MANTECH seeks a motivated, career and customer-oriented Management Specialist II to join our team . This is a remote position.
The Management Specialist II will work in support of the Army Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center, Research and Technology Integration Directorate (RTI) under the Technology Insertion Transformation Unified Services (TITUS) contract. The Management Specialist II serves as a vital operational anchor, providing program administration, personnel logistics, and security support.
Responsibilities include but are not limited to:
- Procurement and Financial Management: Direct the end-to-end procurement process for program requirements. Evaluate vendor proposals, conduct market and cost-benefit analyses, author justification packages for the Contracting Officer's Representative (COR), and manage high-value Other Direct Costs (ODCs)—such as IT equipment for critical infrastructure projects.
- Property and Asset Control: Formulate, implement, and enforce Government Furnished Property (GFP) management policies across multiple teams/portfolios. Conduct compliance audits, analyze tracking metrics, and resolve complex asset discrepancies to maintain strict adherence to federal and contract standards.
- Strategic Data Analysis and Reporting: Synthesize and analyze operational, logistical, and program data. Author and support executive-level briefings and reporting deliverables for senior leadership and government stakeholders.
- Security and Clearance Tracking: Maintain active personnel security management for 150+ staff members, support the processing of visit requests, Common Access Card (CAC) issuances/renewals, and continuous security clearance tracking.
- Communication: Maintain responsive, cross-functional communication with internal leadership, external partners, and government representatives.
Minimum Qualifications:
- High School Diploma or GED.
- Must have the ability to obtain and maintain a Secret Clearance prior to starting this position.
- Minimum three years’ experience analyzing, managing, and optimizing program administration, personnel logistics, and government program operations.
- Proven ability to exercise independent judgment and discretion on matters of significance, prioritize competing operational demands, and adapt strategy to shifting program priorities in high-compliance environments.
- Advanced proficiency with Microsoft Office Suite and Google Workspace for data analysis and executive reporting.
Preferred Qualifications:
- Active Secret Clearance.
- Prior experience managing the end-to-end procurement lifecycle and tracking large-scale Other Direct Costs (ODCs) for IT equipment or network modernization projects.
- Demonstrated background developing and enforcing Government Furnished Property (GFP) tracking policies and audit controls.
- Hands-on experience managing personnel security administration tasks (visit requests, CAC processing, clearance tracking).
Clearance Requirements:
- Must be a US Citizen.
- Must have the ability to obtain and maintain a Secret Clearance prior to starting this position.
Physical Requirements:
- Ability to remain in a stationary position (seated or standing) for prolonged periods (up to 8 hours per day) while operating standard office computer equipment.
- Must maintain a dedicated, secure home workspace free from distraction, with reliable high-speed internet access.
- Must be able to continuously communicate, exchange information, and collaborate effectively with team members via video conferencing, chat platforms, and phone calls.
- Ability to visually inspect, process, and review detailed electronic documents, contract files, and spreadsheets on a computer screen for extended periods.
The projected compensation range for this position is $47,900.00-$79,200.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
