The project:    We are seeking an Intermediate Commercial Manager to support TSO Connection Projects within Ireland's regulated electricity transmission environment. The role will support commercial management, customer charging, pass-through cost assessment, TUoS cost classification, final account settlement and reporting across a portfolio of high-voltage transmission connection projects.

Working as part of an embedded commercial and project delivery team, the successful candidate will engage with TSO stakeholders, TAO Networks as Transmission Asset Owner, industry customers, developers, finance, regulation and governance teams.

You’ll need to have:

Commercial management and cost control

- Supporting commercial management across TSO Connection Projects, including renewable generation, demand, storage and network reinforcement schemes.
- Preparing and maintaining cost forecasts, CAPEX forecasts, monthly spend profiles and commercial reports.
- Monitoring expenditure against approved budgets, connection agreement allowances, financial trackers and governance approvals.
- Maintaining clear audit trails for cost assumptions, approvals, commitments, customer charges, variations and final account positions.
- Reviewing cost data, identify variances and support corrective actions to improve forecasting accuracy and commercial control.

Customer charging, pass-through costs and final accounts

- Calculate and reconcile customer charging positions in accordance with connection agreements, approved charging methodologies and regulatory requirements.
- Prepare final account positions, including reconciliation of estimated charges, actual outturn costs, prior payments, refunds and additional amounts due.
- Manage pass-through cost processes from offer stage through delivery, outturn reconciliation and final customer settlement.
- Review and categorise costs as customer-chargeable, pass-through, fixed, TUoS-funded, excluded or requiring further contractual or regulatory review.
- Liaise with TAO Networks to obtain, validate and challenge forecast and actual outturn costs where required.
- Prepare customer-facing cost narratives and support negotiation of final accounts with industry customers and developers.

Project controls and reporting

- Produce commercial, cost and portfolio performance reports for senior management, governance forums and project teams.
- Maintain accurate records of commitments, expenditure, forecasts, accruals, customer charges and financial risks.
- Support governance requirements, including gateway papers, close-out reporting, financial sign-offs and auditable decision records.
- Support audit, assurance, regulatory and finance reviews by ensuring commercial positions are evidence-based and traceable.
- Review and improve commercial processes, trackers and reporting tools, including updating, restructuring or migrating them into more efficient formats.

Regulated environment and contractual compliance

- Operate within a regulated electricity transmission environment, ensuring commercial decisions align with TSO's obligations as Transmission System Operator and applicable CRU-approved charging frameworks.
- Interpret connection agreements, charging reports, project agreements, offer documentation and other contractual documents when assessing cost liability and recovery routes.
- Support classification of costs between customer-recoverable charges, pass-through costs, TUoS-funded costs and costs requiring alternative treatment.
- Identify legacy or informal processes requiring clearer definition, documentation, restructuring or integration into standard governance arrangements.

Stakeholder management

- Engage with project managers, engineers, client engineers, planners, finance, regulation, customer connections, legal, procurement and governance teams.
- Build constructive relationships with TSO stakeholders, TAO Networks, industry customers, renewable developers, consultants, contractors and suppliers.
- Participate in customer meetings, commercial reviews, cost workshops, final account discussions and project close-out meetings.
- Communicate complex commercial and charging matters clearly, including the basis of calculations, assumptions, cost movements and customer impacts.

You’ll need to have:

- Degree or relevant qualification in Quantity Surveying, Construction Economics, Commercial Management, Engineering, Finance or a related discipline.
- 3-6 years' experience in commercial management, quantity surveying, cost management, project controls or contract administration.
- Experience preparing cost reports, forecasts, final accounts, payment assessments, reconciliations or commercial correspondence.
- Strong numerical, analytical and problem-solving skills with high attention to accuracy and audit trail requirements.
- Excellent written and verbal communication skills, with the ability to manage multiple priorities across a live project portfolio.
