PIV/MFA Program Lead

Leidos has an exciting career opportunity for a PIV/MFA Manager. The ASC PIV/MFA manager is responsible for managing the United States Antarctic Program (USAP) PIV and Multi-factor Authentication (MFA) Smartcard infrastructures to meet federal requirements.  This includes administration of the PIV program, reporting, procedure documentation, issuance, tracking and recovery of smartcard assets.  This position is responsible for PIV and MFA Smartcard compliance for the USAP.

Candidates local to Centennial, Colorado will be given first consideration, as a hybrid work schedule is preferred.

This position reports to the IT&C Service Delivery Supervisor and is responsible for managing the overall Personal Identity Verification (PIV) and Multi-Factor Authentication (MFA) Smartcard Program for the United States Antarctic Program (USAP).

The position oversees program processes and procedures, documentation, customer coordination, and the identification and tracking of PIV and MFA smartcard issuance across the USAP enterprise. The role coordinates with personnel at Antarctic stations to support the issuance and retrieval of MFA smartcards and works closely with the NSF Personnel Security Office and USAccess to facilitate PIV smartcard issuance.

Additional responsibilities include developing and maintaining program databases and reporting tools to provide accurate, real-time visibility into participant status. The position produces recurring status reports and program metrics to monitor PIV and MFA smartcard compliance and identify required actions.

This role requires the ability to independently identify program requirements, coordinate with the NSF customer and other stakeholders, and take appropriate action with limited guidance.

Primary Duties and Responsibiliti es:

- Track USAP participants requiring PIV or MFA smartcards and ensure timely completion of the credentialing process.
- Develop and maintain reporting processes, standard operating procedures, and automated compliance and performance reports.
- Support annual access audits and required customer compliance reporting.
- Coordinate with NSF and Cybersecurity teams to develop and maintain the USAP PIV/MFA maturation plan in support of FISMA compliance.
- Coordinate with HR and ASC partners to monitor PIV applicant status.
- Train ASC staff on USAP PIV/MFA processes, procedures, and requirements.
- Provide regular PIV/MFA program status, metrics, and issue reporting.
- Maintain seasonal PIV/MFA implementation plans for Antarctic stations.
- Provide technical PIV/MFA support to ASC customers.
- Issue and retrieve PIV/MFA smartcards, as needed.
- Coordinate with USAP partner agencies (e.g., SFA, NIWC) on CAC integration and tracking.
- Provide PIV/MFA subject matter expertise in support of audits.
- Perform other duties as assigned.

Required:

- Bachelor’s degree with 4+ years of relevant administrative or program management experience; an additional 4 years of relevant experience may be considered in lieu of a degree.
- Self-starter with ability to identify priorities and execute tasks with minimal guidance.
- Strong organizational, time management, and prioritization skills.
- Experience working in cross-functional, matrixed environments.
- Strong customer service mindset.
- Strong written and verbal communication skills, including coordination across multiple sites and stakeholder groups.
- Experience developing presentation-quality reports and metrics.
- Experience developing and maintaining knowledge management documentation.

Preferred:

- Experience with the issuance of PIV or Smartcard technologies
- Power BI report generation
- Process development and integration with Enterprise applications such as SharePoint and SQL Database Applications
- Experience with Excel Pivot tables and Query reporting.
- Knowledge of FISMA, the NIST Cybersecurity framework and federal cybersecurity requirements
- Knowledge of federal cybersecurity related to multi-factor authentication
- SharePoint List management experience

*** Deployment to Antarctica may be necessary at the discretion of management (approximately 3 to 8 weeks/year). The NSF requires successful completion of physical and dental examinations for deployment to Antarctica. ***

## Pay Range:
Pay Range $59,150.00 - $106,925.00
