Job Description:

Parsons is seeking an exceptionally talented Program Fiscal Requirements Analyst to provide senior-level financial management, fiscal analysis, budget planning, and decision support for complex Department of Defense programs. The analyst will evaluate program fiscal requirements, develop multi-year budget strategies, analyze funding execution across multiple appropriations, and advise leadership on resource allocation, financial risks, and cost-saving opportunities.

The position supports the DoD Planning, Programming, Budgeting, and Execution process; prepares executive-level financial reports and briefings; conducts financial forecasting and cost-benefit analyses; supports audit readiness; and ensures compliance with federal financial regulations, appropriations law, and DoD fiscal policies. The successful candidate will lead complex assignments, evaluate program performance, provide expert recommendations to senior leadership, and coordinate across multiple project teams and stakeholders.

Key Responsibilities

- Analyze and validate program fiscal requirements, funding needs, resource requests, and execution plans.
- Develop multi-year budget strategies, spend plans, forecasts, and execution assessments.
- Support budget formulation, budget execution, reprogramming actions, and financial reviews.
- Analyze funding across multiple appropriations, programs, projects, and fiscal years.
- Conduct variance, trend, affordability, cost-benefit, and financial impact analyses.
- Prepare executive-level financial reports, budget exhibits, dashboards, briefings, and decision-support materials.
- Advise senior leadership and program managers on resource allocation, funding risks, execution issues, and cost-saving opportunities.
- Monitor program financial performance and recommend corrective actions for funding shortfalls, excess funds, or execution risks.
- Ensure compliance with federal financial management regulations, appropriations law, DoD fiscal policies, and internal controls.
- Support audit readiness, including documentation, evidence collection, audit responses, and corrective-action tracking.
- Coordinate with comptroller, program management, contracting, budget, accounting, and audit personnel.
- Lead major fiscal requirements analyses and manage multiple concurrent assignments.
- Supervise, mentor, and provide technical guidance to budget administrators and financial management staff, as applicable.
- Evaluate performance results and recommend changes that improve program efficiency, growth, and mission success.
- Represent the organization during budget reviews, program management reviews, audit engagements, and senior leadership meetings.

Required Qualifications

- Master’s degree with 10 years of relevant experience, or bachelor’s degree with 12 years of relevant experience.
- Demonstrated experience in DoD financial management, fiscal analysis, budget planning, or program resource management.
- Expert knowledge of DoD PPBE processes and federal financial management regulations.
- Experience managing fiscal requirements across multiple appropriations, funding streams, and fiscal years.
- Experience with budget formulation and execution, financial forecasting, variance analysis, cost-benefit analysis, and executive-level reporting.
- Experience supporting audit readiness, internal controls, compliance reviews, or financial remediation.
- Strong analytical, organizational, written, verbal, and presentation skills.
- Proficiency with Microsoft Office, particularly Excel, PowerPoint, and Word.
- Active TS/SCI w/Polygraph security clearance required.

Salary Range: $125,100.00 - $225,200.00
