for collaborating with multiple Subject Matter Experts and stakeholders.
- Ability to work independently, manage multiple concurrent projects, and meet deadlines in a structured yet evolving environment.
- Capability to navigate vague, conflicting, or changing priorities while maintaining focus and accuracy.
- Experience supporting or participating in compliance activities and audit preparation related to technical documentation and records management.
Additional Skills & Qualifications
- Construction Specifications Institute certifications such as Construction Documents Technologist (CDT®), Certified Construction Specifier (CCS®), or Certified Construction Contract Administrator (CCCA®) are highly desirable.
- Experience with ProjectWise and SharePoint for managing engineering documents, specifications, and records.
- Experience with commercial specification frameworks or master guide specifications such as Deltek Masterspec or SpecText, or similar platforms.
- Familiarity with systems engineering and electrical engineering concepts related to transmission systems.
- Exposure to transmission engineering tools and technologies such as PLS-CADD, LiDAR, and VBA is beneficial.
- Experience developing and maintaining Nintex or equivalent forms, database tools, libraries, portals, and views.
- Experience utilizing AI tools to analyze standards and specifications, identify inconsistencies, and support standardization of terminology and documentation.
- background in change management, including supporting communication, training, and stakeholder engagement for new processes, systems, or standards.
- Demonstrated ability to build consensus among diverse stakeholders and resolve conflicting priorities.
- Strong organizational skills and a self-directed, motivated work style suited to a standards-focused environment.
Work Environment
The role operates within a central technical standards and specifications authority for transmission services, covering planning, design, materials and equipment, construction, and maintenance, as well as associated programs. The environment is a slower-paced office setting where work is often deadline-driven but frequently dependent on approvals, signatures, and input from others, requiring patience and persistence. Hours are somewhat flexible depending on the department, with options such as a 7:00 a.m. start time. The culture is dynamic and collaborative, made up of highly motivated and independently focused Subject Matter Experts who manage the introduction, development, review, and approval processes for technical and design standards, business policies and procedures, standards exception requests, decision requests, and quality feedback loops for improvement. The work style is very independent, with limited direct supervision and an expectation that the engineer will manage multiple projects simultaneously while delivering outreach and training that fosters a strong standards-committed culture. Business casual attire is typical. Daily work relies heavily on technologies and platforms such as SharePoint, ProjectWise, database-type specification tools, Nintex or equivalent forms, and automated data systems, with occasional use of AI tools to analyze and improve standards and specifications.

Pay and Benefits
The pay range for this position is $37.00 - $42.00/hr. Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
