Project Manager - Land Development

As a Project Manager – Land Development at Bourn Companies, you will lead the execution of horizontal development from due diligence and civil design through permitting, construction, and turnover , that enables our larger mixed-use projects to come to life. Acting as the owner’s representative, you will oversee contractors, engineers and design consultants, coordinate across internal teams, and ensure land development projects are delivered safely, on schedule, within budget, and aligned with Company standards.

This role blends strong civil/site construction expertise with disciplined project management—focused on delivering fully prepared, build-ready sites that support vertical construction and long-term project success.

The Team

The Land Project Management function operates within the Development Services team and is responsible for executing horizontal infrastructure across large-scale developments.

In this role, you will partner closely with Development Principals, Construction leadership, and internal stakeholders to ensure land is delivered on time, on budget, and ready to support vertical construction across multiple product types.

How You’ll Spend Your Time Here

- Lead execution of land development activities, including grading, utilities, stormwater systems, and roadway infrastructure

- Serve as the Company’s on-site representative, overseeing contractors and subcontractors

- Monitor contractor performance, schedules, and milestones to ensure alignment with project goals

- Coordinate sitework sequencing to support overall project and vertical construction timelines

- Review plans for constructability, compliance, and Company standards

- Manage RFIs, submittals, change orders, and field issues

- Support project budgets, forecasts, and financial tracking, including pay applications

- Lead construction meetings, field walks, and coordination with civil engineers, surveyors, geotechnical and environmental consultants, contractors, utilities, municipalities, and internal teams

- Coordinate with municipalities, inspectors, and utility providers for permits, inspections, and approvals

- Coordinate entitlement, permitting, plan review, and agency approval processes with applicable jurisdictions and project consultants

- Ensure compliance with safety, environmental, and regulatory standards

- Provide clear project updates and reporting to internal stakeholders

- Support project closeout, including as-builts, inspections, turnover, and documentation

- Identify design conflicts, infrastructure constraints, utility challenges, and potential schedule impacts early and drive issues toward resolution

Qualifications

- Bachelor’s degree in Construction Management, Civil Engineering, or related field

- 5+ years of experience in construction or project management, with a focus on land development or civil/sitework projects preferably across commercial or mixed-use projects

- Experience coordinating with municipalities, utility providers, and consultants

- Proficiency with construction scheduling and project management tools (e.g., MS Project or similar)

- Strong understanding of permitting, inspections, and infrastructure turnover processes

- Willingness to be onsite regularly and travel to project locations as needed
