About this role

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Uganda is implementing its Strategic Note 2026-2030 in support of national priorities and global commitments on gender equality and women’s empowerment. In line with Uganda’s National Development Plan IV (NDP-IV), the Sustainable Development Goals (SDGs), and national commitments to end violence against women, girls and children, UN Women works with government institutions and other stakeholders to strengthen the availability and use of gender statistics for evidence-based planning, programming and accountability.

As part of these efforts, UN Women is supporting the Uganda Bureau of Statistics (UBOS) to undertake Uganda’s second Violence Against Children and Women Survey (VACWS) 2025/26. The survey is expected to generate nationally representative data on the prevalence, drivers, consequences and service responses related to violence against women and children. Building on previous violence surveys, the VACWS will provide critical evidence to inform policy development, resource allocation, programming and monitoring of national commitments on ending violence against women and girls (VAWG).

Beyond the VACWS, UN Women is supporting initiatives aimed at strengthening Citizen Generated Data (CGD), enhancing the production and use of gender-responsive administrative data, and improving reporting on gender-related SDG indicators. These efforts seek to strengthen Uganda’s data ecosystem by increasing the quality, accessibility and utilization of gender statistics across government institutions, civil society organizations and development partners.

The Consultant will report to the Team Lead, Ending Violence Against Women, and provide technical support to enhance the quality, comparability, documentation, dissemination, and use of gender statistics generated through the VACWS, citizen-generated data initiatives, and selected administrative data systems. The Consultant will also contribute to UN Women’s research, reporting, and knowledge-management efforts, ensuring that high-quality gender data informs policy and programming for gender equality and the elimination of violence against women and girls in Uganda.

Description of Responsibilities/ Scope of Work:

The consultant will complete the following specific tasks:

1. Contribute to UN Women’s coordination effort for this initiative and provide technical support in the integration of VAWG in the delivery of the national VACWS Survey 2026:

- Provide technical inputs to ensure that the survey methodology, instruments, indicator definitions, analysis plan and dissemination products adequately capture gender-related dimensions, inequalities, risk and protective factors, and relevant population characteristics;

- Work in collaboration with national partners/stakeholders and UN Women CO, to review and integrate the VAWG component in the VACW Survey Plan and Budget;

- Ensure that the VAWG survey Ethical Protocols and other ethical recommendations are addressed in the survey by engaging constantly in implementation processes;

- Review agreed survey instruments, indicator definitions, field manuals, quality-assurance procedures, tabulation plans, metadata and analytical outputs from a gender statistics perspective, within the governance and technical arrangements established for the survey;

- Ensure that all survey-related documents and deliverables are properly archived throughout the VACW survey process;

- Participate in all the Steering and Technical Committee meetings of the VACW survey;

- Document lessons learned, challenges, and good practices throughout the VACWS process to inform future execution of similar surveys.

2. Provide substantive technical support, to enable Uganda to scale development and institutionalization of the data ecosystem:

- Ensure that statistical products go beyond sex disaggregation by applying gender-relevant concepts, indicators and analytical approaches and by interpreting findings in relation to gender norms, inequalities and institutional conditions;

- Support the assessment, documentation, quality assurance and responsible use of selected citizen-generated data sources, including development of agreed criteria addressing relevance, accuracy, methodological transparency, timeliness, accessibility, comparability, privacy and fitness for intended use;

- Strengthen the capacity of national and non-state actors in CGD production and use of CGD.

- Support development and implementation of Citizen Generated Data (CGD) collection and use systems, ensuring data quality;

- Promote partnerships for increased collaboration and networking among government agencies, civil society organizations (CSOs), academia, and private sector actors to enhance CGD data sharing and uptake.

3. Provide technical support in strengthening the production and use of gender responsive administrative data for evidence-based policy formulation and decision making in the Justice, Law and Order agencies:

- Provide coordination support to the SDG5 and SDG16 custodian agencies’ contributions for the annual SDGs Report;

- Strengthen partnerships with data-producing UN agencies to enhance synergy and connections in the production and dissemination of sex-disaggregated data and gender statistics;

- Support the application of appropriate disaggregation by sex, age, disability status, geographic area, residence, socioeconomic characteristics and other nationally relevant characteristics, subject to sample design, data quality, confidentiality and statistical disclosure considerations;

- Participate in designated inter-agency and technical working groups on behalf of UN Women, as authorized, and provide concise records of decisions, commitments and required follow-up.

4. Support the preparation of UN Women’s data and statistics reports and related products:

- Prepare statistical work reports and inputs for UN Women’s progress and relevant reports;

- Contribute to capacity-building efforts by organizing training sessions and workshops on gender data and statistics work organized by UBOS and other agencies;

- Manage the development and dissemination of outreach and communications materials to enhance visibility and foster collaboration.

5. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Consultant’s Workplace and Official Travel:

This is a full-time, office-based position.

As part of this assignment, the consultant is expected to travel to gender data and statistics implementation agencies and selected areas as may be required. For approved missions related to the scope of work, travel arrangements will be arranged by UN Women in accordance with UN Women’s travel policy.

Functional Competencies:

- Ability to create, edit, and present information in clear and appealing formats;

- Excellent analytical and research skills with strong drive for results and capacity to work independently;

- Strong knowledge of the national statistical office, gender machinery, policies, legislation on GEWE, as well as the functioning of the statistical ecosystem and criminal justice system in Uganda;

Required Qualifications:

Education and Certification:

- Master’s degree (or equivalent) in statistics, economics, demography and relevant social science discipline, with a substantial quantitative component or a related field is required;

- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

- At least 2 years of progressively responsible work experience in data work and statistical analysis in a development policy and/or research context is required;

- Experience in data analysis, research and writing, including gender equality and women’s rights is required;

- Experience in monitoring and reporting on SGD indicators from a gender equality perspective is desirable;

- Experience in administrative data and CGD work is desirable;

- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required;

- Experience in working with UBOS, government institutions, UN agencies, academia, CSOs and development partners on institutional/flagship reports is desirable.

Language:

- Fluency in English is required;

- Knowledge of any other UN official language is an asset.
