Purpose of Role:

- This position should provide expert execution leadership support in contract development, tendering, negotiation, supplier evaluation, contract administration and project control-related interfaces while managing and maintaining complex contractor relationships related but not limited to such as Shoerbase, Vessels, Cranes, Forklift, Specialized Services, Aviation, Freight forwards, fuel etc; and materials. A key requirement for this position is a strong and practical understanding of the Mexican oil and gas market, including supplier capabilities, contractor landscape, logistics environment, and the commercial dynamics of the national upstream sector.

- The role supports offshore operations and project execution by ensuring the effective planning, sourcing, tendering, contracting, expediting, movement, control, and delivery of materials, equipment, services, and project cargo required to sustain business continuity and project performance. The position acts as an integrated Supply Chain focal point, combining logistics and materials expertise with buyer capability, tendering execution, bidder qualification, RFX preparation, commercial evaluation, supplier performance management, and post-award contract support.

- The successful candidate must be capable to lead full tendering and contracting lifecycle, including public tendering and private bid procedures, lead commercial tender evaluations, administer and support technical tender evaluations, document and facilitate negotiation processes, post-award execution support, and change management, while maintaining full compliance with applicable corporate, governance, regulatory, and ethical standards.

- Ensure all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.

- Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures and to complete any compulsory compliance training as required.

Areas of Accountability, Responsibility and Competence:

Logistics & Materials Operation Management

- Tendering, negotiation, supplier evaluation, contract administration and project control-related interfaces while managing and maintaining complex contractor relationships related to Logistic Categories such but not limited to Shoerbase, Vessels, Cranes, Forklift, Specialized Services, Aviation, Freight forwards, fuel etc; and materials

- Execute logistics-related contracts, service agreements, purchase orders, and operational supply chain activities, ensuring compliance with contractual terms, service expectations, cost controls, and delivery requirements.

- Support workshop, warehouse, shore base, materials, and offshore logistics interfaces by ensuring effective material control, handling, preservation, storage, traceability, and dispatch processes.

- Monitor shipment status and proactively resolve issues to prevent disruptions to operations. Ensure continuous supply chain support to maintain uninterrupted operational performance (“non-stop service delivery”).

- Ensure compliance with applicable customs regulations, including the Mexican Customs Law (Ley Aduanera), foreign trade requirements, tariff classifications, customs documentation, and import/export procedures.

- Provide guidance on the interpretation and application of Incoterms® to support procurement activities, contractual obligations, risk allocation, and cost optimization.

- Support the preparation of complete and fit-for-purpose tender packages, including Scope of Work alignment, commercial requirements, pricing schedules, bidder instructions, evaluation criteria, contractual terms, HSES requirements, local content expectations, and key deliverables.

- Support market research and supplier pre-qualification activities to identify capable bidders, service providers, suppliers, contractors, and EPCI-related vendors suitable for Harbour Energy’s Mexico BU requirements.

- Support customs audits, government inspections, and trade compliance reviews by ensuring complete and accurate records are maintained in accordance with company and regulatory requirements.

- Monitor and evaluate supplier performance through KPIs, driving corrective actions and improvements where necessary. Support continuous enhancement of supplier performance and service reliability.

- Support clarification meetings, bid normalization, commercial comparisons, negotiation preparation, and award recommendation documents in line with company governance and delegation of authority requirements.

- Coordinate inputs from technical, logistics, project, commercial, contracts, HSES, and finance stakeholders to ensure balanced tender evaluations covering technical compliance, commercial value, operational deliverability, HSES, risk, schedule, local content, and supplier performance.

Maintain effective supplier interfaces with Customs Brokers, freight forwarders, shipping lines, airlines, transport providers, warehouse operators, shore base providers, EPCI contractors, and third-party logistics providers.

Critical Skills*, Qualifications, Experience, etc.:

Technical Skills

- Proficient in ERP systems and supply chain tools, with focus on logistics tracking and performance.

- Solid understanding of inventory control, transportation, vendor service execution, Experienced in materials and inventory control practices within the oil and gas sector.

- Working knowledge of Mexican Customs Law (Ley Aduanera), foreign trade regulations, customs documentation requirements, tariff classifications, and trade compliance principles.

Non-Technical Skills

- Strong analytical and problem-solving skills, with the ability to handle complex logistics scenarios.

- Excellent communication skills, capable of coordinating with multiple stakeholders and managing vendor relationships.

Professional Experience

- 10+ years of proven experience in successful logistics management in a project-driven operations in dynamic environment, in the Oil & Gas industry.

- Experience coordinating with Customs Brokers (Agentes Aduanales), freight forwarders, shipping lines, airlines, and third-party logistics providers.

Education

- Bachelor's degree in relevant field.

Language

- English: Proficient (written and spoken).

- Spanish: Native Speaker.
