Technical Lead

Leidos is seeking a Technical Lead to support the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of the Chief Information Officer (OCIO) Center of Excellence for Portfolio Governance, Architecture, Data Integration, and DevOps.

The Technical Lead will lead project definition and cross-functional technical execution across architecture, data integration, DevOps, automation, and digital-service modernization initiatives. The successful candidate will translate OJP mission priorities and customer needs into technical scope, roadmaps, epics, implementation plans, and measurable delivery outcomes; coordinate current-state production responsibilities with future-state solution delivery; remove technical blockers and manage dependencies and risk; and ensure delivery remains secure, compliant, accessible, measurable, and aligned with OJP architecture and product-management objectives.

Primary Responsibilities

- Lead project definition by translating business problems, customer needs, mission priorities, architecture constraints, and approved solution decisions into technical scope, epics, features, user stories, roadmaps, milestones, dependencies, and implementation approaches.
- Provide day-to-day technical leadership for cross-functional engineers, architects, DevOps specialists, data-integration personnel, business analysts, and subject matter experts.
- Coordinate maintenance and enhancement of current-state production capabilities while simultaneously guiding proof-of-concept, prototype, pilot, development, integration, testing, release, and production deployment of future-state solutions.
- Lead Agile delivery activities including backlog refinement, project-board management, sprint or Kanban planning, release planning, technical reviews, dependency management, and resolution of delivery blockers.
- Establish and reinforce technical delivery practices for Development, Security, and Operations (DevSecOps), automated code and data testing, continuous integration and continuous delivery (CI/CD), Infrastructure as Code, compliance-as-code, configuration management, security scanning, monitoring, documentation, and release management.
- Coordinate application programming interface (API) and data-integration work, including WSO2 API Manager integration and governance activities and secure integrations with OJP's Identity and Access Management System (DIAMD), in coordination with DIAMD, networking, security, and service-delivery teams.
- Coordinate technical activities with OJP networking and security teams for server patching, vulnerability remediation, deployment security scans, Authority to Operate or Authority to Test activities, and related cross-product dependencies.
- Lead technical reviews, root-cause analysis, corrective-action planning, and resolution of recurring application, pipeline, API, integration, reliability, or production issues.
- Partner with architecture and governance personnel on standards, Alternatives Analyses, technology rationalization, current-state and target-state roadmaps, and governance-board activities.
- Support preparation of governance materials, agendas, technical decision packages, action items, minutes, SharePoint postings, and stakeholder communications when technical delivery matters require governance review.
- Define and track team and delivery measures such as backlog age, cycle time, lead time to change, release performance, defect and rework trends, reliability, delivery predictability, and other approved technical and delivery measures.
- Use Agile measures such as velocity, story points, level of effort, backlog age, cycle age, or similar measures at an appropriate team, workstream, or planning level while maintaining role-appropriate individual accountability.
- Maintain and execute quarterly roadmaps and release schedules showing prioritized capabilities, supporting rationale, delivery status, dependencies, risks, and Product Development Lifecycle status.
- Support preparation and leadership of recurring performance reviews with OJP covering roadmaps, delivery measures, risks, team status, blockers, and corrective actions.
- Identify opportunities for automation, FinOps, technology consolidation, process improvement, and improved engineering practices that increase operational efficiency and reduce cost.
- Support assigned help desk issues involving Data Integration and DevSecOps products and coordinate escalation to appropriate product, security, networking, or application-support teams.
- Promote clear and reusable technical documentation for project boards, user stories, APIs, data-transfer services, server-support activities, CI/CD pipelines, automation, configurations, runbooks, and operational procedures.
- Provide technical coaching, knowledge transfer, and stakeholder education to strengthen adoption of product, Agile, engineering, architecture, and continuous-improvement practices.
- Identify technical delivery and adoption risks, including resistance to change, and work with Government and contractor leadership to resolve issues before they materially affect performance.

Basic Qualifications

- Bachelor’s degree in Computer Science, Software Engineering, Information Systems, Engineering, or a related technical discipline, or equivalent relevant experience, consistent with applicable labor-category requirements.
- Minimum seven (7) years of progressively responsible technical experience supporting software engineering, systems integration, architecture, DevOps, cloud, or related enterprise IT initiatives.
- Demonstrated experience leading project definition, technical planning, solution design, and execution for multidisciplinary technical teams.
- Experience leading Agile technical delivery using Scrum, Kanban, or comparable iterative delivery methods.
- Strong knowledge of software engineering, API integration, automated testing, DevSecOps, CI/CD, cloud environments, containers, automation, and Infrastructure as Code.
- Demonstrated experience maintaining production capabilities while delivering new technical solutions through development, testing, integration, and production deployment.
- Experience resolving complex cross-team technical issues, coordinating dependencies, managing technical risk, and communicating technical tradeoffs.
- Experience establishing, using, or interpreting engineering and product-delivery measures to improve delivery performance and transparency.
- Experience coordinating technical work across engineering, architecture, networking, security, platform, product-management, and business stakeholders.
- Excellent written and verbal communication, facilitation, technical leadership, and stakeholder-management skills.
- Must satisfy the citizenship, residency, background-investigation, and Public Trust requirements applicable to the task order.

Preferred Qualifications

- Experience supporting DOJ, OJP, or another Federal digital-service, architecture, data-integration, DevOps, or modernization environment.
- Experience with one or more relevant tools or platforms such as Azure DevOps, Jenkins, Git or GitHub, Ansible Tower, AWS GovCloud, Docker, WSO2 API Manager, Splunk, StatusCake, or comparable technologies.
- Experience with API management, integration engineering, identity and access integration, or protocols such as SCIM, OAuth 2.0, SAML, REST, JSON, XML, or SOAP.
- Experience supporting architecture governance, technology standards, portfolio management, Customer Experience or Human-Centered Design, or ServiceNow Strategic Portfolio Management.
- Experience with Infrastructure as Code, compliance-as-code, FinOps, automated security testing, monitoring dashboards, observability, or automated reporting.
- Experience with technology rationalization, Alternatives Analysis, technical debt reduction, modernization roadmaps, or enterprise change-management initiatives.
- Relevant training or certifications in API management, Azure DevOps, GitHub, Agile, cloud, DevOps, security, architecture, software engineering, or related technical disciplines.

## Pay Range:
Pay Range $107,900.00 - $195,050.00
