Position Overview
Client an experienced Project Manager to lead and coordinate the agency's readiness and transition activities associated with the Florida PALM (Planning, Accounting, and Ledger Management) Project. This role will work closely with the Deputy Executive Director, Accounting staff, business stakeholders, and the Florida PALM Program to ensure successful organizational readiness, business process alignment, system remediation, and stakeholder engagement.
The ideal candidate will possess strong project management, organizational change management, business process analysis, stakeholder communication, and financial systems implementation experience.
Key Responsibilities
• Lead agency readiness activities supporting the Florida PALM implementation.
• Develop, maintain, and execute project plans, schedules, milestones, and readiness activities.
• Attend and participate in Florida PALM readiness workshops and planning sessions.
• Coordinate readiness activities across business units, accounting, payroll, reporting, and financial operations.
• Complete and manage agency Readiness Workbooks (RW) and associated readiness tasks.
• Support training initiatives, end-user readiness, and organizational change management activities.
• Track and communicate project milestones, risks, dependencies, issues, and remediation activities.
• Monitor enterprise business process changes resulting from Florida PALM implementation.
• Coordinate remediation efforts for impacted business systems and departmental processes.
• Collaborate with Florida PALM teams, business owners, SMEs, and agency leadership.
• Review existing business systems, including the Citrus Revenue System, and document requirements for remediation and integration.
• Develop recommendations for system enhancements, remediation, and Florida PALM integration.
• Facilitate communication among stakeholders and ensure readiness deadlines are met.
• Promote adoption and organizational acceptance of new financial, payroll, reporting, and data warehouse processes.
• Manage project resources, schedules, risks, budgets, and overall project governance.
Required Qualifications
• Bachelor's Degree in Computer Science, Information Systems, Business Administration, or related field, or equivalent experience.
• Project Management Certification (PMP or equivalent) or completion of a recognized Project Management curriculum.
• Minimum 7 years of IT experience.
• Minimum 4 years of Project Management experience.
• Experience managing projects involving multiple technologies and business functions.
• Experience leading enterprise implementation or modernization projects.
• Strong stakeholder engagement and communication skills.
• Experience facilitating meetings, workshops, and executive presentations.
Preferred Qualifications
• Experience supporting financial systems implementations.
• Experience with ERP, accounting, payroll, budgeting, or reporting systems.
• Florida PALM, FLAIR, ERP migration, or financial modernization experience.
• Organizational Change Management experience.
• Public Sector or State Government project experience.
• Experience with data cleansing, system remediation, and enterprise integrations.
