<b>Overview</b><br><p>Microsoft is seeking a <strong>Chief Technology Officer</strong> for the US Federal Civilian business, including US Tribal Nations. The Chief Technology Officer serves as the senior technology executive for the business, translating emerging technologies, customer priorities, market dynamics, and Microsoft capabilities into actionable strategy for the business and its most strategic accounts.</p><p> </p><p>Working across Microsoft leadership, account teams, product and engineering groups, partners, and senior government executives, the Chief Technology Officer shapes Microsoft's most strategic Civilian engagements, guides use of the product portfolio, develops the Federal partner ecosystem, leads complex escalations and creates a framework of technical adoption that can be scaled by account aligned technical resources.</p><p> </p><p>The successful candidate will be a technologist, strategist, customer advocate, partner leader, and business executive, equally at ease discussing enterprise architecture with engineers, mission priorities with a government CIO, account strategy with sales leadership, partner solutions with a systems integrator, and product requirements with Microsoft engineering. Above all, the Chief Technology Officer will connect what Federal Civilian customers need, what Microsoft and its partners can deliver today, what Microsoft should build next, and how technical differentiation becomes customer outcomes, platform adoption, and sustainable growth.</p><br><br><b>Responsibilities</b><br><h2>Business, Market, and Technology Strategy</h2><ul><li>Provide strategic technology leadership for the Civilian and Tribal Nations business, ensuring customer mission priorities, competitive dynamics, and emerging technologies inform business, investment, and go-to-market decisions.</li><li>Represent the Civilian business in Federal and USPSI strategy development, and translate broader Microsoft priorities into actionable Civilian strategies</li><li>Partner with account teams and customer executives to shape account-level technology and business strategy for Microsoft's most strategic Civilian customers and pursuits measured by growth and wins across the business.</li><li>Provide Civilian leadership with a clear point of view on technology shifts on new and emerging technology, customer adoption signals, competitive developments, product risks, and areas where Microsoft should invest or change direction.</li></ul><p> </p><h2>Customer and Executive Engagement</h2><ul><li>Serve as a trusted technology advisor to senior Federal leaders, including CIOs, CTOs, CISOs, CDOs, CAIOs, acquisition executives, and mission leaders.</li><li>Guide customers in translating mission and modernization objectives into practical technology strategies, architectures, and transformation initiatives, particularly where the challenge spans multiple Microsoft technologies, engineering organizations, or partners.</li><li>Serve as Technology Lead for major pursuits, enterprise transformations, strategic renewals, and significant escalations, balancing mission requirements, engineering realities, compliance obligations, and business considerations while preserving long-term customer trust.</li><li>Represent Microsoft as an external technology voice at customer forums, government technology events, industry conferences, and executive briefings.</li></ul><p> </p><h2>Technology Portfolio and Government Cloud Leadership</h2><ul><li>Maintain an integrated view of the Microsoft portfolio as it applies to Federal Civilian missions, spanning cloud and hybrid infrastructure, cybersecurity and identity, AI, data, application modernization, contact center, business applications, and collaboration.</li><li>Guide customers and account teams through architectural tradeoffs, product dependencies, service limitations, and emerging capabilities across commercial and government cloud environments.</li><li>Apply Federal cybersecurity, compliance, and authorization requirements, including NIST SP 800-53 and 800-171, CUI protection, Authority to Operate, and data sovereignty, to strategy, architecture, and product adoption, engaging specialized expertise where required.</li><li>Identify repeatable technology patterns, solutions, and engagement models for application across Civilian accounts.</li></ul><p> </p><h2>Product and Engineering Influence</h2><ul><li>Serve as the principal connection between the Federal Civilian market and Microsoft product and engineering organizations.</li><li>Aggregate customer, partner, and field feedback into systemic product gaps, roadmap priorities, and adoption barriers, prioritized by mission impact, growth potential, and competitive significance.</li><li>Ensure clear, credible, and consistent communication regarding product capabilities, roadmap direction, limitations, and dependencies.</li></ul><p> </p><h2>Federal Partner and Ecosystem Strategy</h2><ul><li>Develop and execute an end-to-end Civilian  partner engagement strategy aligned to the business's technology priorities and growth objectives.</li><li>Build executive and technical relationships with Federal systems integrators, solution providers, independent software vendors, and small businesses that influence customer technology decisions and mission outcomes.</li><li>Ensure priority partners incorporate Microsoft's latest cloud, AI, security, data, and application capabilities into their solutions, reference architectures, managed services, and go-to-market strategies.</li><li>Bring partner requirements, technical barriers, and competitive intelligence back to the business and to product and engineering, and evaluate partner engagement by technical capability, platform adoption, and contribution to growth.