Job Summary/Purpose

This job is responsible for management and oversight of all stages of capital project development and execution for major projects assigned by the V.P., Capital Projects (New Generation), for the generation fleet including planning, design, permitting, construction and start-up. Responsibilities include delivering the projects safely, while meeting schedule and budget commitments.

This is a field-first leadership role requiring an executive capable of spending 75% or more of their time traveling to asset sites to provide direct, on-site owner representation.

The Director will serve as the primary authority on contract delivery, driving capital efficiency by optimizing prime, Multi-Prime structures to maximize owner control, while strictly governing traditional EpCM and Prime-Subcontractor relationships to shield the utility from delivery risk at scale.

Job Duties/Responsibilities

- Manages and oversees the activities and prepares the deliverables necessary to progress a project through the Stage Gate Process.

- Manages and oversees the project team(s), including personnel assigned to the project(s) from other functions within Capital Projects (New Generation), personnel assigned from other support groups in the corporation, and contract personnel retained for the projects.

- Working in collaboration with Supply Chain, provides management for the procurement, negotiation and administration of engineering, procurement, construction and equipment supply agreements necessary to execute the projects.

- Works closely with the Power Generation leadership to ensure that projects meet their required performance through; Operations personnel review of design; effective planning for staffing and training of the staff; the provision of spare parts; and provision of any required long term maintenance agreements which will be negotiated in collaboration with Fossil Fleet Maintenance leadership.

- Works closely with the Regulatory functions to support the requirement of receiving the necessary certifications, including providing written and verbal testimony before the commissions.

- Works closely with Environmental to determine permitting requirements and obtain the necessary permits. Maintains a roster of contract personnel for executing construction and commissioning activities for major projects.

Minimum Requirements

Minimum education required of the position

- B.S. in Engineering Discipline, Finance, Accounting, Construction Management or applicable course of study or equivalent work experience.

Minimum experience required of the position

- 10 years plus power generation capital project development and management experience. Utility capital project experience essential.

- Desired: Mega-Project Track Record: Proven experience leading or directing mega-projects or portfolios exceeding $1B in capital value.

Minimum knowledge, skills, and abilities required of the position

- Utility New Generation Expertise: Deep technical and execution familiarity with utility-scale generation infrastructure, including renewable integration (solar/wind), energy storage systems, or advanced thermal assets.

- Advanced Contract Literacy: Master-level understanding of alternative project delivery methods, contract law, and procurement frameworks for EpCM, Multi-Prime, and Prime-Sub contractual models.

- Site Interface & Labor Relations: Extensive experience navigating complex field dynamics, including site logistics cohabitation, multi-contractor safety alignment, and local labor union (e.g., IBEW) relationships at massive generation sites.

- Commissioning & Interconnection: Direct experience steering EpCM firms through structural completion, rigorous testing phases, and complex utility-scale grid interconnection/energization frameworks.

- Risk Forensics: Experience implementing robust project controls, stage-gate processes, and quantitative risk assessment tools at an enterprise scale.

- Mobility: Demonstrated ability and willingness to travel 75% or greater to project construction sites across the service territory.
