The HR Analyst (Payroll) supports delivering accurate, timely, compliant, and consistent HR operations. The role is responsible for day-to-day payroll processing, HRIS and data maintenance, employee lifecycle administration, reporting, documentation, and service support, and escalates complex or higher-risk matters to the HR Manager, Operations.

The San Francisco-Marin Food Banks mission is to end hunger in San Francisco and Marin counties. We envision a community free of the root causes of hunger, where everyone has access to nutritious food of their choosing and is uplifted by a network of support.

Together with more than 300 community partners, we work to address hunger head-on through a coordinated network of neighborhood food pantries, CalFresh enrollment, home-delivered groceries, and policy and advocacy efforts. We work with our community to provide food for people facing hunger today while working to end the hunger of tomorrow. What You Would Be Accountable for:

The HR Analyst is accountable for the following key pieces of work:

- Process accurate and timely semi-monthly payroll and maintain related payroll records, reconciliations, and reporting.

- Maintain accurate HRIS, employee, position, and organizational data and support routine audits, reporting, and system administration.

- Provide responsive operational support throughout the employee lifecycle and maintain HR procedures, resources, and service metrics.

What You Would Be Doing Right Now:

HR Operations Delivery and Employee Lifecycle Support

- Process employee lifecycle transactions, including onboarding, job changes, transfers, promotions, leaves, and offboarding, in accordance with established workflows and approval requirements.

- Maintain complete and accurate employee records, forms, checklists, and supporting documentation.

- Respond to routine employee and manager inquiries, track service requests, and escalate complex, sensitive, or policy-related matters to the HR Manager, Operations.

Payroll Processing

- Process accurate and timely semi-monthly payroll for SFMFB staff, including payroll preparation, review support, submission, and post-payroll reporting.

- Research and resolve routine payroll issues and discrepancies and escalate complex exceptions to the HR Manager, Operations.

- Maintain and update payroll and employee data in the HRIS, including new hires, conversions, promotions, merit increases, and annual union increases.

- Process union dues and delinquent dues uploads for semi-monthly payroll and maintain supporting records.

- Prepare monthly payroll-related updates for the Union and Shop Stewards for review, as needed.

- Process and maintain leave-of-absence payments in coordination with the appropriate PC&E team members.

- Process garnishment orders through the dedicated garnishment team in Paycom.

- Produce final checks and approved off-cycle checks in accordance with established procedures and approval requirements.

- Respond to routine Paycom and payroll inquiries, track issues and trends, and escalate system or compliance concerns to the HR Manager, Operations.

- Maintain and distribute annual payroll and holiday schedules.

- Support annual and periodic payroll reporting and audits, including workers

- compensation, Healthy SF/HCSO, W-2, ACA, and other required reporting.

HRIS Reporting, Systems, and Data Management

- Support HRIS testing, training, configuration, documentation, and system updates under the direction of the HR Manager, Operations.

- Develop and maintain standard and custom reports within the HRIS and payroll systems to support operational and data-informed decision-making.

- Maintain the HRIS database and conduct routine audits to support the confidentiality, integrity, and accuracy of employee data.

- Maintain internal and external organizational charts and position data, including department and reporting structures.

- Prepare and support with HR reporting, audits, and surveys

- Prepare workforce reports and HR analytics and flag trends or data concerns for review by the HR Manager, Operations.

- Provide administration and reporting support across HR systems, including the ATS and HR ticketing platform.

- Process employment verification requests in accordance with established procedures.

- Maintain and support the HR ticketing system, including reporting, user support, and training as needed.

- Maintain and update the PC&E site, forms, resources, and operational content.

- Complete other HRIS, reporting, and data-maintenance assignments as needed.

What Else You Should Know:

REQUIRED EXPERIENCE:

- 3+ years of relevant experience in payroll, HR operations, HRIS, or human resources administration.

PREFERRED EXPERIENCE:

- Experience using and supporting Paycom or a comparable HRIS is preferred.

- Experience working with detailed and complex data sets in a unionized, nonprofit, or regulated environment is highly desired.

KEY KNOWLEDGE, SKILLS, & ABILITIES:

- Strong Microsoft Excel, data-entry, data-retrieval, reconciliation, reporting, documentation, and customer-service skills.

CERTIFICATES, LICENSES, REGISTRATIONS:

- Bachelor's degree in human resources, Business Administration, related field or equivalent experience.

This position is set in a hybrid work environment requiring 4 days per week onsite and 1 day remote. SALARY The position is exempt full-time. The starting salary for this position ranges from $39.25 - $40.45, with exact salary depending on experience.
