GM, Operations Coordination

Summary

The General Manager, Upstream Operations, HSE & Regulatory Assurance will serve as a senior operational leader responsible for providing integrated oversight across oil and gas operations, drilling, completions, production, health, safety and environment (HSE), and regulatory compliance. The role requires more than 20 years of oil and gas experience, broad global knowledge of upstream operations, and the ability to work across technical and business disciplines to plan, assess, and support safe and effective execution.
This individual will maintain an end-to-end understanding of upstream activity, from planning and operational readiness through daily field execution, production performance, and continuous improvement. The role will ensure that HSE, operational risk, and regulatory requirements are embedded in business and operational decisions rather than managed as separate activities. The General Manager will also act as the de facto leader of secondees assigned to the operating company and will lead the mapping, documentation, and improvement of the operator's operational workflows, governance interfaces, decision points, and assurance processes.

Position Description

Upstream Operations Leadership
• Provide senior leadership and oversight across upstream oil and gas activities, including drilling, completions, production, well intervention, facilities, construction, and associated field operations.
• Apply global oil and gas operating knowledge to evaluate plans, operating practices, execution readiness, performance, and risk across diverse assets, business environments, and operating models.
• Maintain visibility of daily operational execution, material risks, performance trends, operational constraints, and decisions requiring Company attention or escalation.
• Provide practical leadership that connects strategic objectives and approved work programs to field-level execution, operating discipline, and measurable outcomes.
Drilling, Completions & Production
• Participate in the planning and review of drilling and completions programs, including operational readiness, contractor interfaces, SIMOPS, well control preparedness, field execution, and post-activity learning.
• Review drilling and completion activity with the relevant technical disciplines and ensure that operational, HSE, regulatory, logistics, and execution considerations are addressed before work begins.
• Provide oversight of production operations, including operating plans, production surveillance, well and facility performance, maintenance interfaces, production optimization, and operational reliability.
• Promote disciplined execution through clear accountabilities, fit-for-purpose procedures, field verification, management of change, and timely resolution of operational issues.
HSE & Operational Risk Integration
• Ensure HSE and operational risk considerations are integrated into asset planning, drilling and completion design, daily execution, contractor management, production operations, and management decision-making.
• Assess the effectiveness of the operating company's HSE management system, process safety practices, incident management, emergency preparedness, contractor assurance, and corrective-action processes.
• Lead or support operational risk reviews, incident investigations, root-cause analysis, lessons learned, and verification of corrective-action effectiveness.
• Promote a culture of operational discipline, process safety, regulatory compliance, environmental stewardship, accountability, and continuous improvement.

Regulatory & Environmental Compliance
• Provide leadership and assurance for regulatory filing, permitting, reporting, and compliance obligations applicable to upstream oil and gas operations.
• Oversee or support air permitting and emissions compliance, naturally occurring radioactive material (NORM) management, water disposal permitting, waste management, spill prevention and response, and related environmental programs.
• Coordinate effectively with operators, regulators, consultants, legal counsel, and technical subject-matter experts to address permitting requirements, compliance risks, and regulatory changes.
• Monitor regulatory commitments and ensure that required filings, permits, operating conditions, and corrective actions are incorporated into planning and daily execution.
Secondment Leadership & Operator Interface
• Act as the de facto leader and primary coordinator for secondees embedded within the operating company, while respecting formal employer and operator reporting relationships.
• Establish clear objectives, communication routines, information-sharing expectations, escalation protocols, and alignment mechanisms for secondees.
• Mentor and guide secondees, coordinate multidisciplinary input, and ensure that secondee activities support Company priorities, governance expectations, and investment objectives.
• Serve as a senior interface with the operating company and promote constructive, fact-based collaboration across operational, technical, HSE, regulatory, commercial, and leadership teams.
Operational Workflow Mapping & Assurance
• Lead the mapping and documentation of the operating company's end-to-end operational workflows, from annual planning and activity approval through detailed design, readiness, field execution, reporting, closeout, and performance review.
• Define and document roles, accountabilities, decision rights, governance interfaces, approval gates, information flows, handoffs, control points, and escalation pathways across the operating model.
• Identify workflow gaps, duplication, unclear ownership, control weaknesses, and improvement opportunities, and develop practical recommendations to strengthen execution and transparency.
• Develop fit-for-purpose assurance processes, dashboards, management reports, and review routines that provide senior leadership with decision-quality visibility of operations, risks, commitments, and performance.

Qualifications

Required Qualifications
• Minimum of 20 years of progressive experience in the oil and gas industry, with substantial experience in upstream operations.
• Demonstrated global knowledge of oil and gas operations, drilling, completions, production, field execution, HSE, regulatory compliance, and operational risk.
• Demonstrated experience working across multiple disciplines to plan and execute drilling, completions, production, and related field activities.
• Working knowledge of regulatory filing and permitting requirements, including air, NORM, water disposal, waste, emissions, and environmental compliance matters.
• Proven ability to understand operations from strategic and annual planning through daily execution, performance review, and improvement, with HSE integrated throughout.
• Demonstrated leadership of multidisciplinary teams and the ability to provide direction and achieve alignment without relying solely on formal authority.
• Experience documenting and improving operational workflows, governance processes, decision gates, roles, responsibilities, and organizational interfaces.
• Strong written, verbal, analytical, and executive-communication skills, including the ability to translate complex operational matters into clear business implications.

Preferred Qualifications
• Experience across oil and gas operations, joint ventures, non-operated assets, or secondee arrangements.
• Experience with unconventional development, major drilling campaigns, production operations, gas processing, midstream interfaces, or capital infrastructure projects.
• Professional certification in safety, environmental management, risk management, engineering, project management, or a related discipline.
• Experience supporting the formation, scaling, or transformation of an upstream operating organization or operating model.
• Experience engaging with federal, state, local, or international regulatory authorities and coordinating complex permitting or compliance programs.
