This position is based out of Feeding America’s Washington DC office. At Feeding America, we believe in offering a flexible work environment. Employees can be in the office an average of 2 days a week (when not travelling for work) and work from home on other days. Employees also have access to a 30-day “work anywhere” program during the course of each calendar year that can be combined with PTO and/or holidays.
The Opportunity
The Vice President, Health Policy leads enterprise strategy, advocacy, and external influence to increase federal and state support for Feeding America’s food-as-medicine initiatives and priority health policy objectives, including protecting and strengthening critical health programs serving people facing food insecurity. The Vice President, Health Policy positions Feeding America as a national thought leader in legislative and administrative health policy, including engagement with the U.S. Department of Health and Human Services (HHS), Medicaid, the Health Resources and Services Administration (HRSA), and other relevant federal health programs. Advances comprehensive legislative, regulatory, lobbying, and funding strategies that strengthen Feeding America’s healthy food and food-as-medicine agenda. Coordinates across Government Relations; Health, Research & Evaluation; and other internal teams to align health policy priorities with Farm Bill, commodities, Child Nutrition, federal and state funding opportunities, and other organizational priorities. Provides strategic direction on high-level policy and funding opportunities by translating federal parameters into actionable state- and network-level guidance. Serves as Feeding America’s primary registered lobbyist and organizational representative on health policy.
Compensation

As such, we maintain transparent salary ranges and clearly defined practices for how our team, including new hire salary offers, moves through these ranges. You can expect us to offer the best salary up front based on these clearly defined pay practices with little room for negotiation. We make exceptions for highly experienced (multiple years of at-level experience) new hires in accordance with our pay practices. Once hired, employees have the opportunity to progress through salary ranges via regular merit increases and step promotions.
Salary Range: $203,952 - $227,946 Based on Experience
Responsibilities:
- Sets and leads enterprise health policy and funding strategy to advance Feeding America’s federal health care and food-as-medicine priorities, including protecting and strengthening Medicaid, positioning the organization and network for grants, authorities, waivers, and other federal health funding pathways, and strengthening programs that serve people facing food insecurity. Aligns Government Relations; Health, Research & Evaluation; and other internal teams around shared priorities, execution plans, and decision-making processes.
- Leads federal legislative and regulatory advocacy on health policy, food-as-medicine initiatives, Medicaid, HRSA programs and authorities, and related health programs. Develops legislative proposals, regulatory recommendations, testimony, speeches, presentations, and other advocacy materials while contributing to health-related provisions of the Farm Bill, nutrition legislation, budget, appropriations, and other federal policy priorities.
- Builds and leverages strategic relationships with Congressional offices, Administration officials, HHS, HRSA, other federal agencies, health-sector coalitions, policymakers, and external partners. Serves as a primary representative and advocate for Feeding America, advancing organizational priorities and strengthening the organization’s influence across the political spectrum.
- Positions Feeding America as a national thought leader on hunger, health, food as medicine, and public policy. Serves as a spokesperson and subject matter expert in policymaker engagements, coalitions, hearings, public forums, conferences, and other external settings.
- Directs policy and funding intelligence, research, analysis, and communications to inform organizational strategy and influence policymakers. Oversees proactive monitoring of legislative, regulatory, agency, grant, waiver, demonstration, and other federal and state funding developments; identifies emerging risks and opportunities; and guides the development of policy memoranda, funding opportunity analyses, fact sheets, reports, speeches, and other internal and external communications.
- Provides strategic counsel and network support to the CEO, Board of Directors, Executive Team, National Advisory Council (NAC), Chief Government Relations Officer, Policy Engagement and Advocacy Committee (PEAC), Holistic Support Advisory Committee, network members including food banks, affiliates and partner state associations. Translates complex federal policy and funding opportunities into clear state- and network-level guidance, technical assistance, and actionable strategies for diverse audiences.
- Educates and mobilizes key audiences including policymakers, stakeholders, partner organizations, network leaders, and the public. Advances understanding of hunger, food insecurity, health policy, and evidence-based solutions that support Feeding America’s mission and advocacy goals.
- Supports fundraising and donor-funded initiatives in partnership with Development and Health, Research & Evaluation teams. Provides subject matter expertise for donor cultivation, funding strategies, proposal development, grant execution, budget and timeline management, reporting, and accountability for funded project outcomes.
Required Experience and Qualifications:
- 10+ years of progressively senior experience in health policy, public policy advocacy, government relations, issue campaigns, or grassroots mobilization, with a demonstrated record of influencing federal or state policy outcomes.
- Experience working on Capitol Hill, in an Administration, political campaign, federal or state government, or policy advocacy organization.
- Exceptional executive-level written and verbal communication skills, including the ability to brief senior leaders, policymakers, board members, and external partners with clarity, judgment, and credibility.
- Deep knowledge of health policy, Medicaid, HHS, HRSA, federal and state legislative and regulatory processes, congressional committee structures, and the relationship between federal and state health agencies.
- Proven ability to think strategically, exercise sound judgment, and lead effectively within teams and broad coalitions that include diverse perspectives, political viewpoints, and organizational priorities.
- Ability to translate complex federal funding authorities, agency guidance, and program requirements into timely, actionable policy and funding strategies for state associations, food banks, and coalition partners.
- Accomplished people leader with demonstrated ability to develop direct reports, support network advocates, and build high-performing, mission-aligned teams.
