Job Description:

Parsons is seeking a passionate, skilled, and experienced Senior Scheduler to support a major program and construction management team serving a Department of War customer in the National Capital Region.

Parsons will provide Owner’s Agent services including program management, construction management, scheduling, risk management, cost estimating, progress reporting, quality assurance, safety, and related support. The Senior Scheduler will develop and maintain program and project schedules, evaluate contractor performance, identify schedule risks, perform schedule analyses, and provide actionable recommendations to Government and project leadership.

What You’ll Be Doing

- Develop, maintain, and manage the Government’s independent Integrated Master Schedule as the official baseline for program performance measurement.

- Integrate schedules and milestones from multiple projects, sites, design teams, contractors, and stakeholders.

- Review contractor baseline schedules and updates for compliance with contract requirements, including proper format, detail, logic, sequencing, and milestone structure.

- Analyze contractor schedules against the Government’s IMS to identify variances, interface issues, schedule conflicts, and potential delays.

- Monitor critical and near-critical path activities, float trends, key design and approval dates, long-lead equipment deliveries, construction phases, and final completion milestones.

- Conduct frequent progress reviews and site visits to verify that actual field progress is consistent with reported schedule progress.

- Perform rapid Time Impact Analyses for proposed changes, differing site conditions, unforeseen events, and potential schedule delays.

- Develop fragnet schedules, what-if scenarios, recovery schedules, and other schedule models to evaluate potential impacts to project completion.

- Analyze schedule-related claims, modifications, change orders, contractor delays, and requests for time extensions.

- Prepare detailed Schedule Analysis Reports for baseline schedules, monthly updates, and ad hoc schedule submissions.

- Provide written recommendations regarding schedule acceptability, delays, time extensions, recovery actions, and required revisions.

- Track schedule performance and provide progress reports, dashboards, briefings, and analysis to Construction Managers, Project Managers, Program Managers, and Government leadership.

- Coordinate with design engineers, construction managers, contractors, cost estimators, risk managers, and other technical disciplines to optimize sequencing and mitigate delays.

- Identify schedule risks and support the development and maintenance of project and program risk registers.

- Assist construction management personnel and local construction firms in improving schedule quality and compliance, when directed.

- Support program meetings, schedule review meetings, partnering sessions, and technical workshops.

- Manage and mentor subordinate schedulers, as assigned.

- Support multiple concurrent projects and task orders with changing requirements and geographically dispersed project teams.

What Required Skills You’ll Bring

- Active Secret security clearance
- Bachelor’s degree in Engineering, Architecture, Construction Management, Business Management, or a related field.

- 10+ years of scheduling experience , with at least 5 years supporting projects of similar size and complexity ; more than 15 years is highly preferred.

- Advanced proficiency with Primavera P6 and Microsoft Project.

- Experience developing, reviewing, updating, and analyzing engineering and construction schedules.

- Experience with critical path method scheduling, schedule logic, baseline development, progress updates, float analysis, recovery schedules, and schedule variance analysis.

- Experience performing Time Impact Analyses, fragnet development, delay analysis, and schedule impact evaluations.

- Experience reviewing contractor schedules for compliance with contract requirements and technical adequacy.

- Experience developing integrated master schedules at the project or program level.

- Experience with construction project management information systems such as USACE RMS, NAVFAC eCMS, Kahua, Procore, or comparable platforms.

- Strong understanding of design and construction sequencing, procurement, submittals, long-lead materials, field progress, commissioning, and closeout activities.

- Certified Construction Manager certification required.

- Ability to communicate clearly and professionally in written and spoken English.

- Strong analytical, organizational, presentation, and report-writing skills.

- Ability to obtain and maintain required Government site-access credentials and security requirements.

What Desired Skills You’ll Bring

- More than 15 years of scheduling experience on major construction, MILCON, infrastructure, or federal programs.

- Previous experience supporting Department of Defense, Department of War, USACE, NAVFAC, or other federal construction programs.

- Experience with simplified, milestone-based schedules for fast-track construction projects.

- Experience preparing formal schedule analysis reports for baseline schedules, monthly updates, and ad hoc schedule submissions.

- Experience analyzing contractor schedule updates, schedule narratives, planned-versus-actual progress, and recovery plans.

- Experience managing or mentoring subordinate schedulers.

- PMP, LEED, or other project management and scheduling certifications.

- Experience with cost and schedule integration, earned value, risk analysis, and program-level performance reporting.

- Experience with construction claims, entitlement analysis, extensions of time, and delay resolution.

- Familiarity with design-build delivery and coordination of design release, approval, procurement, and construction milestones.

- Experience working with Government project management systems and construction administration platforms.

Additional Position Expectations

- The Senior Scheduler must be able to work independently, manage competing priorities, meet accelerated deliverable deadlines, and provide immediate notification of significant schedule risks.

- Contractor personnel will provide scheduling analysis, recommendations, and support but will not direct Government employees, perform inherently governmental functions, or make commitments on behalf of the Government.

- The position may require access to secure Government facilities and compliance with applicable cybersecurity, information-safeguarding, and site-security requirements.

Security Clearance Requirement:
An active Secret security clearance is required for this position.​

Salary Range: $103,500.00 - $181,100.00
