About this role

The Applications Development Group Manager is a senior engineering leadership position responsible for directing and executing strategic application delivery, system architecture, and technology transformation across multiple engineering teams.

This role requires a visionary, hands-on Engineering Leader who combines deep technical craftsmanship in modern Java/Spring Boot microservices with proven experience managing and scaling multiple Agile Scrum teams. Beyond traditional software delivery, the candidate must champion engineering modernization, robust solution architecture, and AI-driven transformation—actively identifying opportunities to embed Agentic AI and intelligent automation into software engineering lifecycles, operational tasks, and repetitive workflows to drive exponential velocity and quality improvements.

Key Responsibilities

1. Strategic Engineering Leadership & Multi-Scrum Governance

- Lead, mentor, and manage multiple cross-functional Scrum teams (Software Engineers, Solution Architects, and QA/Automation Engineers) across globally distributed locations.

- Drive end-to-end delivery accountability across concurrent Books of Work (BOW), ensuring clear milestones, proactive dependency management, and on-time business outcomes.

- Champion engineering excellence, Agile maturity, and continuous integration/deployment (CI/CD) best practices across all pods under management.

- Conduct personnel management responsibilities including technical coaching, talent acquisition, career development, performance evaluations, and team capacity planning.

2. Hands-On Technical Authority & Solution Architecture

- Serve as the senior technical authority for enterprise-scale distributed systems, validating and steering high-level solution designs and low-level architectural patterns.

- Demonstrate active hands-on technical proficiency in Java 21, Spring Boot 4.x, Cloud-Native Microservices , and distributed persistence/messaging architectures.

- Establish and enforce rigorous coding standards, design patterns, automated test coverage gates, and continuous code quality reviews (SonarQube, Snyk).

- Drive architectural modernization initiatives, transitioning legacy frameworks into modular, scalable, event-driven, and containerized services (Docker, OpenShift/Kubernetes).

3. AI & Agentic Automation Transformation

- Actively drive the adoption of Generative AI, Agentic AI, and intelligent autonomous workflows across the development and operational lifecycle.

- Identify repeat, recurring, and boilerplate engineering/operational tasks (e.g., automated code reviews, test generation, schema migrations, log analytics, incident triage) and architect multi-agent or prompt-engineered solutions to automate them.

- Foster a culture of AI-assisted engineering and experimentation within teams while strictly adhering to enterprise AI guardrails, security standards, and governance policies.

4. Data Platform & Infrastructure Modernization

- Oversee the architecture and optimization of high-throughput data and reporting pipelines leveraging relational engines ( Oracle 19c / OraaS ) and distributed document stores ( MongoDB 7.x/8.x / MaaS ).

- Design and govern high-volume event streaming and messaging fabrics utilizing Apache Kafka and IBM MQ .

- Ensure non-functional requirements (NFRs) such as high availability, fault tolerance, active-active failover, disaster recovery (RTO/RPO), and low-latency response times are rigorously met.

5. Stakeholder Influence, Risk & Governance

- Influence, align, and negotiate with senior business stakeholders, Product Owners, Enterprise Architecture, and Operations partners to define product roadmaps and strategic technical priorities.

- Appropriately assess risk when business and architectural decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients, and assets.

- Ensure strict adherence to Citi's secure SDLC policies, regulatory standards, information security controls, vulnerability remediation timelines, and internal/external audit readiness.

Qualifications:

- 10+ years of relevant experience in Apps Development or systems analysis role ( Java /Spring Boot, NoSQL Database , Distributed Messaging)
- 8+ years extensive experience in Software Architecture, System Analysis and in Programming of software applications
- 8+ years experience in managing and implementing successful projects
- Experience with testing frameworks (e.g., Jest, Cypress, Selenium).
- Knowledge of RESTful APIs and integration with backend services.
- Familiarity with version control systems (e.g., Git).
- Experience managing global technology teams
- Working knowledge of industry practices and standards
- Consistently demonstrates clear and concise written and verbal communication

Education:

- Bachelor’s degree/University degree or equivalent experience

## Primary Location Full Time Salary Range:
$141,440.00 - $212,160.00
