Behind the scenes, but ahead of the curve: help us develop the next-generation public service media.

The Technology & Infrastructure (T&I) team is the backbone and the future-forward arm of CBC/Radio-Canada. Our purpose is to constantly innovate to evolve and maintain the Corporation's technologies and infrastructure, enabling the creation and continued delivery of quality content across all platforms. We are the people that make stuff work. We make connections between media content, systems, people, and places. We are the space in between.

A place with purpose. CBC/Radio-Canada has always been a highly regarded pioneer of media technology—not just in Canada, but around the world. Today, we are transforming ourselves into a modern and agile public service media organization. Technology is the driving force and we are the team making it happen.

This is a hybrid role with a mix of in-office and remote work. Work arrangements will be discussed with hiring managers per departmental guidelines and operational needs.

The Opportunity

Are you passionate about technology transformation, evolving operating models and shaping new ways of working from concept through to adoption? In this key role, you will serve as a strategic technology transformation adviser to leaders and teams, helping diagnose challenges, define and structure change initiatives, and drive operational implementation and adoption across the organization.

Reporting to the Director of the Operational Excellence Office within Technology & Infrastructure (T&I), you will join the team leading the Daily Content initiative in Innovation & Delivery. You will be joining us at a pivotal moment as CBC/Radio-Canada undergoes a major overhaul to modernize its content creation platforms. This transformation goes beyond software and tools — it redefines how production platforms are designed, delivered and used within an organizational model focused on product management, agile at scale, and continuous value creation.

In this role, you will combine a strategic consulting mindset with hands-on execution across all stages of the transformation. You will analyze complex issues, challenge established ways of working and provide actionable recommendations while actively driving their implementation by designing and producing the strategies, plans, frameworks, tools and other deliverables needed to execute and adopt the transformation.

Key areas of focus include transitioning to a product management model, modernizing collaboration with partners and contributors, and driving user adoption of new production tools. You will help define, structure and roll out the transformation and change management strategies required across all levels of the organization.

You will also play a central role in bringing together and aligning diverse teams and stakeholders across CBC/Radio-Canada around a shared vision and common goals. Your ability to grasp and navigate a complex organizational ecosystem, balance operational constraints and competing priorities, and exert influence without direct authority will be essential to align perspectives, build consensus, streamline decision-making and remove roadblocks.

Working alongside key stakeholders, you will support the organization in preparing for and implementing changes — including by developing and rolling out effective engagement and communications strategies — and by preparing and supporting end users in tandem with our Learning & Development partners.

You will work closely with operational and strategic leaders, as well as with the Daily Content Director, to structure challenges, shape recommendations and guide the evolution of work practices and production tools.

As a member of T&I’s Operational Excellence Office, you will help ensure alignment, practical execution and long-term adoption of the transformation by continuously refining our approaches based on results, key insights and frontline needs. Beyond the Daily Content initiative, you will also help build the Office’s methods, practices and capabilities as well as nurture a transformation community of practice across CBC/Radio-Canada to share lessons learned and scale high-impact practices.

This position can be based in Toronto or Montreal, with occasional travel required.

Key Responsibilities

- Advise leaders and teams on defining and implementing technology transformations, engaging early in the life cycle to analyze needs, diagnose challenges, identify required changes and deliver recommendations aligned with the organization's vision and goals.
- Guide departments and divisions in evolving their operating models and ways of working, advising on process design, governance, roles and responsibilities, and team collaboration structures.
- Develop approaches, frameworks and tools to structure and implement transformation — including simple, scalable and reusable interaction models and practical guides — with a focus on change management, Lean, SAFe and Scrum methodologies.
- Design and execute change management and adoption strategies and plans, incorporating impact assessments, organizational readiness, risk mitigation and stakeholder support.
- Define and lead engagement, communication and capacity-building strategies — including user training and the preparation of delivery teams and change agents — in partnership with Learning & Development.
- Proactively identify and resolve risks, resistance and operational roadblocks that could hinder transformation and adoption.
- Define and track metrics to measure the progress, adoption and effectiveness of new ways of working, using data and insights to continuously refine strategies.
- Actively participate in key transformation forums and events, including strategic and alignment meetings, sprint reviews, program demos and quarterly planning sessions.

What You Bring

- Undergraduate degree in business administration, technology or a field relevant to organizational transformation (or an equivalent combination of education and relevant experience).
- Seven to 10 years' experience leading large-scale technology transformations, including evolving technology operating models, processes, governance structures, roles and responsibilities, and ways of working within complex, matrixed environments.
- Proven track record as a strategic transformation adviser, with strong skills in analyzing and diagnosing complex issues, challenging current practices, formulating actionable recommendations and guiding execution.
- Solid understanding of product management models and agile practices at scale, with hands-on experience applying them to tech transformations. Expertise in SAFe (Scaled Agile Framework), Scrum or other scaled agile frameworks required.
- Experience with Lean and iterative transformation approaches, alongside the ability to adapt strategies and solutions based on key insights, data and frontline needs.
- Demonstrated experience in end-to-end change management and adoption, including impact analysis, stakeholder engagement, strategic communications and capability building.
- Knowledge of media production, broadcasting workflows and related technologies (e.g., audio/video editing, publishing, distribution, graphics generation) a major asset.
- Proven ability to navigate complex organizational dynamics (including labour relations), manage resistance, resolve conflict and build trust-based relationships with stakeholders at all levels.
- Strong analytical and problem-solving skills, paired with sharp business acumen and the ability to synthesize complex challenges into clear, actionable recommendations and solutions.
- Demonstrated ability to influence, guide and engage leaders and teams without direct authority.
- Exceptional facilitation and active listening skills, with the ability to translate complex technical concepts into clear, plain language.
- Bilingualism in English and French (written and spoken) required.

Candidates may be subject to skills and knowledge testing.

We thank all applicants for their interest, but only candidates selected for an interview will be contacted.
