Global Trade Import Manager

- The Global Trade Import Manager is responsible for establishing, managing, and continuously improving corporate import compliance programs for Bass Pro Shops, Cabela's, White River Marine Group, Tracker Marine Boat Center, and affiliated business units.
- Ensure compliance with U.S. Customs and Border Protection (CBP), Canada Border Services Agency (CBSA), and other Partner Government Agency (PGA) requirements related to imported merchandise, customs entries, product admissibility, classification, valuation, country of origin, trade agreements, duty programs, and supply chain security.
- Act as subject matter expert and support day-to-day import operational transactions, customs brokerage activity, entry accuracy, tariff classification, valuation, PGA requirements, customs holds, audit readiness, and regulatory change management.
- Oversee customs entry processes and ensure accurate and timely import declarations.
- Lead the development, implementation, and management of a first sale program, including vendor participation, documentation standards, transaction review, duty savings analysis, audit readiness, and ongoing compliance controls.
- Work with customs brokers, freight forwarders, carriers, merchants, product development, logistics, distribution, and other internal stakeholders to ensure product and shipment compliance.
- Resolve import holds, customs valuation issues, HS code challenges, PGA admissibility issues, documentation discrepancies, and other risk-related delays.
- Proactively identify potential import compliance risks and implement corrective actions.
- Lead tariff classification processes, including HTS, HS, PGA flagging, duty rates, free trade agreement eligibility, and supporting documentation.
- Support country-of-origin analysis, marking requirements, free trade agreement qualification, first sale eligibility, and duty savings opportunities.
- Monitor and interpret new customs and trade regulations and laws; communicate business impacts to senior leadership and develop procedural changes as required.
- Develop and maintain import compliance manuals, standard operating procedures, internal controls, and training materials.
- Lead import compliance audits, internal reviews, broker audits, post-entry reviews, first sale reviews, and corrective action processes.
- Maintain recordkeeping and document management processes related to import transactions, entries, rulings, audits, first sale documentation, and customs correspondence.
- Provide data analysis and reporting for import operations, compliance performance, customs activity, duty spend, first sale program performance, broker performance, and management visibility.
- Participate in broker evaluations, business reviews, service provider scorecards, and performance improvement activities.
- Lead the development and implementation of import compliance systems, tools, controls, and reporting processes to support BPS, Cabela's, ARG, WRMG, and TMBC.
- Support C-TPAT, ISA, and other supply chain security or trusted trader programs.
- Actively participate in industry groups and trade associations.
- Motivate, guide, and lead Global Trade Compliance associates, analysts, or specialists supporting import operations, including development, training, coaching, and reviews.
- This position may require domestic and international travel.

QUANTITATIVE DIMENSIONS:

- The Global Trade Import Manager assists in the management of approximately 6,000 containers and $315 million in merchandise imported annually. This position will assist in managing U.S. and Canada entries roughly totaling 9,000 that are subject to customs review and audit. This role will also support duty optimization initiatives, including the development, implementation, management, monitoring, and audit readiness of a first sale program. This position will work under general direction with the latitude for independent judgement and the ability to make sound decisions as well as being accountable for those decisions. This position will have elevated knowledge of CBP, CBSA, C-TPAT, ISA, HS/HTS classification, customs valuation, country of origin, trade agreements, first sale, PGA requirements, broker management, customs audits, and other international regulatory requirements.

EDUCATION, CERTIFICATION AND LICENSES

- This position requires knowledge of global logistics and vast knowledge of government regulations and compliance and 7 or more years of on-the-job application.
- U.S. Customs Broker License is preferred or the ability to obtain one within the first two years in the position.
- Certified Customs Specialist, Certified Export Specialist, or other trade compliance certification is a plus.
- A valid passport and driver's license are required.

EXPERIENCE

- Minimum 7 years of experience in an import compliance, global trade compliance, customs brokerage, logistics, or international trade environment including 3 years in a supervisory position.
- Knowledge of supply chain operations, including warehousing, transportation, customs brokerage, freight forwarding, and movement of freight internationally.
- Strong working knowledge of CBP, CBSA, PGA requirements, customs valuation, HTS/HS classification, country of origin, trade agreements, duty programs, first sale programs, and import documentation.
- Skilled knowledge of C-TPAT, ISA, broker management, customs audits, import internal controls, and duty optimization programs.
- Experience supporting high-volume container imports, retail distribution, regulated merchandise, marine products, cross-border Canada activity, or first sale program administration preferred.
- Excellent written and oral communication skills.
- Analytical ability to gather, interpret, and communicate complex trade compliance information.
- Familiarity with AS400, JDA, Microsoft Office, customs brokerage systems, and trade compliance systems preferred.
- A self-starter with the ability to meet or exceed deadlines, multi-task, and maintain flexibility in a fast-paced changing environment.
- Capacity to interpret, understand, and ensure Bass Pro's compliance with complex regulatory documents.
- Capability to establish working relationships with associates at all levels, service providers, and government agencies.
