Job Description:
JOB SUMMARY
- Responsible for all inmate services encompassing Program oversight, Support Services Management, Policy and Compliance, Transition and Re-entry. Programs include but are not limited to educational, vocational, religious, and substance abuse treatment programs.
- Incumbent supervises staff that include treatment specialists, classifcation specialists, case managers, and inmate service coordinators, alongside contracted medical, food service and chapalain vendors.
- Coordinates community work programs and release planning to support successful rehabilitation and societal reintegration.
- Responsible for implementation of institutional rules, ensuring treatment and care align with legal standards, court mandates, Department of Corrections and PA Code, Chapter 95, Title 37guidelines.
- Provides coordination with other criminal justice agencies and personnel to establish pre-trial, pre-release, or reentry criteria.
- Assists Warden with facility operations, budget planning, staff meetings, and acts as the acting administrator during Warden’s absence.

REPORTING RELATIONSHIPS
- This position reports directly to the Warden. Supervisory responsibilities include, Re-entry Manager, Work Release Program Manager and Treatment Program Manager.
ESSENTIAL JOB FUNCTIONS
- Coordinate the planning, development and implementation of policies/procedures related to the scope of professional program services: inmate classification; general and specialized counseling; drug and alcohol programs; internal and community work programs; reentry services and programs; all volunteer programs conducted; all religious, medical, dental, mental health dietary, and contracted for, or otherwise provided to the inmates.
- On an ongoing basis, initiate, review and implement policies and procedures needed to ensure compliance with established correctional standards for inmate treatment services that include but are not limited to Pennsylvania Code Title 37, meeting operational standards for county prisons and National Commission on Correctional Health Standards.
- Provide input, review and implementation of policies and procedures to ensure compliance with established correctional standards for Prison operations that include but are not limited to Pennsylvania Code Title 37, meeting operational standards for county prisons.
- Maintain established working relationships with law enforcement and County agencies including but not limited to public defenders, court, probation / parole, community-based groups and other similar offices and agencies.
- Supervises and coordinates medical, mental health and dental treatment/services with the security department to ensure operational safety.
- Oversight of the inmate trustee work programs, including but not limited to, internal and community work programs, dietary service, laundry. facilities management workers, and other inmate work assignments.
- Oversight of the Prison’s chaplaincy program ensuring compliance with Department of Corrections guidelines.
- Coordinate all community volunteer programs and staff at the prison ensuring operational guidelines are met.
- Conduct periodic audits and inspections on the contracted medical service providers to ensure contract compliance is maintained.
- Supervision and oversight of treatment staff to include employee relations, attendance, performance, evaluations and discipline.
- Ensure accurate and timely dissemination of policy, procedures, and information to staff. Conduct regular department meetings with program service staff.
- Provide reoccurring statistical data for monthly, bi-annual and annual requirements.
- Responsible for compliance with PA Code Chapter 95, Title 37 requirements. Serve as Treatment Services point of contact for DOC related inspections.
- Prepares the preliminary annual budget for the Inmates Services and treatment related programs. Oversight of the respective budget to ensure proper use of funds.
- Participate in Prison Administration meetings and training as directed.
- Stay abreast of current law, policies and guidelines.
- Serve as on call Prison Administrator in coordination with Warden’s directive.
OTHER SPECIFIC TASKS OR DUTIES
- Performs other assignments and duties as the Warden may deem appropriate.
- Assists the Warden with facility operations, staff meetings, and acts as the acting administrator during the Warden’s absence.
MINIMUM QUALIFICATIONS
- Bachelor of Science or Arts Degree in Administration of Justice or related field plus five years supervisory training and experience, or an equivalent combination of experience and training. Masters Degree preferred
- Possess a working knowledge of program objectives, policies, correctional laws, applicable court orders, procedures, and requirements for managing a secure correctional facility as demonstrated by having a combination of relevant work, education and research experience. Exceptions may be made concerning supervisory experience if the candidate clearly demonstrates the ability to supervise the proper administration of a correctional/detention facility of a substantial number of incarcerated persons.
- Must be mature, flexible, intellectually alert, able to command the respect and confidence of incarcerated persons and staff, and philosophically committed to the objectives of the facility.
KNOWLEDGE, SKILLS AND ABILITIES
- Must be able to speak and understand the English language in an understandable manner and in order to carry out essential job duties.
- Must possess good communication and interpersonal skills.
- Must possess ability to function independently, have flexibility and the ability to work effectively with general public, prisoners, staff and others.
- Must possess ability to maintain confidentiality in regard to client information and records.
- Must possess some technical knowledge of operating personal computers, and other office equipment with accuracy and reasonable speed.
- Must possess ability to overcome and safely control aggressive individuals.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT
- Standard jail facility and office environment.
- Incumbent performs duties in a jail facility which may involves sitting and walking at will,
- Walking/standing and/or sitting for long periods,
- Lifting/ carrying heavy objects, crouching/kneeling, bending at the waist,
- Requires very coordinated dexterity of fingers/hands; arms/legs/torso as necessary to carry out job duties.
- Must be able to react quickly physically and mentally in the event of a disturbance or physical outbreak.
- Must have agility to be able to move frequently throughout the workday
- Close and far vision, reaching, handling/ grasping/fingering objects, hearing sounds/communication.
- Incumbent is frequently exposed to the hazards associated with jail operations, such as potentially violent individuals and communicable disease.
