Talent Management & Development Manager

We are looking for a Talent Management & Development Manager who will lead the talent, learning, leadership, and capability agenda for our Batangas Factory while helping shape a strong pipeline of future leaders and critical capabilities across the site.

This is a highly visible individual contributor role that partners closely with business leaders, P&C Business Partners, and regional stakeholders to translate business priorities into impactful talent and learning strategies. While the role includes Talent Management and Succession Planning responsibilities, it remains heavily focused on Learning & Development, leadership capability building, and factory education initiatives.

The role also plays a critical part in supporting the factory's Integrated Work System (IWS) journey by leading the Education & Training Pillar and ensuring employees are equipped with the skills and qualifications required to drive operational excellence.

As a Talent Management & Development Manager, you will:

Talent, Performance & Succession Management

- Lead and govern talent reviews, succession planning, Growth Compass, and key role planning processes for the Batangas Factory.

- Drive best practices in performance management, career development, coaching, and employee growth conversations.

- Leverage talent insights and workforce data to identify organizational risks, succession gaps, and development opportunities.

- Partner with leaders and HR stakeholders to build sustainable leadership pipelines and strengthen internal mobility.

Leadership, Learning & Capability Development

- Develop and execute the factory's leadership, learning, and capability roadmap aligned with business priorities and global standards.

- Design and implement learning interventions that strengthen leadership effectiveness, organizational capability, and a culture of continuous learning.

- Lead the Education & Training Pillar of IWS and partner with factory leaders to ensure critical roles achieve required capability levels.

- Analyze learning effectiveness and recommend improvements based on business impact and development outcomes.

Learning Design, Delivery & Impact

- Oversee the end-to-end design, development, and delivery of leadership, managerial, and functional learning solutions.

- Manage learning calendars, facilitators, vendors, budgets, and learning resources.

- Evaluate learning transfer, capability growth, behavioral change, and business impact to continuously enhance program effectiveness. Deliver engaging learning experiences through a blend of modern learning methodologies and instructional design approaches

Business Partnership & Leader Enablement

- Act as a trusted advisor to factory leaders and P&C Business Partners on talent, leadership, succession, and capability priorities.

- Coach managers in conducting meaningful performance, development, and career conversations.

- Collaborate with local, regional, and global stakeholders to ensure alignment with JTI frameworks and best practices.

Support the development of a strong people-management culture across the factory.

Budget, Vendor & Governance Management

- Manage Talent Management and Learning & Development budgets for the Batangas Factory.

- Partner with external learning providers and vendors to ensure quality delivery and compliance.

- Ensure all activities and expenditures are aligned with company governance and financial processes.

Requirements:

- Bachelor's Degree in Human Resources, Psychology, Organizational Development, Business Administration, or a related field.

- Minimum of 4 years of progressive HR experience with significant exposure to Talent Management, Performance Management, Succession Planning, and Learning & Development.

- Experience in a manufacturing , factory , industrial , or similarly structured operational environment is highly preferred .

- Background in leadership development , capability building , talent reviews , or factory education programs is highly desirable.

- Strong experience designing and implementing talent and learning programs in a complex organization.

- Strong stakeholder management, facilitation, presentation, and communication skills.

- Experience partnering with senior leaders and influencing business decisions through people insights.

- Strong project management, organizational, and execution skills.

- Experience managing learning vendors, budgets, and development initiatives.

- Proficiency in Microsoft Office; exposure to people analytics and visualization tools is an advantage.

- Professional certifications in Talent Management, Learning & Development, Coaching, Instructional Design, or Change Management are a plus .

- Willing to work primarily from the Batangas Factory.
