Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.
In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.
We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.
Purpose
The ICT Specialist 2 – Digital & Data supports the delivery and effective use of ICT services within the assigned location, ensuring reliable and efficient service delivery. In addition, and in a supporting capacity, s/he assists the ICT Coordinator and/or ICT Manager with data analysis and reporting, automation and low code digital solution development in contributing to organizational efficiency and data-driven decision-making.
Accountabilities & functional responsibilities
- ICT Service Delivery: Diagnose and resolve incidents across the ICT service catalogue within agreed SLAs, ensuring minimal disruption to operations. This includes workplace and hardware deployment, user administration, shared responsibility for incident and request queues, and maintenance of hardware and asset inventory.
- Data Analytics & Business Intelligence: Develop and maintain BI dashboards, reports, and data models (e.g. Power BI, Fabric) to support requirements gathering, business analysis, and data-driven decision-making across the organization.
- Digital Solutions Development: Design, configure and deploy simple applications and automation tools (e.g. Power Apps, Power Automate) to streamline business processes and enhance operational efficiency.
- Stakeholder Support & Training: Provide guidance and basic training to end-users on new tools, dashboards, and applications to support effective use and adoption across teams.
- Documentation & Knowledge Management: Maintain clear technical documentation, process guides, and knowledge base articles to support continuity and knowledge transfer.

- Primary focus: ICT service delivery, technical support, and second-level user support.
- Supporting focus: Data, automation and digital solution work — indicatively up to approximately 40% of duties, with the exact balance subject to evolving business needs.
- Geographical remit: local or country level.

- Externally, interacts with local suppliers.
Certifications / Education required
- Bachelor’s degree in Computer Science/information Technology/related fields; candidates from other disciplines with relevant experience may be considered.
- Good command (spoken and written) of English, French an asset.
- Good practical ICT knowledge.
Professional experience required
- Proven troubleshooting and problem-solving skills.
- Experience in providing end-user support.
- Working knowledge of Business Analysis (BA) practices, including requirements gathering, data modeling, and translating business needs into technical solutions.
- Experience developing or configuring simple applications, workflow automations, or low-code/no-code digital solutions (e.g. Power Apps, Power Automate, or equivalent platforms).
- Experience with data visualization and Business Intelligence (BI) tools (e.g. Power BI, Fabric, or similar platforms) for reporting and dashboard creation.
- Experience contributing to the implementation or improvement of digital solutions within an ICT or business environment.
- Good understanding of data and digital literacy concepts, and the practical application of digital tools to support informed business decision-making.
- Ability to communicate technical concepts clearly to non-technical stakeholders and support user adoption of new tools.
