About The Role:
Precision Development (PxD) is seeking a Program Manager to support the delivery and scale-up of PxD's Weather initiative in Ethiopia, with a particular focus on government relations and coordination across the channels used to deliver weather and climate information to farmers.
You will build and maintain strong relationships with relevant government institutions and partners, and coordinate closely with PxD's research, technology, program, and country teams to ensure the effective delivery of weather initiatives. You will also play a central role in aligning the different channels through which weather information and advisory services reach farmers — ensuring consistency across partners, content, timelines, and implementation activities.
This is a chance to help farmers get the timely weather information they need to make better decisions on the ground, at a moment when Ethiopia's Weather initiative is growing and taking on new partners and channels.

Responsibilities:

Government Relations & Partnerships
- Build and maintain strong working relationships with government institutions and partners involved in weather and climate information services, serving as a key point of contact for government engagement on PxD's Weather initiatives.
- Coordinate with government stakeholders to support implementation, alignment, approvals, and scale-up of weather-related activities, and identify opportunities to integrate weather advisory services into relevant government systems.
- Represent PxD in government meetings, technical working groups, workshops, conferences, and other external forums.
Channel Coordination & Program Delivery
- Coordinate across the different channels used to deliver weather information and advisory services, working closely with program, research, technology, and content teams on channel-specific activities and deliverables.
- Support the planning, development, testing, and rollout of weather information and advisory services across relevant channels.
- Maintain clear implementation plans, timelines, and responsibilities across government and channel coordination activities, monitoring progress and proactively addressing challenges and risks.
Stakeholder Engagement & Communication
- Coordinate meetings, workshops, trainings, demonstrations, and other stakeholder engagement activities with government and implementation partners.
- Prepare briefing materials, presentations, updates, and reports for government and external stakeholders, and support knowledge-sharing between Ethiopia and global PxD teams.
- Work closely with the Country Director and relevant colleagues to ensure government engagement aligns with country priorities and organizational objectives.
Program Learning, Monitoring & Adaptation
- Support strategies to increase the reach, use, and effectiveness of weather information services, incorporating user feedback, evidence, and learning into channel and program improvements.
- Track program and channel performance indicators, support teams in using data to inform implementation decisions, and document stakeholder engagement, decisions, and lessons learned.
Reporting & Organizational Contribution
- Contribute to project reports, donor updates, funding proposals, and other documentation.
- Support other program activities related to the Weather portfolio as required.
What You'll Bring:
The ideal candidate will have:
- Master's degree in development studies, economics, agricultural economics, public policy, agriculture, environmental or climate science, communications, or a related field.
- Significant professional experience in program management, government relations, or stakeholder/partnership management, including demonstrated experience working directly with government institutions in Ethiopia.
- Strong understanding of government structures, processes, and stakeholder engagement in Ethiopia.
- Experience coordinating programs involving multiple stakeholders, partners, and delivery channels; experience in agriculture, weather, climate, or digital development is an advantage.
- Strong relationship-building, negotiation, and facilitation skills, with the ability to work effectively with government officials and institutional partners.
- Strong project coordination skills, including work planning, tracking deliverables, and managing timelines across multiple workstreams.
- Ability to communicate complex information clearly to technical and non-technical audiences, in both English and Amharic (fluency in Amharic required).
- Strong organizational skills and attention to detail, with the ability to work independently while collaborating across multidisciplinary, international teams.
- Ability and willingness to travel within Ethiopia as required.
