Business Development Manager, Senior
The Opportunity:
Build and grow Booz Allen’s advanced cyber R&D business, working at the front end of emerging research to turn difficult cyber problems into new programs and opportunities.
As a Senior Business Development Manager, you’ll develop opportunities with advanced U.S. government R&D organizations working on some of the hardest problems in cybersecurity. You’ll work directly with government program managers, Booz Allen technical leaders, and external research partners to identify emerging needs, shape research opportunities, and develop competitive technical approaches.
The work spans advanced cyber research, including secure and resilient systems, AI-enabled cyber capabilities, cyber-physical systems, and emerging computing technologies. You’ll bring together researchers, technologists, and partners around problems that often require capabilities no single organization has on its own.
You’ll have significant ownership in shaping where we compete and how the cyber R&D business grows. This is an opportunity to build rather than inherit, so you’ll develop new sponsor relationships, shape opportunities, form the teams and approaches behind them, and remain directly involved through pursuit and award as you build the team.
What You’ll Work On:
- Build a qualified cyber R&D pipeline by developing sponsor relationships, identifying emerging research needs, and shaping new opportunities.
- Lead opportunities from early sponsor engagement through capture, teaming, proposal development, and award.
- Work with technical leaders and researchers to develop credible approaches to complex cyber problems and turn them into compelling research concepts and pursuit strategies.
- Build teams across Booz Allen and external research and technology organizations around the capabilities each pursuit requires.
- Assess customer needs, technical approaches, competitive dynamics, and teaming options to recommend where to invest, how to compete, and when to stop.
- Write sponsor briefings, whitepapers, and key proposal content.
- Build and lead a small cyber R&D business development team while remaining directly involved in the work.

You Have:
- Experience developing and winning competitive R&D opportunities with advanced U.S. government R&D organizations, including organizations such as DARPA, with direct responsibility for sponsor engagement, opportunity development, capture, and proposal development
- Experience building or materially expanding a federal national security technology or R&D pipeline, including developing opportunities before formal solicitations
- Experience in cybersecurity across AI, software, computing, or cyber-physical systems to evaluate emerging research ideas and work credibly with government R&D sponsors and technical performers
- Experience building partnerships and multi-organization teams around complementary research and technical capabilities
- Experience personally writing sponsor-facing briefings, whitepapers, and proposals
- Experience leading small teams or cross-functional efforts while remaining an active contributor
- Ability to obtain a TS/SCI clearance with a polygraph
- Bachelor’s degree in Business, Engineering, CS, or Information Systems
Nice If You Have:
- Experience developing R&D opportunities involving AI-enabled cyber or other emerging cyber technologies
- Experience winning R&D work both directly and as part of another organization’s team
- Experience building research partnerships with universities, FFRDCs, startups, or advanced technology companies
- Experience moving government-funded research toward follow-on programs, operational use, reusable technology, or broader capability development

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $112,800.00 to $257,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
