Job Description:

Parsons is seeking an experienced Risk Manager to support a federal civil works and infrastructure program involving planning, site assessment, design, construction, and project closeout. The Risk Manager will lead program-level risk management across multiple task orders and geographically dispersed projects, helping Government leadership identify, assess, quantify, mitigate, and monitor risks affecting cost, schedule, quality, safety, environmental compliance, performance, and mission objectives.

What You’ll Be Doing

- Develop, implement, maintain, and continually improve the Program Risk Management Plan.

- Establish risk management procedures, standards, templates, reporting processes, and operating protocols for consistent execution across the program.

- Identify, assess, quantify, prioritize, and document project and program risks in a formal Risk Register.

- Evaluate risks based on probability, impact, exposure, timing, and potential effects on cost, schedule, quality, safety, scope, environmental compliance, stakeholders, and mission requirements.

- Continuously review schedule, cost, quality, and performance trends to identify emerging risks and determine root causes of delays, productivity losses, and performance issues.

- Develop actionable mitigation, contingency, and recovery plans for high-priority risks.

- Assign risk owners, establish mitigation actions and target dates, and monitor progress through closure.

- Track risk trends, residual exposure, overdue mitigation actions, and changes in risk status.

- Integrate risk management with program scheduling, cost management, construction management, quality assurance, safety, environmental compliance, contract administration, change management, and stakeholder coordination.

- Coordinate with schedulers to evaluate schedule risks, critical and near-critical path impacts, delays, Time Impact Analyses, and recovery strategies.

- Coordinate with cost estimators to assess potential financial impacts, cost uncertainty, contract modifications, and program-level budget risks.

- Identify issues that may result in contract claims, time extensions, cost growth, differing site conditions, or other project impacts.

- Facilitate risk identification, assessment, mitigation, and review workshops with Government personnel, contractors, designers, installation representatives, and other stakeholders.

- Prepare risk dashboards, trend analyses, briefings, reports, and recommendations for Program Managers, Project Managers, and Government leadership.

- Provide risk input to program reviews, project governance meetings, change-control boards, milestone reviews, and lessons-learned activities.

- Support risk assessments during site selection, site feasibility studies, design development, procurement, construction, commissioning, and closeout.

- Evaluate risks associated with utilities, constructability, access, logistics, environmental conditions, permitting, security requirements, long-lead equipment, and operational deconfliction.

- Report significant risks and recommended resolutions to program leadership and the Government.

- Maintain accurate and accessible risk-management records and supporting documentation.

- Provide technical guidance, coaching, and training to project teams and junior risk personnel.

- Lead, assign, and review the work of subordinate risk staff, as assigned.

- Support multiple concurrent projects and task orders with changing priorities and geographically dispersed teams.

What Required Skills You’ll Bring

- Active Secret security clearance
- Bachelor’s degree in Engineering, Construction Management, Project Management, Business, Quantity Surveying, or a related field.

- 15+ years of related professional experience , including at least 10 years supporting risk management for major construction, infrastructure, engineering, or federal programs .

- Experience establishing and operating risk-management systems for large, complex, multidisciplinary programs.

- Demonstrated experience developing and maintaining qualitative and quantitative risk registers.

- Experience assessing time, cost, quality, safety, environmental, contractual, stakeholder, and delivery impacts.

- Experience facilitating risk workshops, assigning risk ownership, tracking mitigation actions, and reporting changes in risk exposure.

- Experience integrating risk management with scheduling, cost management, contract administration, change control, claims, quality assurance, safety, environmental compliance, and stakeholder management.

- Knowledge of recognized risk-management principles, processes, tools, and reporting practices.

- Experience using enterprise risk-management, project-management, scheduling, reporting, and document-control systems.

- Strong analytical, technical writing, presentation, facilitation, organizational, and problem-solving skills.

- Strong leadership and stakeholder-management skills, with the ability to influence senior leadership and coordinate with Government personnel, contractors, consultants, and project teams.

- Ability to work effectively in a matrixed organization and manage competing priorities under time constraints.

- Ability to provide clear recommendations and translate complex risk information into actionable decisions.

- Ability to obtain and maintain required Government site-access credentials and security eligibility.

- Must be a U.S. citizen and able to pass required federal background checks.

What Desired Skills You’ll Bring

- Master’s degree in Engineering, Construction Management, Risk Management, Project Management, or a related discipline.

- Professional Engineer registration, Certified Construction Manager certification, PMP certification, or recognized risk-management credential.

- Experience supporting Department of Defense, USACE, NAVFAC, or other federal construction programs.

- Experience with civil works, utilities, transportation, infrastructure, design-build, facility, or major construction programs.

- Experience with Primavera P6, Microsoft Project, schedule risk analysis, Monte Carlo analysis, and integrated cost and schedule risk assessments.

- Experience with risk-management software such as Active Risk Manager or comparable platforms.

- Experience supporting Government Integrated Master Schedules, program-level performance reporting, and formal risk dashboards.

- Experience analyzing contractor schedules, change proposals, differing site conditions, delays, claims, and Time Impact Analyses.

- Experience identifying risks during site assessment and development, including geotechnical, environmental, utility, access, logistics, permitting, cost, and schedule risks.

- Experience developing risk-based contingency recommendations, recovery strategies, and mitigation plans.

- Experience leading risk teams, recruiting and mentoring personnel, assigning work, conducting performance reviews, and supporting professional development.

- Experience supporting large residential, mixed-use, commercial, transportation, utility, or infrastructure development programs.

Additional Position Expectations

- The position may require travel to project sites, Government facilities, stakeholder meetings, and construction locations throughout the United States.

- Employees must comply with applicable security, cybersecurity, confidentiality, safety, quality, environmental, and information-safeguarding requirements.

- Some assignments may require access to secure Government facilities, Government information systems, Controlled Unclassified Information, or classified information up to the SECRET level.

- Contractor personnel will provide risk analysis, recommendations, coordination, and program support but will not perform inherently governmental functions, direct Government employees, obligate Government funds, or make commitments on behalf of the Government.

Security Clearance Requirement:
An active Secret security clearance is required for this position.​

Salary Range: $125,100.00 - $225,200.00
