STV Pennsylvania is seeking a Regional CM&I Manager for Central and Western PA
STV’s Construction Management and Inspection (CM&I) group is experiencing significant growth and is seeking an experienced Regional CM&I Manager to manage and grow our highway, bridge, and rail CM&I practice in central and western PA. This individual should be well-versed in bridge and highway construction practices, with transit and rail experience, and/or water/wastewater experience as a plus. The candidate for this position should have experience working on projects across multiple public agencies, including the various PennDOT Districts and Central Office Bureaus including the Bureau of Public Transportation (BPT), as well as the PA Turnpike Commission, City Agencies in Pittsburgh, Harrisburg, Erie, etc., County agencies across Central and/or Western PA. This individual must also have business relationships with these agencies, be experienced with business development, oral presentations, and preparing technical and cost proposals. They must be knowledgeable with project finances, able to assist in evaluating project risks, review client agreements, terms and conditions, and assist in preparing subconsultant contracts.
Responsibilities include, but are not limited to:
- Overall management and growth of central and western PA CM&I practice.
- Responsible for developing technical and cost proposals.
- Leading a team of resident engineers, construction inspectors, and on-site teams.
- Promoting and enforcing a culture of safety and providing guidance to field teams.
- Participating in executive level project meetings with clients.
- Confirm that document control measures and communication protocols are properly implemented.
- Developing and monitoring KPI’s to track project performance, risk, and trends.
- Forecasting staffing levels to effectively support construction oversight.
- Development and long-term training of CM&I personnel.
Minimum Required Skills & Relevant Experience:
- Bachelor’s degree in civil, structural engineering or construction management.
- Minimum 10 years of project/construction management experience on transportation projects.
- Field experience on complex bridges, highway reconstruction, and rail projects.
- Licensed professional engineer in Pennsylvania.
- Experience with business development and preparing technical and cost proposals.
- Possess strong written and oral communication skills and ability to multi-task.
- Construction management software experience (PennDOT PPCC, Kahua, CapEx, FACS, Site Manager, Buzzsaw, etc.).
- Be familiar with PennDOT and other client training requirements
- Possess OSHA 30 or ability to obtain.
Compensation Range:
$124,726.29 - $142,544.33
