The Work You Will Do:
Manager, Application Services / Office of Information Technology / Application Services
The Manager of Application Services provides strategic leadership and supervisory oversight for all Application Services staff, ensuring effective performance management, accountability, and adherence to IT policies and standards. The role oversees budgeting and IT expenditures, directs cross‑section projects and initiatives, and ensures alignment with approved timelines, scopes, and service‑delivery expectations. Working closely with the Chief Information Officer and other IT leaders, the manager contributes to enterprise‑level IT planning, guides departmental technology direction, and collaborates on Legislative Budget Requests. The position also partners with business and executive leadership to ensure IT services have the right processes, resources, and technologies in place to meet organizational goals while supporting statewide compliance with IT standards and procedures.

Your Specific Responsibilities:
Provides supervisory oversight and administrative direction for Application Services staff, including communicating with, motivating, training, and evaluating employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems. Drives an organizational culture of accountability and continuous improvement while ensuring staff compliance with all applicable Information Technology (IT) policies and procedures. Prepares budget and monitors IT expenditures, including preparation of budget issues, overseeing purchasing activities, and monitoring funds and payments as necessary.
Leads and directs IT activities, projects, and initiatives across the Application Services sections to ensure consistency in planning and implementation strategies. Maintains strict adherence to approved project budgets, established timelines and deadlines, and defined project scope. Establishes and maintains high performance standards and expectations for service delivery across all sections.
Work with the Chief Information Officer and other information technology managers to develop and advance a strategic approach to designing, delivering, managing and improving the way information technology is used within the Department. Contributes to enterprise-level IT planning and provides bureau-level insight to inform departmental technology direction and investment decisions. Participates in the preparation, tracking, and coordination of Legislative Budget Requests, collaborating with the CIO and other IT managers to develop, justify, and align budget requests with departmental IT priorities.
Communicate and collaborate with business managers and executive management to ensure that the levels of service for information technology activities have the right processes, people and technology in place to meet business goals.
Participate in the development of and compliance with standards, policies, and procedures for information technology for the Department and the State Enterprise.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
Knowledge of IT procedures, concepts, techniques, and application architecture principles. Knowledge of IT governance frameworks. Knowledge of project management principles, best practices, and the value of delivering projects on time and within budget. Knowledge of cloud computing concepts, platforms, and emerging technology trends. Knowledge of State of Florida and Federal rules, laws, and statutes. Knowledge of the Legislative Budget Process. Skill in strategic planning and enterprise-level IT decision-making.
Skills in:
Skill in problem solving and issue resolution. Skill in verbal and written communication, interpersonal relations, conflict resolution, stakeholder management, and customer service. Skill in the coordination and management of budgets.
