About this role

JOB SUMMARY: Responsible for the strategic leadership, coordination, implementation, and oversight of LifeStream's Safety Management, Environment of Care, Emergency Management, Security Management, Utility Management, and Life Safety Programs. Serves as the organization's designated Safety Officer and Emergency Management Coordinator. Ensures compliance with applicable OSHA, NFPA, CMS, CARF, AHCA, DCF, fire code, and life safety requirements. Leads organizational preparedness, emergency response planning, security initiatives, safety training programs, physical intervention and de-escalation program oversight, and environmental safety activities to protect consumers, staff, visitors, facilities, and organizational assets.

Partners closely with the Manager of Risk and Corporate Compliance, Human Resources (Training and Workers Comp), Operations, Clinical Services, and Quality Improvement to promote a safe environment while maintaining clear separation of responsibilities for risk management, compliance investigations, workers' compensation administration, grievances, and corporate compliance functions.

Safety Program Administration

- Coordinate, implement, and oversee the organization's Safety Management Program.

- Serve as the designated Safety Officer for LifeStream.

- Develop, implement, review, and maintain organizational safety plans and safety management systems.

- Conduct organization-wide safety assessments and hazard surveillance activities.

- Monitor workplace safety performance metrics and recommend corrective actions.

- Lead initiatives that promote employee, consumer, and visitor safety.

- Oversee workplace violence prevention and security-related safety initiatives.

Emergency Management and Incident Command

- Serve as the organization's Emergency Management Coordinator.

- Maintain and oversee the Emergency Operations Plan (EOP).

- Coordinate emergency preparedness activities, disaster planning, response, recovery, and mitigation efforts.

- Maintain the Incident Command System (ICS) structure and coordinate emergency response activities.

- Coordinate responses to utility failures, severe weather events, natural disasters, public health emergencies, and other organizational emergencies.

- Ensure organizational readiness for emergency management surveys and reviews.

- Conduct annual hazard vulnerability assessments.

Life Safety, Environment of Care, and NFPA Compliance

- Oversee Life Safety Management activities across all facilities.

- Ensure compliance with applicable NFPA, fire code, life safety, CMS, CARF, AHCA, and other regulatory standards.

- Coordinate Interim Life Safety Measures (ILSM) for construction, renovation, and identified life safety deficiencies.

- Conduct life safety audits, inspections, and environmental risk assessments.

- Coordinate corrective action plans related to life safety findings.

- Maintain documentation and records required to demonstrate compliance with applicable codes and standards.

Security Management

- Direct organizational security management activities.

- Develop and maintain security policies, procedures, and emergency response protocols.

- Conduct security risk assessments and vulnerability evaluations.

- Coordinate security incident reviews and improvement initiatives.

- Partner with local law enforcement, fire rescue agencies, and emergency management officials as appropriate.

CARF Environment of Care Oversight

- Oversee implementation and monitoring of Environment of Care standards.

- Coordinate environmental rounding processes across all facilities.

- Monitor compliance with CARF Environment of Care requirements.

- Ensure documentation, reports, and corrective action plans support accreditation readiness.

- Partner with Building Services, Operations, and Program Leadership to address environmental concerns.

Safety Training and Education

- Oversee organizational safety education and competency programs.

- Manage physical intervention, restraint, and verbal de-escalation training programs, including CPI or equivalent programs.

- Ensure regulatory compliance related to safety training requirements.

- Coordinate fire safety, emergency preparedness, active threat response, workplace safety, and related educational programs.

- Monitor training completion and effectiveness.

Fire Safety and Drills

- Coordinate and monitor organizational fire and disaster drill programs.

- Ensure drills are conducted, documented, and evaluated as required.

- Analyze drill results and implement corrective actions.

- Coordinate fire prevention activities and fire safety education initiatives.

Regulatory and Building Safety Compliance

- Monitor regulatory updates affecting environment of care, life safety, emergency management, and workplace safety.

- Assist facility leadership in maintaining safe building environments.

- Participate in regulatory inspections, accreditation reviews, and life safety surveys.

- Develop corrective action plans related to environmental and safety findings.

- Maintain all required safety compliance records and reports.

Committee Leadership

- Chair the Safety Committee.

- Lead and facilitate the Environment of Care Committee.

- Coordinate Safety, Emergency Management, and Life Safety workgroups as assigned.

- Prepare reports, meeting minutes, dashboards, and performance measures for executive leadership and governing bodies.

- Participate in organizational committees as assigned.

RESPONSIBILITIES :

- Conduct environmental, safety, security, and life safety rounds throughout all facilities.

- Monitor and trend safety, security, environmental, drill, and emergency management data.

- Investigate environmental and safety occurrences and recommend corrective actions.

- Collaborate with Human Resources regarding workplace injuries, workers' compensation prevention strategies, return-to-work safety concerns, and employee safety education while HR retains responsibility for workers' compensation administration.

- Collaborate with the Director of Risk and Corporate Compliance regarding incidents, sentinel events, corrective action planning, survey readiness, and organizational risk reduction efforts while maintaining separate accountability for compliance investigations, grievances, liability claims, and enterprise risk management.

- Develop, review, and revise safety, emergency management, security, environment of care, and life safety policies and procedures.

- Assist with construction and renovation project reviews related to life safety requirements.

- Develop dashboards and reports related to safety performance.

- Coordinate vendor relationships associated with safety, security, fire protection, and emergency management services.

- Perform other duties as assigned.

Qualifications

KNOWLEDGE AND JOB SKILLS : Comprehensive knowledge of OSHA regulations, NFPA Life Safety Code requirements, CARF standards, CMS Conditions of Participation, emergency management principles, Incident Command System (ICS), security management, workplace violence prevention, environmental safety, construction life safety, utility management, and healthcare facility operations.

- Ability to analyze safety data, conduct inspections and audits, lead committees, develop corrective action plans, conduct training, manage emergency events, and communicate effectively with regulatory agencies, leadership teams, contractors, fire departments, and law enforcement agencies.

- Strong computer and reporting skills required.

PERSONAL QUALITIES: Highly organized, detail-oriented, collaborative, responsive, proactive, professional, and capable of maintaining composure during emergencies.

SPECIAL FACTORS : Must maintain ability to respond to organizational emergencies outside of normal business hours.

Participation in applicable professional organizations related to Safety, Emergency Management, Environment of Care, Security, and Life Safety is encouraged.

JUDGMENT/DECISION MAKING : Utilizes established corporate policies and procedures in making decisions. Uses sound judgment in meeting the responsibilities and performing the duties of the position.

EDUCATION & EXPERIENCE :

- Education: Bachelor's Degree in Safety Management, Emergency Management, Public Administration, Healthcare Administration, Engineering, Occupational Safety, Environmental Health, Facilities Management, or related field required. Master's Degree preferred.

- Certifications Preferred:

Certified Healthcare Safety Professional (CHSP)

- Certified Healthcare Emergency Professional (CHEP)

- Certified Healthcare Facility Manager (CHFM)

- Associate Safety Professional (ASP) or Certified Safety Professional (CSP)

- FEMA Incident Command Certifications (ICS 100, 200, 300, 400, 700, and 800)

- Experience: Five (5) years of progressively responsible experience in healthcare safety, emergency management, environment of care, facilities safety, security management, or regulatory compliance required. Minimum of three (3) years of leadership or management experience preferred. Experience with CARF, OSHA, NFPA, emergency preparedness, security management, and accreditation survey readiness required.

TRAINING & DEVELOPMENT : Completes all requirements according to Individual Training Plan within the first six months of hire and annually. Other training and/or professional development may be assigned due to evolution of programs.
