More About the Role:

The Service Management, Integration, and Transport (SMIT) program is one of Leidos’ largest and most complex IT services programs, delivering the core backbone of the Navy Marine Corps Intranet. SMIT supports cybersecurity, network and data center operations, end-user services, service desk operations, and data transport across the Naval Enterprise Network. This position requires someone with Project Management /Execution experience. The ideal candidate for this position will be highly motivated and have working knowledge of scheduling, staffing, and organizational coordination. The ability to work in a dynamic, team-oriented, fast-paced and mission-focused environment is a must.

The Program Integration Lead will report to and support the CLIN 300 Program Manager in the day-to-day oversight, integration, and execution of the CLIN 300 portfolio. This role will serve as the Program Manager’s primary execution integrator, coordinating across Project Managers, technical leadership, Operations, Engineering, Finance, Contracts, Subcontracts, and other program support organizations. The Program Execution Lead will help ensure that awarded projects and task orders are executed consistently and meet cost, schedule, scope, technical, contractual, and customer performance expectations. The role will also support customer engagements, executive communications, program deliverables, program reporting, risk and opportunity management, financial forecasting, and resource planning.

The position is intended to further execution discipline and program visibility while supporting the overall accountability and decision authority of the CLIN 300 Program Manager. The role is aligned to the CLIN 300 execution environment, in which task-order work may be organized across multiple levels of effort and delivered through coordinated technical, operational, and governance activities.

What You'll Get to Do:

•Support the CLIN 300 Program Manager in overseeing cost, schedule, scope, technical performance, contractual compliance, and customer outcomes across the CLIN 300 portfolio.

•Support day-to-day program integration and execution activities across independently awarded projects, task orders, and levels of effort.

•Coordinate a geographically dispersed, matrixed team of Project Managers and program support personnel to promote consistent execution standards, processes, tools, reporting, and accountability.

•Support program operating rhythms, including project reviews, financial reviews, risk boards, leadership briefings, action tracking, and customer status meetings.

•Monitor and understand project and task-order performance using objective metrics, trends, milestones, and forecasts to identify emerging execution concerns and recommend corrective actions.

•Maintain an integrated view of portfolio schedules, deliverables, dependencies, risks, decisions, and customer priorities.

•Support financial management reviews across the CLIN 300 portfolio, including funding, actual costs, labor utilization, travel and other direct costs, Estimates at Completion, resource forecasts, and potential Limitation of Funds impacts.

•Assist the Program Manager in overseeing Cost-Plus-Fixed-Fee Term and Completion CLINs to ensure execution remains aligned with contractual requirements and approved business cases.

•Recognize project cadence, operational demand, and emerging customer priorities to support accurate financial, staffing, and resource forecasts.

•Ensure significant risks, performance concerns, funding issues, and customer impacts are identified early, documented, assigned, and elevated to the Program Manager in support of recommended courses of action.

•Coordinate the timely development, review, and submission of customer deliverables, status reports, metrics, briefing materials, and responses to Government data requests.

•Represent the CLIN 300 Program Manager in internal or customer meetings when delegated and ensure decisions, actions, and commitments are documented and communicated.

•Build and maintain effective working relationships with Government customers, Leidos leadership, Project Managers, technical teams, functional organizations, subcontractors, and other program partners.

•Promote a culture of accountability, collaboration, transparency, and continuous improvement across the CLIN 300 Project Management organization.

•Support on-contract growth activities, proposal development, task-order planning, basis-of-estimate development, and other business-development efforts as directed by the Program Manager.

You'll Bring These Qualifications:

•Bachelor’s degree in Business, Program Management, Information Technology, Engineering, or a related field, with eight or more years of relevant project management experience.

•Active DoD Secret security clearance, with the ability to obtain a Top Secret clearance.

•Demonstrated experience supporting complex information technology, cybersecurity, engineering, infrastructure, or network-service programs.

•Experience overseeing project cost, schedule, scope, technical performance, risks, and customer deliverables.

•Experience supporting CPFF task orders or similar cost-reimbursable contract structures.

•Demonstrated understanding of financial management, including funding, actual costs, labor utilization, forecasting, Estimates at Completion, and resource planning.

•Ability to consolidate complex project information into clear executive-level status, decision briefs, and recommended actions.

•Excellent written and verbal communication skills, with the ability to convey complex information clearly and succinctly.

•Strong organizational skills and the ability to manage multiple priorities, deadlines, projects, and customer requirements simultaneously.

•Experience managing relationships with Department of War or other Government customers.

•Ability to travel in support of customer, program, and team engagements as required.

These Qualifications Would be Nice to Have :

•PMP certification.

•Scaled Agile Framework experience or certification.

•Experience supporting both CPFF Term and CPFF Completion CLINs.

•Experience with portfolio-management, financial-management, scheduling, dashboard, and executive-reporting tools.

•Experience supporting Government proposals, task-order responses, staffing plans, resource estimates, and basis-of-estimate development.

## Pay Range:
Pay Range $92,300.00 - $166,850.00
