Quality Control Manager

This role leads the Quality Control program for federal and military construction projects, ensuring all work meets contract requirements, project specifications, and government quality standards. The Quality Control Manager develops, implements, and maintains project-specific Quality Control Plans, oversees testing and inspection processes, and manages all quality-related documentation from project start through closeout. This position works closely with project teams, subcontractors, and government representatives to drive a strong culture of quality, safety, and compliance across multiple federal construction sites.
Responsibilities
- Develop, implement, and maintain project-specific Quality Control Plans for federal and military construction projects.
- Oversee and manage quality documentation, including submittal registers, testing logs, inspection reports, deficiency logs, and rework tracking.
- Conduct and lead Preparatory, Initial, and Follow-Up inspections as part of the Three Phases of Control process.
- Coordinate all testing, inspections, and quality documentation with project teams, subcontractors, and government representatives.
- Ensure all work complies with contract documents, project specifications, and applicable government quality standards.
- Utilize RMS, ECMS, NAVFAC, and/or USACE quality management systems to manage and track quality control activities.
- Lead regular QC meetings with project stakeholders and provide clear, timely, and accurate quality-related reporting.
- Manage project closeout documentation, including as-built records, warranties, and turnover packages, to ensure thorough and timely completion.
- Work collaboratively with Project Managers, Superintendents, owners, and government personnel to resolve quality issues and maintain project compliance.
- Maintain organized, up-to-date records of all quality control activities, inspections, tests, and corrective actions.
- Support a safety-first culture by integrating quality control practices with site safety requirements and procedures.
- Contribute to continuous improvement of quality processes across multiple projects and locations.
Essential Skills
- 25 years of Quality Control experience, preferably on federal or military construction projects.
- Hands-on experience with Construction Quality Control (CQC) Management for federal and/or military construction.
- Proven experience maintaining Quality Control Plans, testing logs, submittal registers, deficiency logs, and project closeout documentation.
- Experience supporting NAVFAC, USACE, DoD, or other federal construction projects.
- Familiarity with RMS and/or ECMS quality management systems, with strong preference for candidates who have actively used these platforms.
- Strong written communication and documentation skills, with the ability to produce clear, accurate, and compliant records.
- Demonstrated ability to coordinate inspections, testing, and quality documentation with project teams, subcontractors, and government representatives.
- Ability to lead and document the Three Phases of Control, including Preparatory, Initial, and Follow-Up inspections.
- Solid understanding of federal construction specifications, contract requirements, and government quality standards.
- Capability to work collaboratively with Project Managers, Superintendents, owners, and government personnel to maintain quality compliance.
Additional Skills & Qualifications
- Bachelors Degree in Construction Management, Engineering, Architecture, or a related field is preferred.
- A relevant degree may offset some years of experience for candidates with strong certifications and federal construction exposure.
- Experience with NAVFAC, USACE, or other federal quality control processes and systems is highly preferred.
- Military construction experience is highly preferred.
- Background as a Veteran, Seabee, or Army Corps/Combat Engineer is considered a plus.
- OSHA 30 certification is preferred.
- EM-385 40-Hour training is preferred.
- Competent Person certifications are preferred.
- Hazwoper training is preferred but not required.
- Experience working on multiple federal construction sites and traveling project-to-project is advantageous.
- Ability to thrive in a supportive, safety-focused culture with a continuous pipeline of federal projects.

Work Environment
Project schedules typically follow either a 4/10 schedule (four 10-hour days) or a 5/8 schedule (five 8-hour days), depending on project requirements. Workdays generally start early, with typical start times between 5:30 AM and 7:00 AM to align with site access and federal project operations. Most initial projects are located throughout Southern California, with many assignments in San Diego County, including installations such as Camp Pendleton and Miramar, which are treated as local projects and typically do not include per diem or mileage reimbursement. For projects outside San Diego County, employees may be eligible for per diem in accordance with project requirements and applicable GSA guidelines. Potential project locations include federal and military installations such as China Lake, 29 Palms, Yuma, El Centro, Los Angeles, Travis AFB, and other bases and facilities. The organization welcomes candidates based outside California, particularly experienced federal construction professionals who are comfortable traveling from project to project. Pay and Benefits
The pay range for this position is $45.00 - $55.00/hr. Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
