Description: ACT1 Federal is seeking an experienced Senior Program Analyst to provide senior-level program-development, infrastructure-planning, energy-resilience, stakeholder-coordination, and implementation-support services to the Director for Infrastructure and Energy, Office of the Deputy Assistant Secretary of the Navy for the Defense Industrial Base (DASN (DIB)). The analyst supports Department of the Navy (DON) efforts to strengthen physical infrastructure, energy resilience, industrial capacity, logistics capability, and other enabling systems across the defense industrial base.

This position requires a senior subject matter expert with demonstrated experience in infrastructure planning, energy programs, industrial operations, capital-project development, facilities planning, project management, public-private partnerships, management consulting, or related fields. The analyst shall be capable of supporting Government-led initiatives from early concept development through implementation planning, execution monitoring, and closeout-support activities.

Responsibilities:

- Provide program-development, infrastructure-planning, energy-resilience, stakeholder-coordination, and implementation-support services for Government-directed DASN (DIB) infrastructure and energy initiatives.

- Conduct research, support problem definition, and prepare draft scope options, project charters, work plans, capability assessments, and implementation approaches for Government review.

- Develop draft project scopes, requirements-support materials, business cases, site-assessment products, funding-strategy analyses, implementation plans, issue papers, executive briefings, and decision packages.

- Support Government assessment of infrastructure, energy, industrial, manufacturing, logistics, maritime, shipyard, port, facility, and other capital-project opportunities.

- Analyze infrastructure and energy issues affecting shipyard modernization, manufacturing infrastructure, port capacity, facility resilience, energy generation, grid modernization, fuel logistics, supply-chain resilience, and strategic industrial capacity.

- Prepare feasibility analyses, project-development assessments, capability-gap analyses, stakeholder maps, schedule analyses, risk assessments, and recommended follow-up actions for Government consideration.

- Develop draft funding-strategy analyses, funding-option comparisons, implementation considerations, and project-phasing approaches for Government review.

- Support Government-led site assessments, facility reviews, technical reviews, project-development meetings, planning workshops, industry engagements, utility engagements, investor engagements, and other approved activities.

- Prepare meeting materials, stakeholder profiles, agendas, read-ahead packages, issue papers, meeting summaries, action-item trackers, decision-support packages, and follow-up documentation.

- Maintain project schedules, milestone trackers, action-item trackers, risk registers, dependency logs, issue trackers, stakeholder-engagement records, and workflow-status products.

- Identify technical, schedule, cost, stakeholder, regulatory, site, supply-chain, utility, and execution risks; document assumptions, dependencies, constraints, and potential mitigation options for Government review.

- Support Government-led coordination with Federal agencies, military organizations, industrial firms, utilities, infrastructure owners, investors, technical experts, and other Government-approved stakeholders.

- Coordinate draft products and supporting information with DASN (DIB) directorates, ASN (RD&A) offices, DON acquisition organizations, naval systems commands, Department of War stakeholders, interagency organizations, and other Government-approved points of contact, as directed by the Government.

- Support time-sensitive taskers, executive engagements, site visits, technical reviews, project-development activities, and industrial-base initiatives associated with infrastructure and energy resilience.

Requirements:

- Bachelor's degree from an accredited institution in business, management, engineering, economics, finance, operations research, public administration, or a related discipline.

- At least 10 years of progressively responsible experience in infrastructure planning, energy programs, industrial operations, capital-project development, facilities planning, project management, public-private partnerships, management consulting, or related fields.

- Demonstrated experience supporting infrastructure, energy, industrial, manufacturing, logistics, maritime, shipyard, port, facility, or other capital-project initiatives.

- Demonstrated experience with project scoping, feasibility analysis, site-assessment support, implementation planning, schedule development, risk management, stakeholder coordination, and executive decision support.

- Demonstrated experience developing project charters, work plans, project scopes, capability assessments, requirements-support materials, business cases, implementation plans, issue papers, and executive briefing materials.

- Demonstrated ability to identify technical, schedule, cost, stakeholder, regulatory, site, supply-chain, utility, and execution risks and communicate potential mitigation options clearly.

- Demonstrated ability to coordinate complex work across Government, military, industry, utility, infrastructure, technical, investor, and interagency stakeholders under Government direction.

- Demonstrated ability to prepare accurate, concise, and decision-ready written products for senior civilian, military, technical, and executive audiences.

- The position may require support outside normal business hours to meet time-sensitive executive, BOND coordination, engagement, congressional, industrial-base, and Department of the Navy requirements.

- Current Top Secret. Sensitive Compartmented Information (SCI) eligibility required.
