Position Summary
The Sr. Director, USA Estimating provides strategic leadership for Worley's estimating function across the United States. This role is accountable for the overall performance, capability, governance, quality, workforce development, and continuous improvement of the estimating organization.
Leading through Estimating Team Leads and senior estimating professionals, the Sr. Director ensures consistency in estimating practices, supports major pursuits, develops future capability, and drives innovation in estimating tools, systems, data, and benchmark management. The role partners closely with Operations, Commercial, Project Delivery, Project Controls, Construction, Procurement, Engineering, and Sales leadership to deliver high-quality estimates that support business growth and project execution success.
Key Responsibilities
Functional Leadership
- Develop and execute the USA Estimating strategy aligned with business objectives and growth priorities.
- Lead and develop a high-performing estimating organization through Team Leads and senior estimating professionals.
- Establish accountability, collaboration, and performance expectations across the estimating function.
- Represent estimating with senior operations, project delivery, commercial, and business development leadership.
Governance, Quality & Assurance
- Own estimating governance, standards, methodologies, and assurance processes across the USA.
- Ensure consistency, quality, and compliance with Worley and industry estimating practices.
- Lead review and assurance activities for high-value, high-risk, and strategically important estimates.
- Drive continuous improvement through lessons learned, benchmarking, and quality performance monitoring.
Workforce & Capability Development
- Develop long-term workforce, succession, recruitment, and capability strategies.
- Build leadership capability and support career progression across estimating disciplines.
- Identify capability gaps and implement plans to meet future business needs.
- Foster a culture of technical excellence, collaboration, and professional development.
Technology, Data & Innovation
- Define and execute the estimating technology, data, automation, and innovation roadmap.
- Promote adoption of digital tools, benchmarking systems, analytics, and AI-enabled solutions.
- Improve efficiency, consistency, transparency, and decision-making through technology and data.
Major Pursuits & Business Support
- Provide oversight and assurance for strategic pursuits and complex project opportunities.
- Ensure major pursuits have appropriate estimating leadership, resources, methodologies, and review support.
- Partner with commercial, engineering, procurement, construction, project controls, and operations teams to improve competitiveness and execution certainty.
- Provide independent challenge and escalation where significant estimating risks exist.
Performance & Continuous Improvement
- Establish and monitor key performance indicators for estimating quality, efficiency, and organizational capability.
- Lead continuous improvement initiatives and corrective action programs.
- Benchmark estimating practices against industry standards and drive best-practice adoption.
Stakeholder Engagement
- Serve as the senior estimating representative for the USA business.
- Build trusted relationships with customers, project teams, business leaders, and global estimating stakeholders.
- Promote confidence in Worley's estimating capability through transparent and credible estimating practices.
Qualifications, Accreditation and Training
- University degree, or equivalent, in engineering, construction management, quantity surveying, business, project management, or a related discipline. Equivalent relevant estimating, construction, project delivery, or industry experience may be considered.
- AACE Certified Estimating Professional, Certified Cost Professional, or comparable professional certification is preferred.
- Formal leadership, management, or business training is desirable.
- Working knowledge of applicable estimating classifications, recommended practices, and industry estimating principles.
- Demonstrated commitment to continuing professional development.
Technical and Functional Knowledge
- Comprehensive knowledge of CAPEX, OPEX, PSE, CCE, TIC, construction, and lifecycle estimating.
- Strong understanding of estimate classifications and the relationship among scope maturity, methodology, risk, and expected outcomes.
- Strong knowledge of basis-of-estimate development and documentation.
- Understanding of quantity development, pricing, productivity, indirects, escalation, contingency, risk analysis, and benchmarking.
- Ability to evaluate the quality and completeness of multidisciplinary estimates.
- Understanding of how estimating requirements change across consulting, EP, EPCM, EPC, and construction delivery models.
- Knowledge of relevant estimating tools, databases, analytics, and risk-analysis platforms.
- Understanding of parametric, factored, benchmark-led, semi-detailed, and detailed estimating methods.
- Ability to determine whether the selected methodology is appropriate for scope maturity and available delivery time.
- Ability to translate technical estimating issues into clear business risks and decisions.
- Understanding of interfaces among estimating, planning, cost control, commercial, engineering, procurement, construction, and risk.
- Understanding of how estimate assumptions and strategy affect project execution and margin performance.
