Purpose of Role:

- This role requires the ability to direct and manage contract development and administration strong experience in upstream oil and gas developments, preferably gained within International Oil Companies (IOCs), and with a proven ability to manage multiple concurrent complex contracting and procurement activities through alternative selection, Pre-FEED and FEED engineering, fabrication, logistics, installation and commissioning of modular fabrication EPC scopes, and gas pipeline-related packages.

- In addition, this position shall provide expert execution leadership support in contract development, tendering, negotiation, supplier evaluation, contract administration, logistics coordination, import/export matters, and project control-related interfaces while managing and maintaining complex contractor relationships. A key requirement for this position is a strong and practical understanding of the Mexican oil and gas market, including supplier capabilities, contractor landscape, logistics environment, and the commercial dynamics of the national upstream sector.

- The successful candidate must be capable of supporting the full tendering and contracting lifecycle, including public tendering and private bid procedures, lead commercial tender evaluations, administer and support technical tender evaluations, document and facilitate negotiation processes, post-award execution support, and change management, while maintaining full compliance with applicable corporate, governance, regulatory, and ethical standards.

- The role will interface with other Zama Project work fronts and execution teams undergoing similar development and execution stages such as the FPSO, SURF, SPS, and Drilling activities.

- Additionally, the role will interface with other on-going capital projects within the Company through similar development phases and stages of execution and will identify and highlight all potential opportunities for synergy.

- Ensures all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.

- Promote a proactive and visible safety culture across all supply chain operations.

Ethics and Compliance Responsibilities:

- Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures and to complete any compulsory compliance training as required.

Areas of Accountability, Responsibility and Competence:

Supply Chain & Contract Execution Leadership

- Provide contract advice and current market and supply chain analysis to support execution project strategy, contractor engagement, and sourcing decisions. In addition, development of contracting and procurement strategies aligned with project priorities, market intelligence, and execution requirements.

- Prepare, coordinate, and lead Public Notice requirements (if any), Prequalification Review and Analysis, and internal and external Recommended Bid List administration.

- Prepare, coordinate, and lead review of tender documentation, contractual qualifications, commercial bid packages, pricing structures, and evaluation criteria. Coordinate commercial bid evaluations, contractual deviation analysis, risk assessments, negotiation strategies, and award recommendations. to ensure commercially robust and executable documentation.

- Evaluate tenders and support contract negotiations and final drafting, ensuring balanced contractual terms and commercial outcomes within contract management and administration support during execution and construction phases.

- Lead commercial and supply chain interfaces with WELLHEAD PLATFORM contractors, fabrication yards, offshore installation contractors, engineering contractors, logistics providers, and equipment manufacturers to support project delivery objectives.

- Support commercial management and administration of major project contracts associated with fabrication, installation, offshore transportation, marine logistics, engineering services, drilling support, and specialized offshore construction scopes.

- National Content: Provide support by having knowledge and understanding of Mexican National Content or previous experience with supporting local content requirements on capital development projects.

- Champion continuous improvement and best practices in supply chain management within the oil and gas sector, adapting to evolving project demands and market conditions.

Contracts and Supply Chain Support

- Provide Subject Matter Expert support, in an advisory capacity, on an ad-hoc basis for document reviews, meetings, negotiations, clarifications, and commercial discussions.

- Support the development of junior and less experienced team members through mentoring, coaching, knowledge transfer, and hands-on guidance, while actively contributing to the development and progression of local and national talent and building sustainable internal capability through the everyday “Role Modelling” of world-class professional behaviours.

Compliance and Ethics

- Build and maintain strong, professional relationships with suppliers and internal and external stakeholders, enhancing organisational reputation and trust.

Technical Skills

- Prepare, coordinate, and review tender documentation, contractual qualifications, commercial bid packages, pricing structures, and evaluation criteria. Coordinate commercial bid evaluations, contractual deviation analysis, risk assessments, negotiation strategies, and award recommendations.

- Maintain and apply a strong working knowledge of the Mexican oil and gas market, including local contractors, suppliers, logistics channels, regulatory interfaces, and commercial practices and local content.

- Demonstrated understanding of offshore EPCI project execution, including engineering, procurement, fabrication, transportation, offshore installation, commissioning, project delivery and operation processes.

- Support supply chain and contracting activities related to Wellhead Platform EPCI contract administration, gas pipeline-related packages, engineering services, offshore logistics, and other project-critical scopes.

- Strong knowledge of contractor management, project procurement, logistics planning, marine transportation, heavy-lift operations, and project cargo management within offshore oil and gas developments.

- Knowledge of import/export logistics, customs compliance requirements, Mexican Customs Law (Ley Aduanera), Customs Broker (Agente Aduanal) management, and Incoterms® application within major project environments.

Professional Experience

- 15+ year of demonstrated experience in managing complex and or international contracting, procurement, sourcing, or supply chain roles within the oil and gas industry, IOC experience preferred associated with large-scale capital projects.

- Experience supporting major tendering and contracting activities for engineering, drilling, logistics, offshore services, EPCI, or other large-scale project-related packages, preferably Wellhead Platform and Export Pipeline scopes.

- Experience working in multidisciplinary project environments with suppliers, contractors, and internal stakeholders.

Education

- Bachelor’s degree in relevant field.

Language

- English: Professional Proficiency.

- Spanish: Native or Fluent.
