About this role

The Mobile Medical Unit (MMU) Project Manager contributes to the Calling of Medical Teams International by leading the planning, launch, scaling and operational coordination of the Rural Access Mobile Health Program (RAMP), a hub and spoke mobile preventive-health program that creates new, recurring access points to care across underserved rural and frontier communities in Central and Eastern Oregon. RAMP is part of the Rural Health Transformation Program (RHTP) initiative aimed at strengthening rural health systems across Oregon by supporting community informed solutions that improve access, coordination, and long term sustainability. The Project Manager oversees two mobile medical units that provide immunizations, chronic disease screenings, point of care testing, health education, and referrals to healthcare and social services. The Project Manager ensures responsible use of funds, strong partner engagement, and reliable implementation of workflows that support effective care provision and coordination.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Project Planning & Implementation

- Lead end to end project management for the Central & Eastern Oregon Mobile Medical Unit hub, from startup through sustainable implementation of mobile clinic operations.

- Develop and maintain detailed project plans, timelines, milestones, risk logs, and implementation checklists.

- Develop, implement and coordinate a phased hub rollout, ensuring readiness across staffing, workflows, systems, and community partners.

- Identify project risks and dependencies and implement mitigation strategies to keep deliverables on track.

- Recruit, hire, onboard, supervise, and develop the RAMP team; foster a high functioning, accountable, and safe working culture.

- Ensure clinical services are delivered under appropriate standing orders and program enrollments (VFC/VAP), in coordination with the USP Health Advisor, Chief Medical Officer, and Vaccine Coordinator.

- Establish and enforce quality, safety, and regulatory compliance across all clinic operations (HIPAA, OSHA, and Oregon immunization and CLIA requirements) in collaboration with USP Health Advisor and MMU Program Manager.

Budget & Resource Management

- Manage project activities within the approved RAMP budget and work plan, ensuring fiscal responsibility and transparency.

- Ensure project expenditures, resource utilization, and staffing allocation tied to deliverables are tracked.

- Ensure project decisions align with budget constraints while maintaining program quality and compliance.

- Collaborate with Financial Control and Performance Analyst, USP Grants & Resources Manager, and US Programs (USP) Executive Director and Program Managers to forecast needs, monitor variances, support required reporting, share program information, and ensure data is accurate and up to date.

Partnership & Community Engagement

- Develop and maintain MOUs/MOAs and Letters of Commitment with county public health agencies, schools, tribal nations, faith based organizations, and community based organizations.

- Coordinate clinic scheduling and site logistics with partners; ensure each recurring site functions as a documented new access point to care.

- Build community trust through a partner led, locally hired, culturally responsive approach.

- Represent RAMP and Medical Teams to funders, partners, government officials, media, and the community.

Operations & Workflow Development

- Collaborate with US Programs Leadership, RAMP Mobile Nurses, and RAMP Operations Manager to design and implement standardized clinic and procurement workflows, communications and management procedures, and escalation protocols.

- Support integration of data tracking, reporting, and quality improvement processes.

- Ensure operational and program practices support equity, accessibility, and trauma informed service delivery.

- Support procurement workflows and fleet and IT readiness for two mobile units in coordination with the Operations Manager.

Monitoring, Reporting & Continuous Improvement

- Track program data and outcome metrics (patients served, immunizations, procedures, value of services, new access points, patient satisfaction, etc.) via the EHR and Measurement, Evaluation & Learning (MEL) systems.

- Prepare clear, concise project status updates for leadership, funders, and partners.

- Identify opportunities for efficiency, scalability, and process improvement as RAMP matures.

- Support documentation required for audits, compliance, and funding accountability.

- Ensure accountability is integrated into strategies, program design, monitoring and evaluations, recruitment, staff onboarding, training and performance management, partnership agreements, and highlighted in reporting.

Other Duties:

- Ensure the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation, Abuse & Harassment, Child & Vulnerable Adult protection, and harassment free workplace policies. Incumbents will remain alert and responsive to any child and adult safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child and adult safeguarding policy and procedures, and conduct yourself in a manner consistent with the Safeguarding code of conduct and behavior expectations.

- Collaborate with US Programs Leadership to provide surge support in the event of a domestic disaster, as needed.

- Attend staff meetings and required trainings.

- Utilize volunteers when appropriate.

- Additional duties as assigned.

Qualifications

EDUCATION, LICENSES & CERTIFICATIONS

Required:

- Bachelor's degree in a health related (e.g. healthcare administration, nursing), public health, public administration, management, or related field (or equivalent experience).

- Valid driver's license with few or no traffic violations.

Preferred:

- Master's degree in public health, healthcare administration, business/public administration, nursing, or a related field.

- Bilingual in Spanish.

- Project management certification.

EXPERIENCE

Required:

- Minimum 3 years of project management experience, preferably in healthcare, human services, care coordination, or community based programs.

- Minimum 2 years of management experience in a healthcare or clinical environment.

- Demonstrated experience managing projects with fixed or startup budgets.

- Experience working with diverse stakeholders, including community based organizations and public sector partners.

Preferred:

- Experience in mobile health, public health, or immunization programs.

- Familiarity with grant funded or publicly funded program requirements.

- Experience supporting hub based, coordinated care, or social service delivery models.

- Experience serving rural and frontier communities, ideally in Central/Eastern Oregon.