</li></ul><p> </p><h2>Technical Community Leadership</h2><ul><li>Provide strategic direction, mentorship, and practical frameworks and messaging to architects, technology strategists, specialists, and customer success teams, developing leaders who operate effectively with senior government executives, partners, and Microsoft engineering.</li><li>Share customer insights, reusable architectures, competitive intelligence, and lessons learned across teams, and align account, technical, partner, and business teams around the Civilian technology agenda.</li><li>Foster a culture of customer advocacy, technical excellence, collaboration, inclusion, and continuous learning, leading through influence across a large and highly matrixed organization.</li></ul><br><br><b>Qualifications</b><br><h1><span style="font-size: 12.0pt;">Required Qualifications:</span></h1><ul><li>Bachelor's Degree AND 10+ years experience working in an industry (e.g., financial services, retail, manufacturing, healthcare, energy, government, education, technology) and/or driving digital transformation<ul><li>OR Master's Degree AND 9+ years experience working in an industry (e.g., financial services, retail, manufacturing, healthcare, energy, government, education, technology) and/or driving digital transformation</li><li>OR 13+ years experience in working in an industry (e.g., financial services, retail, manufacturing, healthcare, energy, government, education, technology) and/or driving digital transformation</li><li>OR equivalent experience.</li></ul></li><li>6+ years experience making recommendations to and/or collaborating with mid-to-senior level executives.</li><li>8+ years experience closing large, complex agreements/deals.</li></ul><h1><span style="font-size: 12.0pt;">Other Requirements:</span></h1><p><strong>Security Clearance Requirements:</strong> Candidates must be able to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings: </p><ul style="list-style-type: disc;"><li>The successful candidate must have an active <strong>U.S. Government Secret Security Clearance</strong>.  Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. Failure to maintain or obtain the appropriate clearance and/or customer screening requirements may result in employment action up to and including termination.</li><li><strong>Clearance Verification</strong>: This position requires successful verification of the stated security clearance to meet federal government customer requirements. You will be asked to provide clearance verification information prior to an offer of employment.    </li><li><strong>Microsoft Cloud Background Check</strong>: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.   </li><li><span dir="ltr"><strong>Citizenship &amp; Citizenship Verification:</strong> This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. To meet this legal requirement, citizenship will be verified via a valid passport, or other approved documents, or verified US government Clearance</span> </li></ul><h1><span style="font-size: 12.0pt;">Preferred Qualifications</span></h1><ul><li>10+ years of experience in enterprise technology, technology strategy, architecture, engineering, consulting, or technical sales, including 5+ years working with or supporting the US Federal Government with significant Federal Civilian exposure.</li><li>Experience advising senior government or enterprise executives, including CIO, CTO, CISO, CDO, CAIO, mission, and acquisition leaders, on complex technology and transformation decisions.</li><li>Broad technical expertise across cloud and hybrid infrastructure, cybersecurity and identity, AI, data, and application modernization, with the ability to evaluate complex architectures spanning commercial cloud, government cloud, and hybrid environments.</li><li>Demonstrated experience translating customer mission objectives into technology strategy, and technology trends into executable customer and business strategies for large, complex government or enterprise accounts.</li><li>Working knowledge of the Federal cybersecurity, compliance, and government cloud environment, including FedRAMP, FISMA, NIST SP 800-53 and 800-171, CUI protection, FIPS, DFARS, and Authority to Operate processes.</li><li>Demonstrated experience developing technology and go-to-market strategies with Federal systems integrators, solution providers, independent software vendors, and strategic technology partners.</li><li>Demonstrated ability to lead through influence rather than direct authority, to navigate complex escalations and competing priorities while maintaining executive trust, and to communicate complex technical concepts to technical and non-technical audiences.</li><li>15+ years of Federal technology industry experience, including service as a CTO, Chief Architect, or comparable senior technical leader, and experience shaping major public-sector transformations, strategic pursuits, or enterprise agreements.</li><li>Deep knowledge of Microsoft Azure including it’s data and cyber services, Microsoft 365, Microsoft Security, Microsoft Copilot and AI platforms, Dynamics 365, Power Platform, GitHub, and associated data and application development platforms.</li><li>Established credibility as a technology leader through executive engagements, industry forums, public speaking, or publications, and a record of influencing product strategy or government cloud roadmaps.</li><li>Bachelor's degree in Computer Science, Engineering, Information Technology, Business, or a related field, or equivalent professional experience. </li><li>Master’s or Ph.D level program completion in related field.</li><li>Top Secret clearance preferred.</li></ul><p> </p> <br><br><p>Strategic Account Management IC5 - The typical base pay range for this role across the U.S. is USD $133,000 - $222,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $170,300 - $239,800 per year. </p><p></p> <p>Certain roles may be eligible for benefits and other compensation.
