Worley is seeking an experienced Permit to Work (PTW) Coordinator to support the safe delivery of a Carbon Capture & Storage EPCm project based in Mold, Flintshire. Reporting to the Project HSE Manager, the role is a critical control of work function responsible for managing and coordinating the project-wide Permit to Work system and ensuring effective control of simultaneous operations (SIMOPS). The PTW Coordinator will work closely with construction teams, contractors, client representatives, and HSE personnel to ensure all work activities are properly authorized, coordinated, and executed safely throughout the construction and commissioning phases.

You will do:

·   Manage and administer the site-wide Permit to Work (PTW) system.

·   Maintain an effective PTW procedure aligned with project requirements and evolving site needs.

·   Coordinate and control SIMOPS activities across construction and commissioning work fronts.

·   Chair daily PTW/SIMOPS meetings to review, coordinate, and approve work activities.

·   Provide guidance and support to permit applicants, permit acceptors, and project stakeholders.

·   Ensure permits are appropriately reviewed, issued, authorised, monitored, and closed in accordance with project procedures.

·   Monitor compliance with permit conditions and PTW requirements across the site.

·   Verify risk assessments and Task-Based Risk Assessments (TBRA) are completed prior to work commencing.

·   Maintain PTW registers, permit records, SIMOPS boards, and associated documentation.

·   Identify and escalate PTW non-compliance issues and emerging risks to the Project HSE Manager.

·   Support coordination and approval of electrical, mechanical, and process isolations.

·   Generate PTW performance statistics and reporting, highlighting trends and improvement opportunities.

·   Deliver permit-to-work training and awareness sessions to project personnel.

·   Work collaboratively with contractors, vendors, client representatives, and project stakeholders to ensure safe execution of work.

·   Support the implementation and transition to digital PTW systems while maintaining operational integrity.

You’ll be able to/have:

·   NEBOSH General Certificate or equivalent qualification.

·   Minimum five years' experience within construction, industrial, energy, or other high-hazard environments.

·   Proven experience managing Permit to Work systems on large construction, EPC, or EPCm projects.

·   Strong understanding of control of work processes, isolation management, and SIMOPS coordination.

·   Experience in risk assessment and safe systems of work.

·   Knowledge of UK construction safety legislation and industry best practice.

·   Excellent communication, stakeholder engagement, and influencing skills.

·   Strong organisational skills with attention to detail and the ability to manage multiple priorities.

·   Proficiency with Microsoft Office and digital management systems.

·   Ability to remain calm and effective in a dynamic construction environment.

·   Experience with digital PTW platforms, CDM projects, HSE management systems, auditing, and NEBOSH Diploma qualifications would be advantageous.

·   Relevant CSCS card (or willingness to obtain one) desirable.

·   Ability to work full-time site-based and support project delivery during extended working hours where required.
