ASI is seeking a Mid-Level Contract Specialist/Administrator II to support the Federal Transit Administration's Office of Acquisition Management. The specialist will provide hands-on acquisition support across multiple stages of the procurement lifecycle, including acquisition planning, market research, solicitation development, evaluation, award, contract administration, modification, and closeout.
The strongest candidate will combine practical federal acquisition experience with strong analytical, writing, organizational, and customer-service skills. The individual should be comfortable managing assigned acquisition actions with limited guidance while knowing when to elevate complex contractual issues to senior acquisition personnel.
Position Details
Key Responsibilities
Pre-Award Acquisition Support
- Support acquisition planning and market research and analysis.
- Assist with preparation of RFQs, RFPs, solicitations, and related acquisition documents.
- Review SOWs, SOOs, PWSs, and other requirements documents.
- Prepare and review pre-procurement packages and maintain accurate status information.
- Assist with evaluation documentation and award preparation.
Cost, Pricing, and Contracting Support
- Assist with cost and price analysis.
- Support appropriate selection and administration of FFP, cost-reimbursement, Labor Hour, T&M, and other contract types.
- Support IDIQs, BPAs, contracts, task orders, delivery orders, call orders, and purchase orders.
Post-Award and Contract Administration
- Prepare and process contract modifications and administrative actions.
- Support contract performance monitoring and documentation.
- Assist with termination/default actions when required.
- Support contract and order closeout.
- Maintain complete and accurate acquisition documentation and files.
Acquisition Systems and Customer Support
- Use Government acquisition systems and e-Government tools to process and track acquisition actions.
- Maintain workload and status information and communicate progress to Government personnel.
- Research acquisition issues and provide recommendations based on applicable regulations and guidance.
- Support additional acquisition assignments for FTA programs as directed.
Required Qualifications
- Bachelor's degree or equivalent relevant experience as permitted by the solicitation, with at least five years of relevant acquisition/contracting experience.
- Alternatively, appropriate coursework consistent with the solicitation's education requirements plus the required relevant experience.
- Knowledge of the Federal Acquisition Regulation.
- Experience supporting federal acquisition and contract administration activities.
- Working knowledge of multiple contract types, including FFP, cost-reimbursement, Labor Hour, and T&M.
- Experience with IDIQs, BPAs, task/delivery/call orders, and purchase orders.
- Ability to independently analyze assigned work and provide useful feedback and recommendations.
- Strong writing, analytical, organizational, and communication skills.
- Proficiency with Microsoft Office and Google Workspace tools.
Preferred Qualifications
- FAC-C, DAWIA, or comparable federal acquisition training or certification.
- Experience supporting a federal contracting office.
- Experience with PRISM or another federal contract writing system.
- Department of Transportation or FTA experience.
- Experience with both pre-award and post-award contracting activities.
- Experience working directly with federal Contracting Officers and program offices.

- Produces accurate and timely acquisition documentation.
- Understands the purpose behind acquisition requirements rather than simply processing documents.
- Identifies incomplete or inconsistent acquisition information before it creates downstream problems.
- Communicates workload status, risks, and required actions clearly.
- Develops toward increasingly complex and independent acquisition responsibility.
