The Project:
Mace, as part of MPA delivery partner joint venture of Mace-Parsons-Arcadis, have been selected as the Gateway Development Commissions partners of choice to support the GDC across the Gateway Program in New York, inclusive of the Hudson Tunnel Project.
The busiest rail connection between New York, New Jersey, and the Northeast Corridor, the Hudson Tunnel Project will improve capacity, reliability, and resiliency of commuter and intercity rail transit serving 800,000 daily passengers from Washington, D.C. to New York and New England. A milestone project supported by the bipartisan Infrastructure Investment and Jobs Act (IIJA), the project is slated to receive nearly $12 billion in federal funding, the largest investment in a mass transit project in modern history.
You’ll Be Responsible For:
- Support implementation and oversight of applicable FTA Buy America and BABA requirements, federal regulations, contract requirements, and project procedures.
- Review contractor and subcontractor processes to verify that federal requirements are incorporated into procurement, sourcing, manufacturing, fabrication, delivery, and construction activities.
- Review Bills of Materials Lists (BMLs) and supporting documentation for completeness, consistency, traceability, and domestic sourcing.
- Verify supporting documentation such as manufacturer certifications, supplier information, origin documentation, and other required records.
- Monitor applicable waivers, including non-availability and de minimis provisions, and identify items requiring further review or corrective action.
- Track compliance status and escalate potential or confirmed non-compliance to the Quality Manager.
- Conduct audits, surveillance, and document reviews of contractors, subcontractors, suppliers, manufacturers, and testing agencies.
- Verify implementation of approved Quality Management Plans, Quality Control Plans, inspection procedures, and federal compliance processes.
- Review inspection, testing, procurement, fabrication, and material acceptance records for compliance and objective evidence.
- Document audit findings, deficiencies, observations, and opportunities for improvement.
- Monitor corrective and preventive actions through completion.
- Perform field surveillance, as assigned, to verify materials and construction activities are consistent with approved documentation and project requirements.
- Verify material traceability from approved source through delivery and incorporation into the project.
- Review material certifications, mill test reports, certificates of compliance, manufacturer documentation, and related quality records.
- Coordinate with inspection and testing personnel to confirm required records are complete and properly maintained.
- Maintain accurate, systematic, and retrievable quality and federal compliance records.
- Maintain compliance matrices, BML tracking logs, audit records, certifications, correspondence, and corrective action documentation.
- Identify and document nonconforming materials, processes, or documentation and support preparation of NCRs and deficiency reports.
- Prepare periodic quality and compliance status reports, including outstanding actions and identified risks.
- Support preparation of documentation required for project acceptance, closeout, and federal oversight.
- Support preparation for and response to FTA, federal, owner, and project audits and oversight reviews.
- Assist with responses to FTA information requests, findings, and corrective actions.
- Participate in quality meetings, audits, procurement reviews, technical discussions, and compliance coordination meetings.
- Coordinate with GDC Delivery, contractors, subcontractors, suppliers, testing agencies, and other stakeholders to promote consistent implementation of requirements.
- Assist with training and communication regarding FTA, Buy America/BABA, and project quality requirements.
You’ll need to have:
- Bachelor’s degree in Civil Engineering, Construction Management, Engineering Technology, Quality Management, or related field preferred.
- Minimum 3-5 years of experience in quality assurance, construction quality, federal compliance, or construction management on major infrastructure or transportation projects.
- Experience with federally funded transportation projects and FTA, Buy America, BABA, or FRA requirements preferred.
- Experience conducting audits, document reviews, quality surveillance, or compliance assessments preferred.
- Working knowledge of Quality Assurance/Quality Control principles and construction quality management systems.
- Working knowledge of FTA Buy America requirements and BABA, including applicable domestic preference requirements and waiver processes.
- Familiarity with 49 U.S.C. § 5323(j) and applicable FTA requirements.
- Ability to review BMLs and supporting domestic sourcing, manufacturing, and material documentation.
- Knowledge of material traceability, supplier/manufacturer documentation, NCRs, corrective actions, and quality records.
- Proficiency with Microsoft Office and electronic document management systems.
- Strong attention to detail, organization, and documentation skills.
- Ability to identify compliance gaps and inconsistencies and effectively communicate findings.
- Ability to work independently and collaboratively with contractors, engineers, project management, and stakeholders.
- Proactive approach to identifying and addressing quality and federal compliance risks.
- Commitment to quality, safety, accountability, and continuous improvement.
- Experience with major transit, rail, tunnel, or transportation infrastructure projects.
- Direct experience supporting FTA-funded projects and federal oversight/audits.
- Experience developing or implementing Buy America/BABA compliance procedures, matrices, or tracking systems.
- Quality or construction-related certifications are a plus.
Note: The estimated starting salary for this position is $150k. Starting salary may vary based on permissible, non-discriminatory factors such as experience, skills and qualifications.
